Lg,& 6-41-1-, RESOLUTION WHEREAS, a public hearing was held on Monday, June 28, 1971, in the chambers of the Board of County Commissioners of Weld County, Colorado, for the purpose of hearing the petition of Frank Gittlein, Route 1, Box 136, Erie, Colorado, requesting permission to locate a dairy operation on the following described property, to-wit: A parcel of land located in the Northwest Quarter of the Northwest Quarter of the Northwest Quarter (NW,NWINWI) of Section Four (4), Township One (1), North, Range Sixty=five (65) West of the 6th P. M. , Weld County, Colorado, containing 10 acres, more or less, and WHEREAS, the petitioner was present, and WHEREAS, there was no opposition to the request of petitioner to locate said dairy operation on the above-described premises, and WHEREAS, the said requested dairy operation is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3(3)(c) of the Zoning Resolution of Weld County, said dairy operation or any expansion thereof may be authorized upon the approval of the Board of County Commissioners of Weld County, and • WHEREAS, the Board of County Commissioners heard all the testimony and statements of those present; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of Frank Gittlein, to locate a dairy farm operation on the premises indicated above be, and it hereby is granted under the conditions following: 1. That any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. That said dairy operation shall not exceed 250 head at any • one time. 3. That petitioner shall proceed with due diligence to effect said dairy operation and that he shall have up to one year from date hereof-to begin construction of said operation. " 4. That all applicable subdivision and zoning regulations shall be followed and complied with in accordance with the Zoning Resolutions of Weld County, Colorado. Mr. Glenn Billings stated they are having a study done on it at this time but could not give any specified time when it would be paved. Mr. Freemyer stated very little grading will be necessary on the site , mainly to stabalize . Mr . Dinner stated the construction will involve very little traffic on the road. The geological report and geological maps submitted after the scheduling of this hearing has been submitted to the Colorado Geological Survey for review. The Soil Conservation District has evaluated the application and has found that 21 acres of contributory off-side drainage has not been taken into account in the drainage plan . A decision regarding this .application will be affected by a meeting to be held between the Greeley Water .Board and the 863 Greeley City Council concerning amendment of the Greeley Comprehensive Planning area and should await the outcome of this meeting. T The subdivision as proposed is in direct op- position of the Greeley Comprehensive Plan according to the Greeley Planning Coordinator. ' Th1e West Greeley Soil Con- servation District has requested that the developer propose - a wind and water erosion control plan because of soil topo- graphy and drainage conditions . Housing Study - The study is a more detailed survey of housing needs and housing economies than the one prepared by A. M. Vorhees and Associates, which was primarily a compilation of 1970.U,S: .Census: data. A questionaire has been prepared and field interviews will begin soon in the Greeley area. Those to be interviewed were' selected by a random numbering process. Once housing needs are surveyed and compiled, realtors , contractors, bankers, and others involved in providing housing will be interviewed in an effor to de- termine how supply may more adequately meet demand and need. 865 • Drainage Study: The study concentrates on the Greeley, Windsor and Tri- town (Dacono, Frederick, Firestone) areas, our major growth area. Drain- age basins in these areas have been defined and run-off potential for them determined. Policies applicable to drainage have been proposed. Open Space Study: Project staff have almost completed compilation and supply of open space in the two county region. The next step will be determination of methods to obtain needed open space in conjunction with planned growth in the two-county region. Soils Classification: Progress has been limited by problems obtaining soil photos at appropriate scale from the Soil Conservation Service. Comprehensive Plan Update: Revised future land-use plans for Ft. Lupton and Platteville are being prepared. The towns are also receiving help from staff members to revise or adopt zoning and subdivision regulations so that the revised comprehensive plans may be implemented. The Weld County Comprehensive Plan was discussed. Several members of the Planning Commission expressed their concern about the unavailability of copies of the Plan for public distribution'. They also would like to discuss the letter written by Bill Southard concerning the Plan with the Planning Director at the next executive meeting. John Watson briefed the members of the Planning Commission on recent proposed legislation related to the Regional Transportation 'District. He asked for the sentiment of Commission members concerning a proposal to form a council of governments. for Larimer and Weld Counties that would create a regional transportation plan for the two-county area. This regional transportation plan would be funded by the two counties and would concentrate on the needs of the two-counties with the Regional Transportation District. Mr. Gittlein plans to operate a dairy farm on this land. The area in question does not have a recent soil survey, but a conserva- tion survey was made about 20 years ago. The soils have a medium textured surface, a moderately fine textured subsoil and medium textured sub- stratum. The old soil map showed a shallow watertable and high salt con- tent at the time the survey was made in all the area except the northwest quarter. Since then numerous wells have been put in and the watertable is probably below 5 feet. The area is almost level and what runoff occurs flows to the east.
