PASS -AROUND REVIEW
TITLE: Denver Health and Hospital Authority (DHHA) Affiliation Agreement for Family Planning and
Long -Acting Reversible Contraception (LARC) Clinical Training
DEPARTMENT: PUBLIC HEALTH & ENVIRONMENT DATE: February 22, 2022
PERSON REQUESTING: Mark Lawley, Executive Director
Brief description of the problem/issue:
For the Board's review and approval is an Affiliation Agreement between Denver Health and Hospital
Authority and the Board of County Commissioners of Weld County for the use and benefit of the Weld
County Department of Public Health and Environment (WCDPHE) for the Family Planning program.
The Family Planning program offers contraceptive counseling and LARC insertion and removal
procedures. The training offered to WCDPHE staff pursuant to this Affiliation Agreement is for Colorado
licensed, practicing providers and provides one-on-one training aimed at strengthening skills for our
Nurse Practitioners.
This is a no -cost Affiliation Agreement that will commence on January 19, 2022, and shall automatically
renew for successive one (1) year terms for a maximum of 3 years. Either party may terminate this
Agreement upon thirty (3) days advance written notice.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Accepting this Agreement will allow WCDPHE to continue to deliver high -quality Family Planning
services to our clients. This no -cost training opportunity also aligns with our Workforce Development
goals and strategies.
Declining this Agreement will result in the loss of this high -quality, no -cost training opportunity for our
Nurse Practitioners working in of Family Planning program. Alternatively, to obtain this quality of
training, we would likely need to contract with another entity that would come with a significant cost.
Recommendation: I recommend the approval of this contract with Denver Health and Hospital
Authority.

Trainees not yet certified in Nexplanon® should connect with a Merck representative to arrange
their training before coming to the DH course (contact Sarah Bradley s.bradlev@organon.com or
s.bradlev merck.aom for information). In addition to performing LARC procedures with the
trainer present, trainees will participate in the entire patient visit to obtain skills in contraceptive
counseling and informed consent. The baseline knowledge and skill set of each trainee will be taken
November 2021
into consideration. Hands-on experience will be tailored to individual needs with the goal of each
trainee feeling prepared to provide LARC procedures, counsel patients on the full range of
contraceptive methods, and serve as a clinical resource to peers upon returning to their practice.
