RE: APPROVE 2023 STATE NOXIOUS WEED PROGRAM GRANT APPLICATION FOR
ERADICATION OF LIST A AND B SPECIES THROUGHOUT WELD COUNTY AND
AUTHORIZE DEPARTMENT OF PUBLIC WORKS TO SUBMIT ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a 2023 State Noxious Weed Program
Grant Application for Eradication of List A and B Species Throughout Weld County from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Public Works, to the Colorado Department of Agriculture,
Noxious Weed Management Program, commencing April 16, 2023, and ending December 15,
2023, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 2023 State Noxious Weed Program Grant Application for Eradication
of List A and B Species Throughout Weld County from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department of
Public Works, to the Colorado Department of Agriculture, Noxious Weed Management Program,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Tina Booton, Department of Public
Works, be, and hereby is, authorized to submit electronically.

This request is to apply for a Department of Agriculture Noxious Weed Grant. This project
will provide cost -share funds for landowners to address two (2) List A eradication noxious
weed species throughout Weld County at 85% up to $750/landowner; and one (1) List B
eradication species at 80% up to $600. The species included are hairy willow -herb, yellow flag
iris and teasel. We are asking for $26,000. Weld County Weed Division's in -kind match is
$34,802.00 for work that is already included in the 2023 budget. There is also an estimated
$6005.00 match from landowners. The total local match is $40,807.00.

Brief description of the problem/issue:
The Colorado Department of Agriculture may have up to $732,000 to distribute in grants for weed control to help
address List A and List B eradication species. These species for Weld County include Hairy Willow -Herb,
Yellow Flag Iris and Teasel scattered throughout the lower portion of the County in wetlands and other riparian
areas. This grant application will help provide cost -share funds for landowners who are dealing with these
mandatory eradication noxious weeds.
This grant would provide $26,000 to address these noxious weeds through cost -share efforts with landowners.
The cost -share funds in this grant project will be spent at 85% up to $750 per landowner for receipts showing
treatments using specific herbicides and commercial labor. It is essential to have funds available to assist
landowners in noxious weed compliance.
The total local match is $40,807. The Weed Division Budget matching funds is in -kind in the amount of
$34,802; and landowner match is estimated at $6,005. These matching expenditures from Weld County include
staff time to oversee the program, treat Weld County roadsides and gravel pits and continue to work with
landowners throughout the season.
All applications must be submitted via an internet link. The grant application is due to Colorado Department of
Agriculture by December 16, 2022

General Project Description
In 2022 hairy willow -herb and yellow flag iris was identified in multiple locations in Weld County. Sixty-two
hairy willow herb locations were identified on both unincorporated lands and in municipalities in Weld County.
While one yellow flag iris infestation was identified in unincorporated Weld County. Throughout the project
County staff will continue to identify hairy willow -herb and yellow flag iris infestations within our boundaries.
Weld County will work with private landowners to eradicate hairy willow -herb in all locations including in
wetlands in local municipalities. While yellow flag iris will only be addressed in unincorporated Weld County.
This project will pickup 85% of the cost for chemical treatment up to $750 per landowner. In addition, this
project will allow Weld County to provide more accurate mapping data for the teasel infestations in 2023. As
teasel infestations are identified, landowners will be contacted about the eradication requirements outside of
the containment boundary. Cost -share will be offered at 80% up to $600 with $400 coming from this grant
project and up to $200 coming from Weld County. Due to the limited acres of infestation involving these
species, and Colorado State's goal for eradication, Weld County has designated this project as a high priority
to ensure compliance with state regulations and take action while eradication is still possible.
USFS State & Private Forestry Funding Eligibility
Approximately $32,000 of SPF funding is available for 2023 noxious weed grants. Please use this section of the application to indicate
if you'd like to receive a portion of your grant's funding from SPF. Funding can be for the entire grant amount, a portion of it, or no SPF
funding at all. Requesting SPF funding will not change the amount of your grant. There are no separate application forms or process
for these SPF funds.
The following conditions must be met in order to qualify for SPF funds:
1. Projects cannot occur on federal lands.
2. Projects must occur close enough to National Forest Service lands (including grasslands) where the argument can
be made that the project will help to "keep noxious weeds from moving onto National Forest Service lands."
3. You must be willing to inform your local USFS Representative and keep them up-to-date with progress throughout
the project. They will be required to sign off on your final report.
4. Match for this portion of your grant must come from non-federal sources.

Species Table Form & Additional Questions
Due to changes in Adobe software, we had to delete the repeating Species Table within the Application itself. Please download
and fill out the separate Excel workbook called "Species Table Form" for List A and List B species you plan to treat through your
grant project. There is an EXAMPLE LIST B form filled out for your reference, but let us know if you have questions. We will post
submitted questions with corresponding answers on our Grants FAQ page.
Within the Species Table Form workbook there are two separate sheets: one for List A species, and one for List B species. Enter
your Project Name on each sheet that you fill out. Some similar species have been lumped together for convenience and
simplicity (the knotweeds, teasels, salt cedars, etc.). There is a tab called "Species Lists" showing the state lists and corresponding
lumped species. Please know that we will expect mapping data for individual species, if they can be determined.
As you answer the questions in the form, feel free to merge cells where the answers to the questions are the same for different
species (see the biennial thistles example). We are hoping this will help decrease the amount of repetition we typically receive in
these tables. We expect this to be more relevant for List B species than List A species. Regardless of whether you merge cells or
not, be sure to provide us with enough info so we can accurately understand your project in its entirety.
The required deliverables for species treatment projects will be maps that show treatment areas for each species, data delivery to
CDA, and likely before/after or treatment photos from representative treatment sites. Please be prepared to fulfill these
deliverables, if applicable.

Prevention & Education
Does your project have a prevention or education component? If so, describe what it entails, and what outcomes you
expect to achieve. Specifics should include your target audience and how you plan to expand the knowledge of noxious

Education will be provided to landowners as we work with them one on one towards eradication of the
;three species. A letter with the appropriate fact sheet and contractor list will be sent to each landowner
through the mail system or via email. The goal will be to hold an in -person meeting with them to explain the
;situation, provide plant ID and to answer any questions they may have. We will also do a number of
Facebook and Twitter posts through out the summer on the grant opportunity, these three species and
;other noxious weeds.

A copy of the letter and the fact sheets used with landowners will be provided. At least 15 Facebook and
Twitter posts will be done throughout the summer season.
Technology & Mapping
Entering species location data into the online EDDMapS database is a requirement of all grants priior to seeking reimbursement.
How does your project aim to acquire species -specific noxious weed location data? How will this data be collected, stored,
displayed, and shared with CDA and the EDDMapS West online database?
Weld County's seasonal staff will do the mapping of lands within the County through -out the season. iPads
will be utilized to map properties. The program that will be utilized is Collector. The database asks for the
same deliverables required by EddMapS. This data will be housed within the Weld County IT system. A
one-time upload will be made at the end of the project to EddMapS. This will include all data collected for
the grant project as well as all of the other weed compliance activities throughout the County.

full potential.

Weld County would not be able to accomplish our annual goals if it weren't for our partners and their
support. Every year it is more difficult to address the movement of noxious weeds in the County with
development and growth. The collaborative effort with our partners to for brainstorming, an extra set of
eyes to help report sightings, treat weeds on their own lands, as well as their willingness to put money out
to help with landowner compliance is invaluable. Weld County works closely with the City of Greeley,
CDOT and West Greeley Conservation District each year. They will be included as appropriate throughout
this project as it falls within their respective jurisdictions. Weld County will continue to grow additional
partnerships with other municipalities where these noxious weeds are identified.
If your project is awarded less than the full funding requested, some proposed activities, treatments, etc., may have to
be revised. What creative strategies will you employ to optimize the funds that you do receive?
As funding is limited, our cost -share programs operate on a first come, first serve basis beginning with
landowners that the County made contact with in 2022. Then any landowners with new infestations that are
identified in 2023 will be contacted. Using this process allows Weld County to expand on any progress that
has already been made, and to not loose any previous efforts toward the eradication goal.
