Proposals were reviewed/scored, and interviews were conducted/scored for on -call Non -Project Specific
(NPS) Engineering Services. Three firms participated: Atkins, Drexel Barrell and Horrocks Engineers.
Public Works followed the Qualification Based Selection (QBS) process as described within County Code
(Sec. 5-4-150) to allow these firms to be used when working on Federal -Aid funded projects. All three
firms presented the ability to support the Public Works Department with necessary engineering tasks
including surveying, road and bridge design, traffic engineering, ROW acquisition, hydrology/hydraulics,
and construction inspection.
The Public Works selection committee members consisted of Elizabeth Relford, Don Dunker, Michael
Bedell, and Clay Kimmi.
It is Public Works recommendation to award the on -call NPS Engineering Services to all three firms:
Atkins, Drexel Barrell, and Horrocks Engineers. This recommendation will ensure one of the firms
will be available and can meet the schedule when services are requested.
With the QBS process, once the award is complete each firm will negotiate with Public Works staff as to
the costs associated with each task, and specific consultant staff to be used to perform the work.
