Project Summary When read separately from the rest of the application, this summary should serve as a succinct and accurate description of the proposed work. The Weld County Sheriffs Office (WCSO) seeks funding to assist with organized communication efforts that support recruiting community members who seek a career in law enforcement. Currently the Weld County Sheriffs Office is experiencing a lack of applicants who are interested in becoming a Deputy Sheriff. Job vacancies have skyrocketed in comparison to prior years. It is desirable to recruit law enforcement officers that live in the community they serve and share the same values. A marketing plan with focused recruiting efforts through radio, print media, social media, and other mediums, will attract a higher volume of potential applicants from the immediate community serviced by WCSO. The goal is to substantially increase the volume of applicants from the community to facilitate selection of the most qualified candidates and reducing job vacancies. 15. Project Description Describe your project that will be funded with a grant award in detail. This description should include a statement explaining your needs using local information and data if available. The Weld County Sheriffs Office (WCSO) is currently reporting a 42 -vacancy rate of sworn deputies (12.7% vacancy). The vacancy rate has increased tenfold compared to the lowest vacancy rate of 4 in August of 2020. The proposed project will engage a professional marketing firm over one and a half years to implement a law enforcement focused deputy recruiting campaign to counter act the abnormal high job vacancy rate. Law enforcement (LE) agencies throughout the US are experiencing a severe shortage of applicants looking for a career in LE. Popularity in the LE profession has decreased due to the "defund the police" movement, COVID 19 concerns, more competitive private sector jobs, and statutory changes, placing challenging reforms on the LE profession. The shortage of qualified applicants, resignations and retirements have resulted in severe staffing shortages, forcing agencies to make undesirable changes to hiring practices and LE operations. Local govemments have had to substantially raise salaries, benefits and offer lucrative hiring bonuses to attract more applicants. Agencies have had to restructure operations and eliminate services to reassign current officers to essential duties, while emergencies and 911 calls are not decreasing. Lower staffing levels have resulted in increased response times and less focus on community quality of life problems. Lower staffing levels have increased overtime expenses for employers and increased workload for current employees resulting in burnout due to less personal time. In contrary to other jobs, the LE hiring process includes several test phases (psych, physical, polygraph etc.) which eliminate a percentage of the original applicants, resulting in a drastically reduced hiring pool. Having a sizeable applicant pool in the beginning of the recruitment process, will increase the likelihood to find the best qualified candidate. In response, law enforcement agencies engage marketing firms to aggressively pursue marketing strategies to increase recruitment of new candidates through applied market analysis, identified market segments and implementing various effective communication strategies such as tailored and targeted radio messaging, social media outreach, programmatic audio, programmatic display and programmatic video. The focused campaign creates brand awareness, curiosity, engagement and motivates to apply. The desired target area for the communication effort is Weld County and surrounding communities allowing candidates to be a direct representative of the community. The goal of this recruitment campaign is to increase the volume of applicants and candidates that start the hiring process and a 30-50% reduction in vacancy rate of sworn deputies. The benefit to the community will be a properly staffed agency with qualified deputies who deliver excellent comprehensive services through a highly qualified staff that reflects community values. 16. Recruitment & Retention Describe how the grant would improve and support P.O.S.T.-certified and non -certified peace officer recruitment and retention. The community recruiting efforts target community members that are POST certified and non -certified. The improved recruiting efforts sought through grant funding would improve support for POST and non -certified peace officers in several ways. POST certified officers from other agencies will be made aware of attractive job openings with the Weld County Sheriff's Office (WCSO). The WCSO is a medium sized agency of 332 sworn deputy positions. The WCSO offers competitive pay and benefits, a desirable schedule, numerous career paths, opportunities for advancement, and training opportunities for career development that are unavailable in smaller agencies. Such opportunities increase the probability that POST certified employees will choose to make Weld County an employer of choice and engage in a long-term career. Furthermore, the service area of the WCSO offers a high quality of life that promotes the residency of peace officers in the same community they serve. This ensures that community values are reflected within the law enforcement agency that provides the service to the community. Most benefits available to POST certified deputies are equally available to non -certified deputies. However, community members without a POST certificate have a substantial benefit if they are hired by Weld County: The ability to become POST certified. WCSO conducts a low-cost POST Academy every year for employees. Non -certified community members hired by WCSO receive substantial support through agency sponsorship to the low-cost POST Academy. This allows non -certified peace officers in our agency to enhance their career by becoming POST certified. Law enforcement officers that are POST certified have increased career opportunities because they can work job assignments that require POST certification such as patrol and investigations. 18. Improve Relationships Describe how the project intends to improve relationships between law enforcement and the community. Creating a larger hiring pool, results in an increased number of job applicants with a better chance of finding qualified candidates who will pass the sworn deputy hiring tests and enter employment. Decreasing the vacancy for sworn deputies, means better operational coverage which is directly related to the quality of work for the public. In addition, recruiting community members will substantially improve relationships between the Weld County Sheriffs Office and the community. Applicants hired from the community, ensure that community values are reflected in the law enforcement agency that provides the service. Shared values between the law enforcement agency and the community result in increased trust, decrease in fear from the police and promote a partnership that is better suited to reducing crime. Trust, decrease in fear from the police and a sense of partnership are essential components to reducing crime because the police depend on information and cooperation from the community to solve crimes. Furthermore, shared values improve lines of communication between law enforcement and community members to clearly identify problems and generate solutions that promote an improved quality of life. The quality of life of the community decreases as public safety issues increase. Open, candid, and courteous dialog between the community and law enforcement facilitate the identification of problems and solutions that affect quality of life. While not all quality -of -life problems require direct involvement from law enforcement, law enforcement can still support the community by establishing a safe environment where community members feel safe to implement positive solutions. Sustainability and Certification 19. Expand and Sustain How does your agency plan to expand and sustain this project after the grant funding ends? After the completion of the grant project, a comprehensive evaluation of the results will be completed. It is not desirable to abandon positive substantive improvements in recruiting qualified community members. The long-term benefit of the project can only be assured through consistent efforts beyond the period covered by the grant. Therefore, after a comprehensive review is completed, the Weld County Sheriffs Office will recommend to the Board of County Commissioners (funding authority) that future efforts be supported through the ongoing budget process. The recommended level of funding will be proportional to the number of job vacancies that need to be filled. It is anticipated that the recruiting crisis being experienced by the law enforcement community will continue for several years. The various causes for the recruiting crisis require complex solutions that will take years to implement. For this reason, it is likely that continued funding of recruiting efforts by the Board of County Commissioners will be necessary to attain appropriate staffing levels. 20. The vacancy rate is compiled by HR on a monthly basis. Changes will be measured by comparing and reporting the results on a quarterly basis after the new recruitment marketing tools has been initiated. Timeframe The change in job vacancy and applicant count who start the hiring process has been measured historical. Past data will be compared to the data retrieved after the new recruitment and marketing tools is implemented and will continue throughout the grant period until 6/30/2024. The total cost of Marketing $192,000 is based on an estimate which includes various marketing solution steps that can be chosen per month. Each solution was quoted at $2,000 per month and several solutions can be ordered per month to work in conjunction with one another. $192,000 would allow WCSO to run 96 solutions in 18 months and have the flexibility to determine which solution/or a combination thereof, should be chosen each month/season. The price is an estimate and example, understanding that the project would have to go out for bid in order to determine the best and total price. WCSO would like to apply for an estimated $192,000 covering two years of recruitment efforts through advertising. The Sheriff's Office is experiencing a lack of applicants interested in becoming a Deputy Sheriff. By advertising through radio, social media and other mediums, the Sheriffs Office hopes to attract a higher volume of applicants for open positions. The goal is to increase the volume of applicants substantially in order to select the most qualified candidates for the position. The most desired target area for advertising is all of Weld County and surrounding areas within short commuting distance, in order to recruit employees that are representative of our community. A law enforcement agency may not use the grant award to cover the costs of eligible law enforcement officer salaries and benefits if the eligible law enforcement officers would have been hired by the law enforcement agency even if the division had not awarded the law enforcement agency the grant. Eligible recipients • Colorado law enforcement agencies, including those serving rural municipalities and counties • Tribal law enforcement agencies that serve fewer than fifty thousand residents • Third -party membership organizations on behalf of a law enforcement agency • Any state institution of higher education, as defined in section 23-18-102 (10), that operates a law enforcement academy Evaluation https://dcj.colorado.gov/law-enforcement-workforce-recruitment-retention-and-tuition-grant-program 4/8 9/6/22, 12:08 PM Law Enforcement Workforce Recruitment, Retention, and Tuition Grant Program I Division of Criminal Justice The Advisory Committee will evaluate applications on the following criteria: • How the grant would improve and support PO.S.T-certified and non -certified peace officer recruitment and retention; • Compliance of the applicant with all relevant state and local laws or a demonstration of how the applicant will come into such compliance; • Sustainability of the project after the grant ends; and • If the grant includes activities that are likely to foster a more positive relationship between law enforcement and the impacted community. The Law Enforcement Workforce Advisory Committee will meet and make funding recommendations in Mid -late October. Applications that are denied funding may submit an appeal within 3 days of notification, however, appeals may only contain clarifying information specific to the reasons noted in the denial notification and can not contain new information. Additional Information Grant Agreements If awarded, grantees will receive additional information regarding administrative requirements. Post Award Reporting Requirements The grantee will be required to submit financial and programmatic reports describing how the grant funds were utilized, including data and other relevant information on performance metrics. These reports will be required quarterly and on or before August 1, 2023, and August 1, 2024. Performance metrics will be outlined at the time of the award.
