Robert Shreve Architects and Planners (RSAP) was awarded the on -call design work for the fuel Island.
Additional design work is needed to include the driveway area connecting the new fuel site concrete pad
and the existing roadway. This expanded design work has been quoted at $3,850.00 using the fees
identified in their bid. Therefore, the Facilities Department is recommending approving this Change Order
in amount of $3,850.00

Robert Shreve Architects and Planners (RSAP) was awarded the on -call design work for the fuel Island.
The design scope changed due to unforeseen circumstances with ground water contamination and
remediation as well as drainage design changes to coincide with a separate Public Works drainage project.
This expanded design work has been quoted at $5,800.00 using the fees identified in their bid. Therefore,
the Facilities Department is recommending approving this Change Order in amount of $5,800.00

The scope of work has gone through several scope changes and delays. The primary
delay centered around the ground water contamination and the effect the remediation
would have on the project. The second delay has been the drainage work being design
by Public Works. The primary concern was what the project would have on the design
of the site. There also has been some difficulties in obtaining information from suppliers
regarding the interface of the systems. Attached is a formal request from Galloway that
outlines their concerns and identified and increase in their portion of the The in the

Dear Mr. Shreve:
Submitted herewith is our scope of services and fee estimate for an amendment to the above referenced
project.
This work is an amendment to our fully executed Agreement dated 07/14/2020, with respect to providing
additional services. We offer to complete these services in accordance with the billing, terms and
conditions of the executed Agreement. Please provide acknowledgement of these additional services by
signing this addendum.
PROJECT DESCRIPTION
This proposed contract amendment is prepared to cover additional scope of services beyond what was
anticipated in the original proposal. We have listed these items below with an estimated fee to cover
these additional services.
• Tank Sizes changed from 30k Gal. Diesel and 20k. Gal. Regular Unleaded (RUL) to (3) 12k_ Gal
Tanks (2 Diesel, 1 RUL).
• Dispensers changed manufacturers from Wayne Select electronic dispensers to Gasboy
electronic dispensers.
• Site Spill/contamination found causing change from reusing existing diked tank pads to new pad.
• Site Spill/contamination found causing change from reusing some existing
aboveground/underground piping to all new piping.
• Additional Site/Office Meeting 6/22/21 with County and Design Team
• Additional Structural Foundation Design of new 12' x 20' building
Project has been broken out into phasing. Phase I: Reuse existing Fleet Management
System/Controls. Phase II: upgrade to Gasboy Islander Prime integrating County Proximity
Cards.
SPECIFIC EXCLUSIONS

COMPENSATION
The Scope of Services provided herein will be provided on a fixed fee basis and invoiced on a percent
complete basis as the project and services progress. The fixed fee is $5,800.00.
Fueling - $5,000

INVOICING
Galloway invoices on a fixed fee and/or time and material (T&M) basis. Fixed fee scope items are
invoiced on a percent -complete basis, while T&M items are invoiced pursuant to the Schedule of Rates in

the original executed agreement. Changes to the Scope of Services and compensation shall be identified
in a Service Authorization addendum and commenced only upon the Clients execution of the Service
Authorization. T&M fees presented herein are estimates and should not be construed as not -to -exceed
amounts. Reimbursable expenses shall be invoiced at 1.10 times the direct out-of-pocket expense. These
reimbursable expenses include, but are not limited to, permit fees, review and recording fees, reasonable
travel costs, communication costs, equipment and facility rentals, subconsuitant fees, reproduction costs,
and courier and shipping fees.
Galloway is hereby authorized by Client to proceed with the above referenced Scope of Services as set

Design Compensation: $79,740.00
Note: Pursuant to the "Original Agreement", document No. 2019-2250 section 2.2- Additional
Task Order Work. In addition to that work described in section 2.1, the Parties may agree
to additional work to be provided by Contractor pursuant to an appropriately executed
Task Order, which shall be negotiated between the Parties on an as needed basis. Any
such Task Order shall be signed by the Weld County Director of Buildings and Grounds
before it shall be effective. In no event shall the total of all Task Orders exceed $25,000 in
any calendar year unless first approved by the Board of County Commissioners. Any
appropriately executed Task Order shall be automatically incorporated herein and
enforceable.
Scope of Task Order;
The project will include preparing plans and specifications for the following:
1. Demolition of existing fuel storage and dispensing equipment
2. New equipment and piping necessary to receive, store and dispense gasoline and diesel fuel for
the Weld County vehicle fleet.
3. The removal of the existing magnesium chloride storage tanks, filling & dispensing equipment
4. Installation of new storage tanks and equipment for receiving magnesium chloride, filling
storage tanks and transferring product to tanker trucks for use throughout the County.
Complete services for the project as described in the attached Exhibit -Task Order 1-2020.
Contractor agrees to perform the services identified above and on the attached exhibit in
accordance with the terms and conditions contained herein and in the Original Agreement
between the parties.

Dear Toby,
The scope of work will include preparing plans for the demolition of existing fuel storage

The members of the team that participated in the preparation of construction documents
will be Galloway Inc for the design of the fuel dispensing portion of the project,
Wernsman Engineering for the civil and structural work, G2 for the design of the
electrical service and plumbing design and RSAP for the project management and
planning services. We have included in the fee $2,000.00 for surveying the site. For
the design services outlined previously we propose a "Lump -Sum Fee" of $79,740.00.
