HomeMy WebLinkAbout20222458.tiffRESOLUTION RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR INVESTMENTS FOR CAREER NAVIGATION AND COACHING STAFF (ICNCS) PROGRAM, AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Expenditure Authorization and Work Plan for the Investments for Career Navigation and Coaching Staff (ICNCS) Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, commencing June 3, 2022, and ending December 31, 2024, with further terms and conditions being as stated in said expenditure authorization and work plan, and WHEREAS, after review, the Board deems it advisable to approve said expenditure authorization and work plan, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Expenditure Authorization and Work Plan for the Investments for Career Navigation and Coaching Staff (ICNCS) Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and the Colorado Department of Labor and Employment, be, and hereby is, approved. Investments for Career Navigation and Coaching Staff as authorized by HB21-1264 funded through the Coronavirus State and Local Fiscal Recovery Funds as established by H.R. 1319 American Rescue Plan Act of 2021; hereinafter referred to as ARPA. Released: July 1, 2021 Overview: Coronavirus State and Local Fiscal Recovery Funds provide eligible entities with an infusion of resources to meet pandemic response needs and rebuild a stronger, more equitable economy as the country recovers. NFA Aim: Career navigation and coaching are essential for Colorado's workers to find careers that are meaningful, high quality jobs and to empower those workers to take concrete steps to pursue jobs where their skills and interests align with labor market demand. These funds are provided to local workforce areas to fund new career coaches providing high quality coaching services to Coloradans. Coaches funded by this grant will participate in training and convenings offered by the Coaching Collaborative. Coaches will also engage in coaching that is culturally relevant and effectively serves the needs of Coloradans, especially underserved target populations such as New Americans, Black, Indigenous, and People of Color (BIPOC), individuals without college degrees or with some college and no degree (comebackers), the formerly incarcerated, those displaced from work by the Corona Virus Disease 2019 (Covid-19) pandemic, and individuals who are age 55+ and older who are looking for career guidance. WORK PLAN 1.19 WORK PLAN NFA #WE21-020 CNCS: Local Area: Weld County Eligible Uses: The determination for allowable costs and other relevant cost principle and standard topics follows OMB Uniform Guidance; Cost Principles and Standards for determining costs for Federal awards carried out through grants, cost reimbursement contracts, and other agreements with State and local governments and federally -recognized Indian tribal governments (government units). As directed by HB21-1264, the following are eligible uses for the following purposes in responses to the Economic Impacts of the Pandemic in Certain Communities: 1. Career counseling, 2. Career and academic exploration and planning, 3. Personnel costs for career coaches or community navigators 4. Program materials and supplies 5. Program outreach and recruitment 6. Travel/lodging fees (reimbursed at the State per mile and per diem rate) for work -based learning events, training, and meeting support. 7. Program Implementation and administration (up to 10% of the allocation) including reporting activities. Ineligible Uses: As indicated above, recipients have considerable flexibility to use ARPA Fiscal Recovery Funds to address the diverse needs of communities. To ensure that these funds are used for their intended purposes the U.S. Department of the Treasury Interim Final Rule 31CFR Part 35, Sec. 602 and 603 of the Social Security Act (the Act), as added by section 9901 of ARPA, specifies the restriction on uses of funds. Those include: 1. Funding may not be used to directly or indirectly offset a reduction in net tax revenue due to a change in law from March 3, 2021 through the last day of the fiscal year in which the funds provided have been spent, 2. No recipient, including cities, non entitlement units of government, and counties, may use funding to make deposits to a pension fund, 3. Funding debt service, 4. Legal settlements or judgements, and 5. Deposits to rainy day funds or financial reserves. 6. No uses that contravene or violate ARPA, Uniform Guidance conflict of interest requirements, and other federal, state and local laws and regulations 7. Grantee programs or services must not include terms or conditions that undermine efforts to stop COVID-19 or discourage compliance with recommendations and CDC guidelines.
