Questions that do not relate to the project proposal have been noted "N/A" with an explanation. 1. Describe the purpose of the proposed Change of Zone. The purpose of the proposed change of zone is to allow for outdoor vehicle storage as permitted under C-3. The current site zoning (AG) does not permit the proposed land use. 2. Describe the current and previous use of the land. The site currently contains a single-family residence and agriculture fields. 3. Describe the proximity of the proposed use to residences. The project parcel contains a single-family residence that will remain as "Lot A". The residence is located adjacent to the limits of development, approximately 80 feet. 4. Explain how the proposed rezoning will correct what the applicant perceives as faulty zoning, or how the proposed rezoning will fit with what the applicant perceives as the changing conditions in the area. The proposed rezone fits with the changing conditions of the area. The developing areas are urbanizing with various residential or commercial zones around the project site. The proposed land use fits with the current surrounding urbanized uses of outdoor recreational vehicle storage. 5. Explain how the uses allowed by the proposed rezoning will be compatible with the surrounding land uses. Include a description of existing land uses are all properties adjacent to the subject property. The surround land uses are as follows: • North: Outdoor Storage • South: Dairy Farm • East: RV Storage • West: Undeveloped The project is compatible with the surrounding land use as a majority of land use bordering the site is outdoor storage. 6. Does the soil report indicate the existence of moderate or severe soil limitations? If so, detail the methods to be employed to mitigate the limitations for the uses proposed. N/A. Explain how this proposal is consistent with the Weld County Comprehensive Plan per Chapter 22 of the Weld County Code. Describe the access location and applicable use types (i.e., agricultural, residential, commercial/industrial, and/or oil and gas) of all existing and proposed accesses to the parcel. Include the approximate distance each access is (or will be if proposed) from an intersecting county road. State that no existing access is present or that no new access is proposed, if applicable. Proposed and existing site access is/will be provided off County Road 7. The existing site entrance is approximately 3,170 feet north of County Road 6. The proposed commercial RV storage site accesses (two) are located 3,070 feet and 2,693 feet north of County Road 6. 2. Describe any anticipated change(s) to an existing access, if applicable. Existing access to the site will remain and will serve the existing single-family home that will remain. New accesses are proposed to serve the RV storage site. 3. Describe in detail any existing or proposed access gate including its location. No existing gates are identified onsite. A gate is proposed at the entrance of development to provide protection for the stored RVs. 4. Describe the location of all existing accesses on adjacent parcels and on parcels located on the opposite side of the road. Include the approximate distance each access is from an intersecting county road. The parcel to the south of the project site contains multiple existing entrances, the most north being 2,455 feet north of County Road 6. No roads are identified on parcels across the street as those parcels are undeveloped. 5. Describe any difficulties seeing oncoming traffic from an existing access and any anticipated difficulties seeing oncoming traffic from a proposed access. No difficulties seeing oncoming traffic are identified onsite.. 6. Describe any horizontal curve (using terms like mild curve, sharp curve, reverse curb, etc.) in the vicinity of an existing or proposed access. Site access horizontal curves are the only curve proposed for the project. Curves are mild. 7. Describe the topography (using terms like flat, slight hills, steep hills, etc.) of the road in the vicinity of an existing or proposed access. The topography of the proposed site accesses vary from moderate to flat at 2-11%. 8. Explain how this proposal will be compatible with future development of the surrounding area or adopted master plans of affected municipalities. The proposal is compatible with future development in the surrounding area as urban development in the surrounding area is generally consistent with RV storage. 8. Explain how this proposal impacts the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. This project provides secure storage for personally owned recreational vehicles. No impacts to the health, safety, and welfare of inhabitants of the neighborhood and the County are identified. 9.
