HomeMy WebLinkAbout20221139.tiffRESOLUTION RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE EXTENSION OF TEMPORARY CLOSURE OF COUNTY ROAD 15 BETWEEN COUNTY ROADS 40 AND 42 FOR AN ADDITIONAL THREE (3) WEEKS, FOR UNANTICIPATED DELAYS DUE TO WEATHER AND UNEXPECTED UTILITY CONFLICT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, pursuant to C.R.S. §42-4-106(6)(a): "...local authorities, with their respective jurisdiction may, for the purpose of road construction and maintenance, temporarily close to through traffic or to all vehicular traffic any highway or portion thereof for a period not to exceed a specified number of work days for project completion and shall, in conjunction with any such road closure establish appropriate detours or provide for an alternative routing of the traffic affected...", and WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal investigations, has determined that conditions exist which make it necessary to temporarily close said County Road to through traffic and to regulate, warn and guide vehicular traffic by posting signs thereon. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon for the safety of the general public and that said traffic control devices shall conform to the Federal Manual on Uniform Traffic Control Devices. BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County, Colorado, does declare and establish that the temporary closure of County Road 15, between County Roads 40 and 42, be extended, with said extended closure being effective March 9, 2022, for approximately an additional three (3) weeks through May 13, 2022, for unanticipated delays due to weather and an unexpected conflict with utilities, and further, that standard official traffid control devices shall be erected at said closure giving notice of the restrictions. cc:SoCP$),p',sPatch,CSP s IW /22 2022-1139 EG0024 EXTEND TEMPORARY CLOSURE — COUNTY ROAD 15 PAGE 2 The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 20th day of April , A.D., 2022, nunc pro tunc March 9, 2022. This closure was originally approved for 3/9/22 through 4/22/22 for the installation of a 16" water main for the Town of Johnstown. After discussing internally, we feel that adding the waterline installation to operation will be most efficient schedule wise and cause the least impact to the residents and farmers in the area. This will increase the duration that we need to have the road closed by a couple of weeks. We expect to need the closure from March 9th, 2022, to April 22nd, 2022. We are going to go ahead and set out the message boards today in good effort to have then out for the required days ahead of the closure hoping that we can get approval to start on Wednesday, that will be a 6 -day notification.
