Facility: Klein 19 Sec Pad 1; Josephine 19 Sec HZ Well production facility SWNE quadrant of Section 19, Township 5N, Range 64W Weld County The proposed project or activity is as follows: PDC Energy, Inc. (PDC) submitted an application requesting modifications to permits 17WE0552 and 18WE1018. Permit 17WE0552 covers a condensate tank which comprises eight (8) 538 barrel fixed roof storage vessels connected via liquid manifold. PDC wishes to reduce requested permitted emissions in permit 17WE0552 by reducing requested condensate throughput and using previously approved site specific emission factors. Permit 18WE1018 covers a condensate tank which comprises one (1) 300 barrel and fourteen (14) 538 barrel fixed roof condensate storage vessels connected via liquid manifold. PDC wishes to reduce requested permitted emissions in permit 18WE1018 by maintaining previously approved site specific emission factors, reducing requested condensate throughput, and decreasing VRU downtime. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and a draft of Construction Permit 17WE0552 are available on the Division's website at https://www.colorado.Qov/cdphe/air-permit-public-notices The Division hereby solicits submission of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission. The Division will receive and consider written public comments for thirty calendar days after the date of this Notice.
