BRIDGE 60.5/49A AND BRIDGE 34/17A REPLACEMENT PROJECTS, AND
AUTHORIZE DEPARTMENT OF PUBLIC WORKS TO SUBMIT ELECTRONICALLY -
COLORADO COUNTIES, INC. (CCI)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with two (2) Off -System Bridge Program
Applications for Bridge 60.5/49A and Bridge 34/17A Replacement Projects between the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Public Works, and Colorado Counties, Inc. (CCI), with further
terms and conditions being as stated in said applications, and
WHEREAS, after review, the Board deems it advisable to approve said applications,
copies of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the two (2) Off -System Bridge Program Applications for
Bridge 60.5/49A and Bridge 34/17A Replacement Projects between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Public Works, and Colorado Counties, Inc. (CCI), be, and hereby are, approved.
BE IT FURTHER RESOLVED by the Board that the Department of Public Works be, and
hereby is, authorized to submit said applications electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of October, A.D., 2022.

PASS -AROUND TITLE: CCI Applications for Bridge Replacement Grant Funds for 2023-2025

Brief description of the problem/issue:
The annual applications for bridge replacement grant funds through Colorado Counties Inc. (CCI) are due
October 28, 2022. Public Works Department would like to submit grant applications for bridges 60.5/49A and
34/17A.
Bridge 60.5/49A crosses Lone Tree Creek about 2 miles east of the Airport on WCR60.5. This structure was
constructed in 1967, is classified as structurally deficient, and has been defined as "poor" on the CDOT Off -
System Structure Eligibility List. The total cost estimate for this bridge replacement is $8,700,000. The total
available grant funds described in the CCI memo for this round of grant funding is $13.6 million. Since there is
not a lot of available grant funds, and the goal of CCI is to spread those funds amongst as many qualified
applicants as possible, we are proposing to request a grant of $1,000,000 for this bridge replacement. The
remainder of the estimated costs, $7,700,000, would be the County's contribution to the project (89%). This
bridge would be our #1 priority for this grant funding and is included in our current 5 -year CIP.
Bridge 34/17A crosses Saint Vrain River about 2 miles west of Platteville on WCR34. This structure was
constructed in 1960, is classified as structurally deficient, and has been defined as "poor" on the CDOT Off -
System Structure Eligibility List. The total cost estimate for this bridge replacement is $13,600,000. For the
reasons described above we are proposing to request a grant of $1,000,000 for this replacement. The remainder
of the estimated costs, $12,600,000, would be the County's contribution to the project (93%). This bridge
would be our #2 priority for this grant funding since it is less time critical than Bridge 60.5/49A. This bridge is
also included in our 5 -year CIP.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options):
• Approve staff to move forward with both grant applications as shown above.
o Potentially receive $2.0M in grant funds to offset estimated expenditures of $22.3M.
• Approve staff to move forward with one highest priority of the grant applications as shown above.
o Potentially receive $1.0M in grant funds to offset estimated expenditures of $8.7M.
• Change the amount of grant funding being requested and apply for one or both bridges.
• Deny staff submitting for these grant funds for the replacement of these bridges.

Work description
Replacement of an existing bridge constructed in 1967 and currently classified as "Poor" The
roadway would be closed during the construction which would likely take 9-10 months The new
bridge would be designed to meet current CDOT bridge design standards and current 100 -year
flood elevations Weld County would hire a qualified design consultant with extensive knowledge of
the CDOT standards Some new right-of-way acquisition would likely be required Some utilities
relocations would likely be required Weld County would bid out the construction to a qualified
general contractor

RE: Narrative for Bridge WEL060.5-049.0A (Fiscal Years 2023-2025 Funding)
Bridge WEL060.5-049.0A is on Weld County Road 60.5 and spans Lone Tree Creek. The
bridge is located 0.7 miles east of WCR 49. WCR 60.5 is classified as a Collector Road
and is a vital paved link for the County and the nearby communities of Greeley, Kersey,
and Gill. Traffic counts taken in 2021 show an ADT of 3,082 vehicles per day, with 27%
being trucks. This high percentage of trucks is likely accelerating the poor condition of this
bridge. Replacement of this bridge is our number one priority for this bridge funds
application period.
The existing bridge is 34 feet wide, 165 feet long (three spans), and was built in 1967. It is
structurally deficient and has been defined as "poor" on the Off -System Structure Eligibility
List. The bridge has issues with rusted steel and spoiling concrete on the substructure and
superstructure. The bridge rail and approach guardrails are constructed improperly, in poor
condition and do not meet current AASHTO/CDOT standards. Rehabilitation instead of
replacement is not a viable option, nor cost effective, because of the concrete deck
extensive degradation, rusted steel substructure elements, and age of the overall structure.
The new structure may need to be elevated above its current configuration to allow for
adequate freeboard to prevent debris collection and scour in future flood events.
Weld County is proposing to provide most of the funding for this project due to the
importance of this vital link for the area. Instead of the typical 20% funding match, Weld
County is proposing that CDOT partner with Weld County on this project by providing a
$1,000,000 grant from the available bridge replacement funds. We estimate the
replacement cost at $8,700,000 with the Weld County portion being $7,700,000 (89%).
Weld County currently has the necessary funds to cover our portion of this project. Please

Hi Mike,
The first page of your application looks a little different than the application form found on the CCI website's application
documents. I have attached the application form to this email. Your local match amount also appears incorrect, as it is
supposed to be 20% of the grant amount requested, not the total project cost. That being said, it looks like the new
application form calculates that for you.
Did you use your own historical price data to develop these cost estimates? Are you also accounting for inflation and
ROW costs? I ask because your estimates appear to be higher than other estimates I have received, particularly the
WEL34/17A bridge.

RE: Narrative for Bridge WEL034.0-017.0A (Fiscal Years 2023-2025 Funding)
Bridge WEL034.0-017.0A is on Weld County Road 34 and spans the Saint Vrain River.
The bridge is located 2 miles west of Platteville. WCR 34 is classified as a Collector Road
and is a vital paved road serving Weld County, Platteville, and the agricultural and oil/gas
industries. Traffic counts taken in 2021 show an ADT of 1,759 vehicles per day, with 39%
being trucks. This high percentage of trucks is likely accelerating the poor condition of this
bridge. Replacement of this bridge is our number two priority for this bridge funds
application period.
The existing bridge is 30 feet wide, 294 feet long (six spans), and was built in 1960. It is
structurally deficient and has been defined as "poor" on the Off -System Structure Eligibility
List. The bridge has issues with rusted steel and spalling concrete on the substructure and
superstructure. The bridge rail and approach guardrails are constructed improperly, in poor
condition and do not meet current AASHTO/CDOT standards. Rehabilitation instead of
replacement is not a viable option, nor cost effective, because of the rusted steel
substructure elements, and age of the overall structure. The new structure may need to be
elevated above its current configuration to allow for adequate freeboard to prevent debris
collection and scour in future flood events. This bridge was badly impacted during the 2013
flood event and required extensive emergency repairs to put it back into service.
Weld County is proposing to provide most of the funding for this project due to the
importance of this bridge for the area. Instead of the typical 20% funding match, Weld
County is proposing that CDOT partner with Weld County on this project by providing a
$1,000,000 grant from the available bridge replacement grant funds. Using the CDOT
guidelines we estimate the replacement cost at $13,600,000 with the Weld County portion
being $12,600,000 (93%). Weld County currently has the necessary funds to cover our
portion of this project. Please contact us if you need any information in addition to the

My estimates are generated using the formulas provided to us in the attached document (see pages 8 and 9). I am
under the impression that all applicants are strongly encouraged to use these same formulas.

Hi Mike,
The first page of your application looks a little different than the application form found on the CCI website's application
documents. I have attached the application form to this email. Your local match amount also appears incorrect, as it is
supposed to be 20% of the grant amount requested, not the total project cost. That being said, it looks like the new
application form calculates that for you.
Did you use your own historical price data to develop these cost estimates? Are you also accounting for inflation and
ROW costs? I ask because your estimates appear to be higher than other estimates I have received, particularly the
WEL34/17A bridge.
