Angela, Will welch here. This email is to correct a typo in the first sentence. The property owner is
"HCW" as revised below not "rCwH" as originally sent.
Good afternoon Angela, Will Welch here. I am working with HCW Investments/ LLC who own
property located east of, and adjacent to, WCR23B, approximately 2,600 feet south of State Hwy 392;
and directly south of the proposed project location. HCW's property information is: Account #:
80898501 and Parcel #080723000053. HCW has an historic irrigation water diversion off the
Greeley Canal No. 2 and conveyance that traverses the proposed project site that appears to be
impacted and obstructed by the proposed development of the property.
We attended the public meeting held on April 18, 2022 and discussed our concerns with the USS
Solar development project manager. We have also communicated by email with them about our
concerns. The developer has been very pleasant and responsive to our communications but we
have as of this date not received a proposed solution. As this irrigation lateral is essential to the
continued farming of the HCW property, a solution needs to be found. For your information and use
is USS Picadilly Solar LLC project Sheet C2.o1 dated 2/25/2022 prepared by Westwood Professional
Services, Inc. titled Site Hydrology with annotations showing the approximate locations of the
irrigation headgate, irrigation lateral alignment and conflict/impact area.
We are assuming that this email meets weld County's requirements for written comments and
objections to project applications under review. If we need to provide this information to weld
County by letter please advise.

My name is Jesse Weilert and I live off Stagecoach Road in Willow Springs Estates with my wife and 2 sons.
Our 2.5 acres is directly adjacent to the proposed Picadilly Solar Project. I recently learned about the proposed
solar project and have attended two community meetings to better educate myself on the project and what to
expect.
The property proposed for this project, owned by Will Owens, has had several potential/rumored development
plans over the years and, in my opinion, none have been as desirable as the current proposal. Solar is a good fit
for our region based on sunlight potential and from a neighbor perspective there are some very desirable
characteristics of the development.
• Low/no noise and light pollution
• Limited traffic to/from the site once construction is complete
• Love profile panel design (< 8 ft) and no overhead powerlines within the solar field
• very limited use of concrete and permeant structures
• The potential for improved electrical infrastructure in the area
• Ground cover of native grasses and wildflowers that will help maintain habitat for insects and birds.
• Natural screening offerings to neighbors to help keep the line of sights as natural as possible.
Although I do not speak for Willow Springs Estates or any specific neighbors in the area, I will say that (like
myself) several others in the area have voiced similar positives about the project in comparison to other more
intrusive development options.
From a relationship perspective, LAS Solar has been very open to sharing information and taking the necessary
time to cover questions and work with us to decide which screening options will be best for our property.
Overall, I support the implementation of solar power as a part of Weld County's overall energy plan and feel
that this solar project is a good option to balance economics that come with development and the respect to
neighbors that desire to have a rural -agricultural feel. Based on this I am in support of the Board of County
Commissioners approving the application for this solar project.
