WELD COUNTY COUNCIL
January 17, 2022
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, January 17, 2022, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
kgi The meeting was called to order by President James Welch. Councilmembers Tonya L.
Van Beber, Nancy Teksten, Rupert Parchment and Elijah Hatch were present, constituting a
quorum of members. Also present was Council Secretary Linda Kane.
Discussion was held regarding the decision by Councilmember Hatch to run for Weld County
Commissioner At -Large. Mr. Hatch said he believed he did not need to resign from Council to
pursue his election campaign as Commissioner. However, outgoing Council President James
Welch said he spoke with the county attorney, and it appeared Mr. Hatch didn't need to render
a resignation. According to County Attorney Bruce Barker, Mr. Hatch's seat became vacant on
January 1, 2022, with the announcement of his candidacy for Commissioner At -Large.
Though Mr. Hatch attended the January council meeting and was included in roll call, he did not
partake in any motions or official business.
APPROVAL OF AGENDA :
Councilmember Teksten made a motion to accept the agenda as presented, it was seconded
by Councilmember Van Beber and carried.
APPROVAL OF DOCUMENTATION:
Approval of December 20, 2021, Minutes
Councilmember Parchment made a motion to approve the December 20, 2021, minutes,
seconded by Councilmember Teksten and the motion carried.
REVIEW PROGRAM:
There was no review program.
PUBLIC COMMENT:
There was no public comment.
NEW BUSINESS:
Coordinator Reports/Councilman Reports
There were none.
Bills
Councilmember Van Beber made a motion to approve bills, it was seconded by Councilmember
Teksten and carried. The bills were paid as follows:

Selection of 2022 President and Vice -President
Councilmember Van Beber made a motion to elect Councilmember Teksten President, it was
seconded by Councilmember Parchment and carried. Councilmember Van Beber made a
motion to elect Councilmember Parchment Vice -President, it was seconded by Councilmember
Welch and carried.
Set Meeting Dates for 2022
Councilmember Welch made a motion to set meeting dates as follows, it was seconded by
Councilmember Parchment and carried.
The meeting dates for 2022 are:
2/28; 3/21; 4/18; 5/16; 6/20; 7/18; 8/15; 9/19; 10/17; 11/21; 12/19.
Assign Review Programs
Councilmember Welch made a motion to assign review programs as follows in Addendum 1, it
was seconded by Councilmember Parchment and the motion carried.

OLD BUSINESS:
There was no old business.
ADJOURNMENT:
By acclamation, the meeting was adjourned at 6:55 p.m.
