The setbacks reported in this memo represent the minimum setback based on the physical and geotechnical input parameters for each model. The required setback may be greater based on regulatory requirements. 1.0 SITE LAYOUT The Windsor East Mine site is 150.25 acres. The mine is located in the Town of Windsor, Colorado. The site lies within the northwest quarter of Section 36 in Township 6 North, Range 67 West. Land use around the site is aggregate mining, residential, heavy industrial, and agricultural. County Road 23, a gravel north -south road, forms the western border of the mine property. An unnamed gravel farm access road forms the northern border, and the Cache la Poudre River corridor is along the southern border of the site. Martin Marietta's Parsons Mine site is adjacent to the site on the east. 2.0 GEOLOGY The site is in the alluvial valley of the Cache la Poudre River. Geologic mapping indicates that the mine is within the Post - Piney Creek alluvium (Colton, 1978). The bedrock underlying the alluvium may be the Arapahoe Formation, which consists of claystone and sandstones. Deere &Ault Consultants, Inc. drilled eight borings in 2017 for the property owner (Attachment A), and Martin Marietta drilled 16 borings across the parcel in December 2019 (Attachment B) with similar findings. This information was used to determine the subsurface conditions across the Windsor East Mine area. Drilling logs indicate the general subsurface profile consists of approximately 3 to 9 feet of silty to clayey sand overburden, overlying approximately 6 to 17 feet of well -graded gravel with varying amounts of sand and silt, overlying claystone bedrock. Groundwater was encountered at depths ranging from 4 to 7 feet in the most recent 2019 Martin Marietta borings. 3.0 SLOPE STABILITY ANALYSES This slope stability analysis was performed using the computer program Slide2 (2021), developed by Rocscience, Inc., to determine the factors of safety of critical slip surfaces. The software is capable of computing factors of safety fora range of materials using finite element analysis and limit equilibrium principles. Spencer's method of slices (Spencer, 1967) was used to calculate the safety factor for the individual failure surfaces. The Slide2 program incorporates a search routine to locate those failure surfaces with the lowest factor of safety within user -defined search limits. Trial failure surfaces were defined with "entry and exit" parameters, resulting in a range of possible locations to search for the critical potential failure surface (lowest factor of safety). Several assumptions were made for the models including: • Surficial geology was modeled based on the 2017 Deere & Ault report and 2019 Martin Marietta borings. • Geologic layers are generally horizontal in the subsurface. • Groundwater elevations from 2019 are representative of field conditions. • The highwall will be concurrently reclaimed. Tetra Tech understands that Martin Marietta plans to concurrently backfill along the highwall slope using compacted overburden from the site. Backlit( will be placed in lifts and compacted to a minimum of 95% of maximum dry density as determined by standard Proctor. The grade modeled for the reclamation slope was 3H:1V and the highwall is assumed to be 1H:1V. Select sections were modeled with a planned 8 -foot -high temporary stockpile placed 8 feet from the crest of the reclaimed slope section. The stockpile will consist of overburden or topsoil material excavated from the mining process and will be constructed at a 3H:1V slope. 3.1 ANALYZED SECTIONS Critical manmade structures within 200 feet of proposed mining limits were modeled during this evaluation. A critical structure is defined by the DRMS as a manmade structure that poses a potential human safety risk, major environmental impact, or major repair cost if the slope were to fail. The cross sections and profiles were created using data referenced above and proposed mining plans shown on Figure A in Attachment C. This plan shows the proposed site layout and locations to critical structures, easements, and the topography in the area. Sections were created at critical structures in the vicinity, and the estimated depth to bedrock from the subsurface studies was used to create the profile for the slope stability analysis. A total of twelve slope stability models were prepared to evaluate the risk of damage to critical manmade structures for this evaluation as shown in Attachment C. Below is a description of the 12 model sections: Section 1 Section 1, (Figures la to lf) evaluated the proposed setback from the farm access road and northern permit boundary to the north side of Cell B. This section also included analysis of a proposed temporary stockpile shown on Figures is and 1d. Section 2 Section 2, (Figures 2a to 2f) evaluated the proposed setback from County Road 23 and the western permit boundary to the west side of Cell B. Section 12 Section 12, (Figures 12a to 12h) evaluated the proposed setback from the water pipeline to Cells C and D. 3.2 MATERIAL STRENGTH PROPERTIES Material properties used in the analysis were based on boring logs in the area from the 2017 Deere & Ault report and 2019 Martin Marietta borings and typical published strength values. Seismic analysis accounts for the effects of horizontal acceleration experienced during an earthquake. The horizontal acceleration used was 0.08 g and corresponds to an event with a 2% probability of exceedance in 50 years (return interval of 2,475 years). The acceleration value was obtained from United States Geological Survey Unified Hazard Tool which considers the soil/rock classification of the upper 100 feet (Classification C selected) and location of the site. The following minimum factor of safety criteria requirements from the DRMS were used: • The minimum factor of safety for the static analysis is 1.5. • The minimum factor of safety for the seismic analysis is 1.3. 3.3 SLOPE STABILITY RESULTS The tables below present stability model results with graphical output presented in Attachment C. The setbacks listed are the entry/exit of the minimum factor of safety failure circle for the reclaimed slope and the location of the entry/exit of the failure circle for the minimum factor of safety as required by the DRMS for the mine slope. Model results indicate that the minimum required factor of safety is achieved for the reclamation slope models (without and with stockpile where applicable) and appropriate setbacks are presented for the relatively steeper mine slope. Stockpiles should be constructed at least 8 horizontal feet from the crest of the highwall and after the reclaimed slope has been constructed.
