RE: APPROVE APPLICATION FOR 2023 EMERGENCY MANAGEMENT PERFORMANCE
GRANT (EMPG) AND LOCAL EMERGENCY MANAGER SUPPORT (LEMS)
PROGRAM FUNDING, AND AUTHORIZE OFFICE OF EMERGENCY MANAGEMENT
TO SIGN AND ELECTRONICALLY SUBMIT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2023 Emergency
Management Performance Grant (EMPG) and Local Emergency Manager Support (LEMS)
Program Funding from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Office of Emergency Management, to the
Colorado Department of Public Safety, Division of Homeland Security and Emergency
Management, commencing upon full execution of signatures, with further terms and conditions
being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the 2023 Emergency Management Performance Grant
(EMPG) and Local Emergency Manager Support (LEMS) Program Funding from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Office of Emergency Management, to the Colorado Department of Public Safety,
Division of Homeland Security and Emergency Management, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Roy Rudisill, Director of the Office of
Emergency Management be, and hereby is, authorized to sign and electronically submit said
application.

PASS -AROUND TITLE: 2023 Emergency Management Performance Grant Application

PERSON REQUESTING: Roy Rudisill
Brief description of the problem/issue: Commissioners, the State has moved to an electronic application
process for the Emergency Management Performance Grant. The application process is all completed online. I
have attached a copy of the proposed budget and the work plan for 2023 for your reference. I have also
attached three forms which allow me to submit the application, and complete quarterly reports. The third
document identifies Chris O'Dvidio as the Controller and authorizes him to submit the request for
reimbursements.
The 2023 grant will allow up to $89,784.00 in funding, this is the same amount of funding as the 2022 grant.
I'm requestion that you allow me to add the Authorization forms to the BOCC agenda for approval to complete
the application. The Authorization forms will be submitted with the online application.
Once the application is approved by the State, we will receive a Grant Aware Letter, I will bring that to the
BOCC for review and approval as well.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
This is an annual grant the support the OEM program, I recommend approval of this request in order to apply
for the continued grant funding.
If we do not apply for the funding we will not receive the $89,784.00.

Good morning, attached is a copy of the pass around memo I sent to the BOCC to provide authorization to complete and
submit the application for the 2023 EMPG. The State has moved to a electronic grant application through EMGrants. The
forms for Authorization, allow me to submit the application and complete quarterly reporting. The is also one for Chris
so he can authorize the RFR's. I was able to print a copy of the application through screen shots from the webpage.
The total funding request is 50% of the budget which is $403,504.04, (201,752.02) the base award for Weld is
$89,784.00, this funding may increase based on total applications received by the state.
This is a new process and a new funding allocation from the state. Please review and let me know if you have any
questions. Once approved by Finance and County Attorney we can schedule it for a BOCC meeting for approval to
submit the application.
