This past fall, the Department's Division of Child Welfare applied for and was approved for Family First Transition Act
funding through the Colorado Department of Human Services to create and implement a Therapeutic Foster Care
Program. This application is known to the Board as Tyler ID: 2021-2706. Since then, the Division of Child Welfare has
worked with the State to develop this program by developing a policy, procedure, and training materials. The attached
letter from the State is a formal notice that Weld County DHS's Therapeutic Foster Care Program has been reviewed and
approved by the Colorado Department of Human Services.

Congratulations! Weld County DHS Services' Therapeutic Foster Care Program was reviewed
and approved by staff at the Division of Child Welfare (DCW) in the Colorado Department of
Human Services. Thank you for the thoughtful planning and work that agency staff
demonstrated in developing the structure and implementation plan for the Therapeutic Foster
Care Program.
The effective date for implementation is June 14, 2022. Weld County DHS met requirements
for designation as a Therapeutic Foster Care Agency defined in Section 7.703.1.C (12 CCR 2509-
8) and is approved to operate a Therapeutic Foster Care Program defined in Section 7.703.1.8.
The policies and procedures were also reviewed by Provider Services staff in DCW for
consistency with similar approvals of Child Placement Agencies' (CPAs) therapeutic foster care
programs. Having a therapeutic foster care program in Weld County DHS's continuum of care
will be a tremendous asset for the county, the children and youth in out -of -home care, and
their families.

Good afternoon CTB,
Today the Department of Human Services received the attached notice of an intent to award letter in response to the
Department's Family First Transition Act Funding Application. Awarded funds will be used by the Department to create
and implement a therapeutic foster care program. This item is related to Tyler ID: 2021-2706.
In the attached letter, the State indicates that we will need to enter into a contract with CDHS to receive funds and begin
this program. We anticipate the contract being available after December 22 and will process it as a new Business Item
once we receive it.

This letter is to inform you that Colorado Department of Human Services (CDHS) has completed the
evaluation of applications received in response to RFA IHFA 2022000042 Family First Transition Act
Funds Placement Continuum. CDHS intends to award the following organizations the work identified in
the solicitation:
• A New World Child Placement Agency
• Champs -Foster Source
• La Plata County
• Weld County
Provided no protest regarding this solicitation and award is received prior to 5:00 PM Mountain
on 12/22/21, it is the intent of the CDHS to enter into a contractual agreement with the identified
vendor in compliance with the terms and conditions stated in the solicitation, published addenda,
and the response proposal. Final award will be contingent upon successful contract discussions.
