RESOLUTION
WHEREAS, pursuant to law, the Board of County Commissioners,
Weld County, Colorado, is vested with the responsibility of administer-
ing the affairs of Weld County, Colorado, and
WHEREAS, it has been determined by the Board that there is a need
for a new building to house the Weld County Welfare Department, and
WHEREAS, the Board believes it to be in the best interest of the
County to seek bids for the Board's approval relative to the construction
of the aforementioned County facility in accordance with State and Federal
specifications, and
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that Mr. Barton Buss, Chief
Accounting Officer for Weld County, advertise for bids to erect a suit-
able building to house the County Welfare Department in accordance
with construction criteria and site selection, all as shown on exhibits
attached hereto and made a part hereof by reference.
BE IT FURTHER RESOLVED, that all bids shall specify that con-
struction shall be in accordance with State and Federal specifications;
that said building with completed office space, ready for occupancy,
shall be leased to the County for a period of ten (10) years in accordance
with standard lease terms, with option in Weld County to purchase both
the land and the building after five (5) years at the fair market value
prevailing at the time the option is exercised.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is
authorized to execute an agreement with the successful bidder for the
construction of the aforementioned building upon land selected by the
County, and to enter into a lease agreement with option to purchase,
all as hereinabove stated.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 11th day of April, 1973,
nunc pro tune as of March 7th , 1973.

ADVERTISEMENT FOR BIDS
Sealed bids will be accepted for furnishing a building for Weld
County, Colorado, until April 3, 1973, at 10: 00 a.m. , at which
time said bids will be publicly opened at the Office of the
Purchasing Agent.
This building is to be 2≥,000 square foot, complete and ready
for occupancy by the Weld County Welfare Department, exclusive
of office furniture and equipment. It is to include a blacktop
150 car capacity parking lot area to be completely fenced with
five foot chain link fencing. The building must meet all the
federal and state requirements and requirements of the Uniform
Building Code. Prestressed concrete construction is preferred.
The site must be of sufficient size and approved by the Weld
County Commissioners. Bidder must specify a monthly rental rate,
land description, construction criteria, other improvements,
rules and regulations and furnish architectural drawings and plot
plans. Bid will be subject to a negotiated lease contemporaneous
therewith.
Further information may be obtained from the Purchasing Agent
at the Weld County Courthouse.
The Board of Weld County Commissioners reserves the right to reject
any or all bids, to waive any informalities in bids, and to accept
the bid that, in the opinion of the Board. is to the best interests
of the Board and of the County of Weld, State of Colorado.

The meeting was reopened for the following business
and motions.
The Board met with their Weld County Budget Advisory
Committee on March 7, 1973. The committee .discussed' and advised
the Board to proceed with the following matters:

Lige it? 2. A new recreational building at Island Grove Park.
Ltit .1.2 3, A new facility for the Weld County Health Department
thus creating the needed additional space required
by the General Hospital.
On motion it was moved and seconded to authorize Weld
County's purchasing agent to prepare bids for the new welfare
complex. Motion carried.
On motion it was moved and seconded to authorize Weld
County's purchasing agent to prepare bids for a County recreational
building to be used all year round. Motion carried.
Nelson Haley, Patterson and Quirk are to prepare
architectural and engineering studies for the Board's approval.
On motion it was moved and seconded to authorize the
chief purchasing agent to prepare bids for the new health department
complex.
All three items are required to have an architectural and
engineering study which must be submitted to the Board of County
Commissioners for their review and consideration prior to the
letting of any bid.
Mr. Buss is to make application for any available
federal funds, and is to instruct the engineering firm to proceed
as planned.
There being no further business the meeting was adjourned.

BUDGET ADVISORY BOARD MINUTES
At 6:30 on Monday, March 5th, in the Ebony Room of the American Legion
the Weld County Budget Advisory Board held a dinner-meeting.

After the dinner Mrs. Bette Rhoden and Miss Christine Kadlub,
new secretaries for Barton Buss and the County Commissioners, were
introduced to the members of the Committee.
Glenn Billings then reported that the development of three proposed
County buildings was to be discussed: a Social Services building, a
County Recreation building and a new Health Department.
Neal Carpenter, NHPQ representative, and Glenn displayed and talked
about plans for the proposed Social Services building in Island Grove and
said that a private company will purchase the land for the building and
construct it themselves. Upon completion of the building the County will
rent office space for the Welfare Department on a ten year lease agreement
with an option to buy. Since State and Federal funds would pay up to 80%
of the rent, the County would make a profit due to taxes collected on the
building. If work were to begin right away on the building, Glenn said,
it could be done by August.
After Committee questions and discussion Stow Witwer moved that the
Social Services building be built and the County lease office space with
an option to buy. Seconded, the motion was approved unanimously.
Next Glenn Billings, Neal Carpenter and John Haley explained sketches
and details of the proposed County Recreation building which will house the
Extension offices and have a huge hall that can be used year around for a
variety of fairs, exhibitions and many other different assemblies. A second
floor deck with offices can be extended into the hall area if necessary and
the building would be relatively simple to add on to if more space were needed.
The building would be built in Island Grove in place of the two older 4-H
buildings and could be finished in time for next year's fair if work were to
begin soon.

After discussion confirming the inclusion in the plans of large doors
into the hall, adequate ventilation and insulation and deciding on the
impracticality of supportive columns in the center of the hall, two motions
were made: (1) that the columns in the middle of the hall be removed in the
designing and (2) that plans to construct the County Recreation building
proceed. Both motions were seconded and passed unanimously.
Rough sketches of the Health Department proposed to occupy the island
east of the hospital were explained by Neal Carpenter and John Haley.
One or two story structures were shown and parking facilities were discussed.
Construction of a parking lot was deferred because the Committee felt the
cost was too great and that the hospital-owned vacant lot south of the
hospital could be used for employee parking presently. Moved and
seconded that further plans be drawn up for a new Health Department, the
Budget Advisory Committee approved it unanimously:"—ftwo story
Weld County' s Purchasing Agent will advertise bids for the construction
of the Social Services building and the County Recreation building after
NHPQ completes the architectural and engineering designs and the plans and
specifications have been reviewed by the Commissioners. The proposed Health
Department building also needs to have architectural and engineering designs
completed and seen by the Commissioners.
The meeting was adjourned.

SUBJECT: Facilities (Office Space)
Planning Study - Welfare
Department
In our meeting on April 5 you asked that department heads advise the Board
of their comments after reviewing the recommendations of CNC/NHPQ, Incor-
porated as provided in their report. I have now had an opportunity to do so.
The following are my comments and recommendations for your consideration:
1. Although an ideal location would be to locate the Welfare Department
near the other agencies such as Mental Health and Employment, I realize
the availability of owned sites must be a determining factor. The Island
Grove location as described in the study will serve very well. Parking
space is ample. Island Grove is more convenient for more of the Greeley
public assistance population than our present location.
Continued thought should be given to a branch welfare office in the Fort
Lupton area. The Department serves an increasing number of people in the
southern part of Weld County. This branch office need not be large and
could be a part of a county services building in Fort Lupton or south
Weld. I believe we will have more requests and demands made upon us and
you as Board members to extend these county services in this area. Leased
quarters in southern Weld could also be considered.
2. The proposed square footage of 25,000 appears to be sufficient and should
allow for growth. To make a more informed judgment, I would need to know
how the square footage is to be allocated. More detailed planning should

allow for expansion possibilities as social welfare programs have grown
phenomenally over the past five years. (One notes Larimer and Adams
Counties recent experience in obtaining new office space and within a
short period soon after moving in outgrowing their new quarters.) If
the county chose to build more than could be presently justified, the
surplus space could be temporarily utilized for other county functions.
Eighty per cent of construction costs will be reimbursed to the county
over a period of years with ownership of the building remaining with the
county after pro-ration payments have been made by the State.
All in all, it appears that the very critical space needs of the Weld County
Department of Public Welfare can be largely met by the Board's acceptance of
the study's recommendations. In fact, it would appear that considering the
Island Grove location, with ample parking and the construction of a building
that provides for long range needs, that Weld County could have the most ade-
quate and practical social welfare facilities in Colorado.
The Department is most appreciative of the County Board's support in this mat-
ter and urges prompt consideration of the report's recommendations.

Mr. Billings indicated that Welfare Department personnel should forward ideas and
suggestions on the interior design of the proposed new building to them for con-
sideration.
Please find attached some general recommendations that we would like to have con-
sidered in the design of the building. We believe these recommendations will allow
for the best design and use of space for Department personnel based upon an analysis
of present and future operations. The floor plan attached is to show spatial rela-
tionships between operating divisions and units and to give a very rough approximation
of how much space each function will require.
These recommendations are general in nature and would need to be considered in much
more detail with you and the firm assigned the project. Nevertheless, they will give
you a general idea.
Please let me know if you need additional information.

GENERAL RECOMMENDATIONS:
Assistance Pay
ments and Food Stamps should be close to the entrance as they have
highest volumes of office traffic.
Social Service can be furtherest removed as they have the least amount of in-
office traffic.
The area to be sub-leased or for expansion should be at the end of the building.
Parking should be adeauate for staff - 200 to 225 spaces is recommended for client
and staff parking. Staff should have a reserved area.
Bathroom facilities for the public should be available in or near the waiting
room area.
Case record file storage should be centralized in lockable rooms designed for
this purpose (Social Service, Assistance Payments, Food Stamps) .
An auditorium or large meeting room, large enough for 200 people, is necessary,
preferably near the main waiting room.
An employe lounge and lunch room is necessary. Plumbing for a sink and other
utilities is desirable for the use of staff and to provide homemaking and
nutrition demonstrations to clients.
Provisions should be made in the design of the building for disabled and handl-
e" capped people by providing elevators, hand rails, and ramps as needed.
A child care room or nursery room should be provided adjacent to the main waiting
room area so that children can be supervised safely. Appropriate plumbing for a
sink and bathrooms should be included.
Secretaries are generally assigned to work units and thus should be physically
located in these units. Preference should be given to a location where they
are located close to the supervisor, have a good view of the main work area,
and if reception duties are assigned, be close to the work area entrance.
All closed office spaces should have adequate ventilation.
Space for the Department training library should be adjacent to the auditorium
or main conference room. This should be a locked area.
Space should be alloted in a locked room for telephone equipment.
Adequate space, strategically located, should be alloted for custodial services.
The traffic pattern for clients within the building should be such that they are
served in reception areas, interviewing rooms, and the auditorium, and not in the
work areas .

ASSISTANCE PAYMENTS DIVISION:
Application technicians should work out of private offices where they do their
interviewing.
Other technicians ray work in a large area with each other.
Technician office space should be close to their files, which should be in a
central location.
FOOD STAMPS:
Ideally, this division should have a separate entrance as their customers
would be coming to the building usually to transact only Food Stamp business.
Use of a common waiting area by Food Stamp clientele during peak sales periods
would cram a common waiting area unless the area was quite large.
Central filing of records in a lockable room is necessary. This room should be
close to the technicians.
Security measures should be considered in the interior design to protect money,
stamps, and sales personnel. (A safe may be needed.)
Separate offices or partitioned areas are needed for Food Stamp technicians to
conduct private interviews. Since much of their work is interviewing, it is
es- recommended that they work permanently out of this office space.
SOCIAL SERVICE:
Social Service units (supervisor and 5 to 8 workers) should be kept in physical
proximity. Private interviewing rooms should be available next to the workers'
area if possible. A conference room or conference area should be a part of each
unit's space.
Private offices are not necessary for workers if some screening and/or design
of their work area will allow sufficient privacy for work concentration.
A room for observation of children and play therapy is needed, equipped with a
window with one-way glass.
ADMINISTRATIVE AND BUSINESS OFFICES:
Design of building should accommodate a loading ramp or platform for supplies and
equipment. Store rooms and office services for mail distribution, copying, etc. ,
should be close or adjacent to the Business Office for proper supervision.
Space for two or three administrative offices should be allowed with enough area
allowed for conferences and secretarial support.

SUBJECT: Proposed County Welfare Building

Please find attached some information that I hope will be useful to you
in your consideration of the current proposal.
The figure of 12,500 square feet has been mentioned in our recent discussions
as the amount of space the Department is currently using. This figure is in
error. I researched through the old correspondence and reports and found that
this figure came from a letter I wrote to the Board on June 30, 1969. This was
the Department's request to the Board to meet the most conservative State and
Federal standards for staff at that time. Actual space now in use in three
separate buildings by the Department is approximately 9,850 square feet.
COLORADO STATE DEPARTMENT OF SOCIAL SERVICES REIMBURSEMENT POLICY FOR
OFFICE SPACE FOR COUNTY WELFARE DEPARTMENTS
1. Reimbursement for space rental is at a rate of 80 per cent.
2. Reimbursement is for actual square footage used for welfare purposes.
If Public Health subleased a portion of the building, rental funds
would have to come from Public Health to County Welfare. According
to the NHPQ study, the Health Department has the possibility of Federal
cost-sharing for new facilities.
3. Space used for the Food Stamp function is not presently reimbursable
because the Food Stamp program is administered through the U.S. Depart-
ment of Agriculture, not HEW. Present space utilized by Food Stamps
amounts to approximately 2,500 square feet.
4. If the county constructed their own building, the cost of construction
and operation would be reimbursed to the county over the expected life
of the structure. Thus, it would take the county many years to recoup
all their construction costs this way.
5. Since Welfare has the most favorable reimbursement policy, the County
Welfare Department should be the "host" agency with any other agency sub-
leasing their space from Welfare. If Welfare needs to expand over a period
of time, they would take over space utilized by the sub-leasing agency.
6. If the county elects to exercise their option to buy after ten years, the
purchase and depreciation costs are reimbursed to the county over the re-
maining useful life of the building.
Other Considerations:
- Room for growth over a twenty-year period is a very important factor. Failure
to gauge this accurately or inability to build for the future have led to
overcrowding in some new welfare buildings. Reference Adams and Larimer
Counties.
- County income from property taxes on a privately owned structure should ex-
ceed the county's annual contribution (20%) of lease cost.
- Sub-lease possibilities may provide flexibility for the County Board in con-
sidering space needs for other government agencies.
- Flexibility: "Welfare" is in a state of change. It is possible within a ten-
year period that joint local, state, and federal obligations will change in
such a way that the county will not have any obligations for housing the wel-
fare department. If so, the county would be free of a capital investment if
space is leased or, if the county obligation to welfare is the same or is in-
creased, the county could exercise its option to purchase.

Gentlemen:
The following addition to our proposal dated April 3, 1973 is
pursuant to your request and hereby becomes a part of that
proposal.
In accordance with your request, we hereby increase all of our
preceding lease rates by an amount equal to the yearly property
tax on land and improvements. On proposal #4 ; specifically,
Site D on Eleventh and B Street, the per square foot lease rate
will be increased $. 99 a square foot to $ 3.99 per gross square
foot per year based on land and improvement valuation of $850 , 000.
The above is calculated at 30% tax valuation and 110 mill levy
yielding $28, 050 per year.
We hope this latest addition meets withyour approval and that
we can look forward to working with Weld County on their Welfare
Department building. Thank you for your time , and we are
awaiting further word.
