As a result, we ask bidders to price three sample notice publications, and then the cost of those sample notices is calculated to acquire an estimated annual cost based upon the average number of notices to be published in the next year. For 2022, The Greeley Tribune is the sole bidder; however, a rate comparison of previous years' rates is provided below. Example of Notices each Month Greeley Tribune Greeley Tribune Greeley Tribune 2020 2021 2022 Type #1 format - 28 Notices $405.44 $542.64 $714.00 (+31.5%) Type #2 format - 18 Notices $1,392.48 $2,062.80 $2,681.64 (+30%) Type #3 format $969.33 $670.41 $670.41 - Payables 1 month X 6 pages (+0.0%) Total Monthly $2,767.25 $3,275.85 $4,066.05 +24% TOTAL ANNUAL $33,207.00 $39,310.20 $48,792.60 +24% Publications: The Greeley Tribune, beginning in 2019, shifted from a daily publication to four publications weekly (Sun., Wed., Fri., and Sat., with a two-day prior submittal deadline). Online presence: The Greeley Tribune does not charge for online access to Legals or Classified notices and has various subscription rates depending on need: $6.99/month (Sunday + Holiday Print); $13.99/month (Digital + 4 -day Print Home Delivery), $14.99/month (Unlimited Digital); or $18.99/month Premium Plus (Ad -free, 2X faster). (include consequences, impacts, costs, etc. of options): 1) Select sole, existing vendor, utilizing existing billing/payment structure that is already in place. 2) Rebid. Recommendation: The Bid is scheduled to be listed on the 12/29/2021 Agenda to make a staff recommendation. I have received minimal complaints or concerns during the past year from departmental subscribers, the County is statutorily required to publish certain notices and media payables in a newspaper of general circulation, and to some extent, increased costs are a natural result of doing business in the current economy. With no other cheaper options presented, I have no concern with continuing to conduct business with The Greeley Tribune at this time. Approve Recommendation Perry L. He indicated the rates were already low when they (Prairie Mountain Media) acquired The Greeley Tribune, and they basically left them alone last year; however, given the massive increases in Newsprint, reaching record highs, along with 30% increases in ink and plates, they believe this increase is necessary to help cover their dramatically higher production costs.
