Public comments and presentations j . Adjournment 2 . Roberts Rules of Order shall govern the parliamentary procedure of thiS Convention. 3. The convention shall hold a regular session each Thursday evening at 7 : 30 p .m. , during the six month period in which it may function, and such other meetings as shall be called. The Chairman or Vice-Chairman of the Convention shall have the power to call special sessions of the Convention, as necessary . t,. The Officers of the Uonvention shall be: a . Chairman - who shall Preside over sessions , sign documents , appoint the Committee on Committees . b . Vice-Chairman - who shall preside and act for Chairman in absence of the Chairman . c. Secretary - who shall attest Convention documents and be responsible for presenta- tion oa Communications and organization of the support Secretarial Staff . 5. C omventi on staff employees shall include Secretarial personnel appointed and serving at pleasure of the Executive Committee. Such staff shall, under supervision of the Executive Committee obtain supplies , support facilities and services , necessary and helpful for the Convention business and procedures , utilizing established County purchasing procedures through requisitions and purchase orders . The staff shall process all purchase order-voucher requirements relative to Convention member mileage and reiAburseable expenses . To assure cost and budget control, all Convention purchase orders , requuisitions , and vouchers shall be approved across the face thereof by a member of the Executive Committee . The staff Secretary shall perform secretarial services for all Convention Committees , and for the Convention Counsel . The staff Secretary shall maintain the office of the Convention where the general records of the Convention shall be maintained. 6. The Convention shall employ counsel who shall serve the Convention as well as the Committees of the Conventim. The counsel shall attend regular and special sessions of the Convention , and various Committee meetings, when so requested, but shall not need to attend unless specifically requested. The counsel shall have particular work with the Revision and Drafting Committee. Counsel shall be selected and appointed by the Counsel Selection Committee . 7 . All regular sessions ar the Convention shall adjourn by 9 : 30 p . m. , and no business introduced after 9 : 00 p . m. may be considered that day. 8 . Eleven members of the Charter Convention shall constitute a quorum for the transaction of business . 9 . All voting shall be done in person and no proxies will he permitted. Voting shall be viva-voce , or on request by roll call. 7 4 717 _ 10. Meetings of the Commission and of Committees shall be open to the public , and news media and it shall be within the discretion of the Chairman whether to permit or limit any discussion from the floor other than by members of the Commission . Notice shall be posted at the office of the Commission of all special sessions of the Commission , and of all Committee meetings , not less than one day in advance , and such notice shall give the time and place of such sessions or meetings . 14 . ( 2 ) Rules and Order of Business - Members appointed by Chairman , with Responsibility to propose rules and order of business for Commission , and to consider needful re isions from time to time , including development of appendix to rules describing Charter Committee areas and scope of responsibility and study . ( 3 ) Committee on Committees - Members appointed by Chairman , with responsibility to appoint members of all committees with approval of the Chairman , except for those committees otherwise named by these rules . ( 4 ) Vacancy - Perform the rules and duties under Sec . 36 - 28 - 2 ( 3 ) ( d ) , CRS ' 63 , as amended ; Provided further , that action of this Committee required affirmative approval of not less than 11 members of the Commission voting at a regular session . ( 5 ) Counsel Selection Committee - Interview and consider applicants for position of Counsel for the Commission , and to consider method and rate of compensation , and make recommendations for appointment ; Provided further that action of this Committee requires affirmative approval of not less than 11 members of the Commission voting at a regular session . ( 6 ) Public Relations - Assure press and media coverage of Commission and Committee proceedings and actions ; arrange for informational public meetings and public hearings to assure broad public input to Commission ; arrange for necessary publications of Commission proposals and reports to the County Commissioners ; and arrange speakers ' bureau and other proper means of informing the Citizens of Weld County of results of the Commission study and any proposals made . Committees shall meet at the call of the Chairman or Vice - Chairman of the Committee . The Committee Chairman shall be responsible for arranging meeting places and that Notice is given through the Staff Secretary to members of the Committee and duly posted . The Chairman of the Commission shall be an ex- officio member of each committee of which he is not an assigned member . All members of the Commission may attend Committee meetings and participate , though not assigned to that Committee . 1 3 16 . The Commission shall meet at the County Commissioners ' Board Room , in the Public Health Building just east of Weld County General Hospital , unless otherwise announced and notified by the Chairman through the Staff Secretary . 17 . Reports of such Charter Committees shall be presented to the Commission by the Committee Chairman or Vice- Chairman and followed by informal explanation and discussion . When it becomes obvious to the Commission Chairman that the Commission is ready to take action , he shall ask the Committee Chairman to make the motion on behalf of the Committee to adopt tentatively the recommendation of the Committee . The motion shall . be to approve tentatively the committee report and refer the same to the Committee on Revision and Drafting . If approved this shall constitute the First Reading . The matter shall be reported back at a subsequent meeting by the Committee on Revision and Drafting in form adopted by such Committee incorporating the principles and theory of the particular Charter Committee submission , and submitted on Second Reading to the Commission . The matter shall at another session be considered on Third Reading for final adoption and incorporation into a Charter , if one is to be submitted . 18 . The Committee on Revision and Drafting shall function immediately after matters have been referred to it by the Commission . It shall be the duty of this Committee to review all sections of the Charter and study for completeness , consistency , and in particular for clarity and legal points . This Committee may employ such additional professional consultants as are necessary , subject to approval of the Executive Committee . 19 . The tentative draft of the Charter shall be completed not later than ten days prior to the required hearings under Sec . 36 - 28 -4 , CRS ' 63 , as amended ; so that time will permit further study prior to final adoption thereof by a majority vote of the entire Commission , and consideration at the Public hearings .
