According to the Planning Questionnaire the change of zoning has been submitted to allow International' Farms to establish a commercial business at this property. They stated they are in the business . i of buying and reselling alfalfa and they. use semi -trucks to haul the hay.. They have also indicated that they haul general freight and aggregate products. They stated that they do not store these products on this property but they will keep the trucks used for hauling on the property. They also stated that they would like to grow alpha on this land. Concern: International Farms is already using the property for their Commercial Business of Gravel Hauling. On any given day 10 to 12 semi trucks and trailers are parked overnight and then dispatched during the day. These trucks begin their days5:00 , � - • g g y between 4:00 and am. In International ,Farms is operating seven days a week as even on Sunday they are on site repairing, servicing and running the trucks from early morning to dark. The noise and diesel idling long �r fumes from the trucks for periods of time and the seven day a week operation adversely impacts the Wattenberg residential community which is directly East of the International Farm property. Ad d itionaiiy, International Farms has stated that under the C-3 Zoning they intend to 'store' more trucks on the property implying that the Alfalfa buying, reselling and growing is a secondary businesses to the company's primary business of hauling aggregate materials. Mr Borrego, the owner of international Farms, is also the owner of three other Trucking business: Borrego Brothers Trucking a .,. � . Henderson, ��� Yosemite, Colorado Road Trucking, Inc. 4699 Hwy 85, Ft. Lupton, Colorado JI Rentals - 9868 F 113th Ave., Henderson, Colorado Concern: Because this property is over 16 acres in size it has the potential to become a giant truck facility and random outside storage yard. Since Mr. Borrego has additional businesses that utilize Tractor -Trailer trucks any zoning change needs to limit the number of both active and storage trucks that can be on the property. A portion of this p ro perty is in the Flood plain and it is concerning that large numbers of non - movable trucks and equipment could be parked in the floodplain zone. page two - COZ22-0004 -0004 - Tommy De Herrera Objection Letter The zoning application implies that since there are other commercial zone properties in the area that re- zoning this property to C-3 would not have an adverse impact on the residents of the Wattenberg community. Three commercial zoned properties are identified: Our Lady of Grace Church which is a mission church serving the residents of Wattenberg having a weekly attendance of approximately 30 worshippers, Midwest Auto Body which employs 4 people, all work is done inside of the building and they are open 8 to 4 Monday through Friday. Aggregrate Industries Ready Mix which is 1.2 miles to the East of the International Farms location None of these commercial zoned entities present a potential for adversely impacting the Wattenberg community in the manner of which International Farms operations do. Concern - changing the zoning status of the international Farm property is not advantageous to the residents of Wattenberg. Our home values will not be increased because we live next to a Trucking Parking and dispatch operation. I as both a homeowner and rental property owner in the Wattenberg Community 1 hereby request that you deny the C-3 Zoning request submitted by International Farms, LLC. If it is determined that the request to re -zone the International Farms property will be approved, the Wattenberg Community requests that the following requirements be included in the re -zoning approval: Hours of operation - 6:00 am to 6:00 pm Trucks may not park and idle for more than 15 minutes at the start of the day The number of semi -trucks and trailers be limited to no more than 15 Semi -trucks can never be parked along or within 50 feet of the East Property line / chain link fence Property can not be used for inoperable truck storage or trailer storage At no point in time can any truck exit the property in any other way than directly onto CR 6 A engineered sound barrier fence be installed along the East side of the International Farm property that is high enough to sufficiently muffle the noise level for the residents of Wattenberg.
