Hello Kim,
I am writing about a batch plant/asphalt operation that is planned for WCR 19 near Highway 66. A few
years ago, I worked with the county to get some family property in compliance—MillerTaylor Farm, We
were successful in getting that accomplished. A neighbor has alerted me about this planned operation
off WCR 28/19. A gravel pit is one thing --an asphalt batch plant with emissions is a whole other
industrial level. Has the county looked into the environmental impact of emissions? What about
property values nearby? It is a well-known fact that property values near a batch plant plummet. Have
you alerted everyone within the few mile radius this is in the works? I know asphalt batch plants are
necessary for roads, but I don't want it near the farm. How do the other neighbors feel or do they even
know?

Request:
2nd Amendment to Use by Special Review No. USR-1343 for wet open pit mining and
materials processing and in -situ water storage reservoirs to include a modification to
mining style from wet to open dry mining (sand, gravel, stone) and processing of minerals,
with ancillary operations and equipment including a Ready -Mixed Plant, a Hot Mix Asphalt
(H MA) Batch Plant
The property is bounded by State Highway 66 to the north, a Town of Platteville annexed road, and to the
east County Road 19, a Town of Firestone annexed road, County Road 28 to the south and County Road 17
to the west are both all weather roads and both maintained by Weld County. There are improvements on the
mine site including an abandoned residence with outbuildings located north of County Road 28 and
approximately 660 -feet east of County Road 17. Adjacent to County Road 17 is an overhead conveyor
utilized to haul aggregate from the Heiritzelman pit in 2011 and more recently the Varra P122 mine located
south of County Road 28 permitted under USR17-0042 17-0042 to the processing area associated with Raptor
Materials, LLC Pit located south of State Highway 66 and east of County Road 17.
Other encumbrances include oil and gas wellheads and batteries. There are also irrigation laterals located
adjacent to the west property line and also adjacent to the north property line adjacent to Raptor Materials
and adjacent to County Road 28 is a concrete lined ditch.
The historic use appears to be a row crop that was likely flood irrigated, although it may have been many
years past.
The property lies low to State Highway 66 and County Road 19 and is at grade for the adjacent County
Roads. There is one permitted commercial access from County Road 28 approximately at the half mile mark
and two new accesses proposed. The Maintenance shop will use the existing residential drive located
approximately 660 -feet east of County Road 17 and a proposed new access from the mine site onto Highway
65.
There are residences in the immediate area, one south of County Road 28, one west of County Road 17, two
to the east of County Road 17 and several north of Highway 66. Within the Section in which the mine will
operate, there are two residences
Adjacent lands are either being mined for aggregate or are in agricultural production.
