HomeMy WebLinkAbout20221829.tiffRESOLUTION RE: APPROVE APPLICATION FOR 2022-2023 HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS (HMEP) GRANT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the 2022-2023 Hazardous Materials Emergency Preparedness (HMEP) Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the Colorado Department of Public Safety, Division of Homeland Security and Emergency Management, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. The employee will be a full time employee and Weld County will provide the 20% cash match for the salary and benefits. The costs for the employee is based on Weld County salary and benefits costs for an Emergency Management Coordinator. The total budget request is for $127,879.00 for the EM Coordinator salary and benefits, 20% hard match of $25, 581.80. Under the EPA program "Community Right to Know Act", our office tracks all of the reporting facilities to make sure we have current information for emergency contacts, emergency plans and provide opportunities for quarterly meetings through the Local Emergency Planning Committee. One requirement EPA has that we have not been able to accomplish well, is training and exercises with our High -Risk facilities. Weld County has 5,103 reporting facilities of those, 35 facilities are identified as Risk Management Plan Facilities and 178 of the facilities store, process, or utilize Extremely Hazardous Substances. We have identified 173 facilities that have priority for planning and exercise requirements.
