The application is requesting $184,535, which will cover 95% salary and fringe benefit of the Bi-Lingual Advocate staff member, $6,980 in supplies and operating cost, $1,913 in travel and $16,776 in indirect cost. The application amount is $13,307 higher compared to the 2021-2022 grant award, which was $171,228. The increase is explained by estimated 3% COLA and Step increases and a higher indirect cost amount. Travel and training is requested for instate only. There is no match required for the 2023-2024 VOCA grant. The County Attorney has reviewed the language. The application needs to be submitted via the ZoomGrants portal and its deadline is 2/22/2022. A copy of the application is attached for your review. What options exist for the Board? (include consequences, impacts, costs, etc. of options): Authorize the approval of the 2023-2024 VOCA grant application for $184,535 and have Undersheriff Patch submit the application with supporting grant documents electronically in ZoomGrants. Deny the grant application. This will lead to either increased general fund dollars or a reduction of services in the Victim Services program for the Sheriff's Office. According to the 2020 census, Weld County has a diverse population of 328,981. 30% of this population is Hispanic, with 19.3% reporting a language other than English spoken at home. The Weld County Victim Services Unit was founded in 2004 and is comprised of three victim advocates (two of which are bilingual). They serve unincorporated Weld County, Weld County's 10 unincorporated municipalities, and eight of Weld County's incorporated municipalities. This accounts for just over 140,000 Weld County residents that are served by Weld Countys Victim Services Unit. 5C) Need Tell us about your community and/or victim -specific need for the project. Include information about the difficulties faced by communities impacted by inequity. This could include: • Status as the only service provider in the region • Only program providing required VRA responsibilities • Only service provider serving a victim type • Unique challenges or barriers (could be created by location, system, victim type, etc.) • Crime rates, trends, risk factors, etc. The Weld County Victim Services Unit (VSU) is the only unit that provides victim services to all parts of unincorporated Weld County as well as eight municipalities in southern Weld County. The Greeley Police Department VSU provides services to municipalities only in northern Weld County. The two VSU's work well together, occasionally covering services for each other in the event of manpower shortages. Weld County has a prominent Hispanic population, many of which either don't speak English, or speak English as a second language in the home. This population makes it essential to have at least one bilingual victim advocate. Weld County is fortunate to have two bilingual advocates, one of which has been mostly funded through the VOCA grant for the last several years. 5D) Actt1e Tell us how your project will provide healing -centered services and meet the need(s) identified for the community and/or victims. Include information on how activities will be culturally responsive to communities impacted by inequity. The Weld County Victim Services Unit partners with several organizations in and around Weld County which provide a variety of services for victims of crime and others in need. These include Catholic Charities, A Woman's Place, Women in Crisis, several homeless shelters in the region, the Weld County Food Bank, Servicios De La Raza (addressing the needs of Latinos and other underserved and marginalized communities in Colorado), and many others. The Victim Services Unit works hard to maintain these relationships to provide services for victims without incurring cost to victims or citizens of Weld County. This is accomplished through collaboration with systems -based agencies; Greeley Police Department VSU and the 19th Judicial District Attorney's Office Victim Witness Unit as well as non-profit agencies offering crime specific help; A Woman's Place (local domestic violence shelter), SAVA (sex assault intervention and services), and Life Stories (local child advocacy center). The unit has had success throughout the years establishing trust with those who have a difficult time negotiating the criminal just system due to cultural and language barriers. The unit will strive for satisfaction by providing crisis services in person or by phone 24 hours per day, reviewing all police reports to ensure VRA compliance, entering all required VRA required activities into a tracking database, and following up with clients to ensure that their needs are met. Additionally, the Bilingual Advocate will attend community events including events that cater to the Spanish speaking community.
