A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held virtually on
Thursday, April 14, 2022 at 10:00 a.m., via Microsoft Teams Meeting.
Members Present: Mike McRoberts, Michael Wailes, Jerry Adams, Mark Alessi, Robert Fleck, and Andrew
Holder.
Members Absent: Jared Rauch, Amy Mutchie, Jeremy Young, Shelly Bergstrom.

Michael Hall, Planning Services, stated that applicants are proposing a Resubdivision to create three (3) lots
out of two (2) parcels, being Block 52 of Barnesville Minor Resubdivision S-499, recorded December 17,
1999, and an excepted unplatted parcel of land. These two parcels are currently under common ownership
and are combined via Assessor's parcel number 0799-18-1-00-037. For reference, S-499 replatted a number
of blocks in the northeast part of Barnesville. The original Barnesville Townsite was platted on June 11, 1910
was soon amended on August 23, 1911, for a total of 61 blocks and several hundred lots.
This Resubdivision process includes the addition of an unplatted parcel, which is currently outside of townsite
limits, into the boundary of the historic townsite. In the far southeastern portion of the subject existing
combined parcel, two (2) small lots will be created, east of and adjacent to County Road 61 3A (platted) and
existing small townsite lots. The location of these two (2) lots are not currently within the Barnesville Townsite
boundaries. These two (2) lots will be named Block 63 (northern lot) and Block 64 (southern lot), exclusive
and consistent with the ascending numerical lot designations within Barnesville. The remainder of the existing
parcel will continue to be named Block 52 and is significantly larger than the other townsite lots. There is an
existing residence on the western side of Block 52, which will remain.
The Resubdivision request is consistent with the functional size and use of the other lots within the townsite
and does not change the overall design, concept or nature thereof. There are no covenants or Homeowners'
Association. No other changes to the townsite's overall design are proposed.
No easements were created on the 1910 and 1911 Barnesville plats. However, the existing Barnesville Minor
Resubdivision S-499 plat map dedicates 15 -foot utility, drainage and irrigation easements along lot lines
adjacent to rights -of -way and shared 20 -foot utility, drainage and irrigation easements along the joint lot lines
with 10 -feet on either side of lot lines.
In response to the proposed lot layout, the dedication of select joint utility, drainage and irrigation easements
are recommended to be consistent with the previous resubdivision S-499 map. Such easements will be for
utility, drainage and irrigation purposes, consistent with S-499 and as supported by Section 24-3-60.D of the
Weld County Code which states: "Easements shall be designed to provide efficient installation of utilities and
drainage swales."
15 -foot wide easements are recommended to be located along the west lot lines of Blocks 63 and 64,
adjacent to County Road 61 3/4 and along the south lot line of Block 64, adjacent to Highway 392. This
recommendation is supported by Section 24-3-60.A of the Weld County Code which requires 15 -foot
minimum easements adjacent to public road rights -of -way.
10 -foot -wide easements will be located along the perimeter of the proposed lot line lines between Blocks 63
and 64 (20 -feet total), along the east lot lines of Blocks 63 and 64 and along the north lot line of Block 63. This
recommendation is supported by Section 24-3-60.B and C of the Weld County Code which requires shared

20 -feet minimum easements (apportioned equally being 10 -feet) between internal lot lines and 10 -feet
minimum easements adjacent to external lot lines.
The draft Resubdivision map does not yet reflect the proposed easement layout. No easements are proposed
for Block 52, consistent with S-499.
The Weld County Department of Planning Services recommends that this request be approved.
A condition of approval in the Resubdivision staff report will be to show the requisite approved easements as
stipulated by this Utility Coordinating Advisory Committee hearing.
Mike McRoberts, Chair, asked if there are any questions from the Utility Board. No one had any questions.
Steve Stencil, Intermill Land Surveying, representing the applicant, had no further comments.
Motion: Approve the final plan for RES22-0001 along with Staffs recommendations, Moved by Robert
Fleck, Seconded by Michael Wailes. Motion carried unanimously.
