r- CHAPTER I
INTRODUCTION

The activities undertaken by the Northern Colorado Area Transportation
Study (NCATS) during fiscal year 1972-1973 have been in organizational and
program development. The Operations Plan and the 1973-1974 Work Program
were completed. The 1971 Origin and Destination (0 & D) Survey travel
data was processed but the final analyses not completed. A draft of the
0 & D Technical Report was started. Preliminary discussions for establish-
^ ing common terminology in describing operational characteristics were con-
ducted as a means to solve immediate problems relating to zoning require-
ments.
'^ This NCATS Work Program describes the work to be undertaken during
the fiscal year July 1, 1973 through June 30, 1974. It includes specific
objectives to be accomplished during that period, program and cost summaries
and the scheduling of activities. It is one of the documents which will
enhance the implementation of short and long range transportation planning
programs. It is prepared to fulfill the requirements for using Highway
,. Planning and Research (HPR) funds as described in the Federal Highway Ad-
ministration's (FHWA) Highway Planning Program and for using Housing aid
Urban Development (HUD) funds. This is the first Annual Work Program as
called for in the Memorandum of Agreement and the Operations Plan. The
.. activities in this program primarily emphasize program development within
the urban areas of Greeley, Fort Collins, and Loveland. Once the 1971
Origin and Destination travel data has been processed into the program
development a determination will be made as to how and when regional pro-
grams will be developed. The latter will be described in the activities
of future work programs.

The Annual Work Programs will be jointly prepared each year by the
NCATS Technical Team for approval by the NCATS Policy Council and the Federal
Highway Administration (FHWA). They will present sufficient detail to sup-
^ port the cost and manpower requirements estimated to accomplish the work.
They will indicate the agency primarily responsible for accomplishing the
work tasks. They will show the administrative procedure, the duties and
responsibilities of each of the parties, including any provisions for the
exchange of funds and services required. If there is an exchange of funds
during any year, a contract will be required to describe the amounts and
T, conditions of that exchange.
CHAPTER II
ORGANIZATIONAL STRUCTURE AND FUNDING
Responsibility for the comprehensive, continuing and cooperative trans-
portation planning process rests with the Larimer-Weld Regional Planning
Commission (LWRPC) and the Colorado Division of Highways (CDH) who initiated
the Northern Colorado Transportation Study (NCATS) through the Memorandum
^, of Agreement, dated January 25, 1973.

The transportation planning process is under the control of the NCNB
Transportation Policy Council consisting of the Larimer-Weld Regional
Planning Commission and the Chief Engineer, Colorado Division of Highways
r- or his representative. The Chief Engineer has designated the District
Engineer as his representative. The Policy Council has the authority to
approve the Operations Plan, Annual Work Programs and Budgets, Transporta-
tion Plans, Capital Improvement Programs and other transportation policy
relating to Larimer and Weld Counties. As provided for in the Memorandum
of Agreement the Transportation Technical Team advises and assists in main-
taining the comprehensive transportation planning process. The Technical
Team consists of, but is not limited to, the planning and engineering staffs
from the participant agencies.
.- The NCATS Organization structure, Figure 1, provides for the necessary
coordination between the Policy Council, the Technical Team and local juris-
dictional staffs.

Figure 2 and Tables 1 through 3 detail the estimated expenditures,
sources of funds and manpower needed to complete this work program. The
Housing and Urban Development (HUD) funds on Figure 2 are estimated and
^ are intended to represent in-kind services. Federal Aviation Administra-
tion (FAA) and the Urban Mass Transportation Administration (UMTA) are other
possible sources of funding and are provided for in the tables. Their
^ participation figures will be required in subsequent work programs when
"Unified Work Programs" are required.
Table 4 summates the estimated costs of the functional elements of
Transportation Planning. The latter provides an indication of the area
of emphasis. This table assigns work codes which are related directly
to the activities detailed in Chapter III.

CHAPTER III
r
ACTIVITIES AND SCHEDULING
This chapter will explain the work expected to be completed in the
1973-1974 Work Program. The explanations will include the purpose, method-
ology, and product, and work code. The work code categorizes the work
activity into one of the functional elements of Transportation Planning
referred to in Table 4. Following the explanations of the work items,
Table 5 generalizes a schedule for completing this work program. Although
the affected local jurisdictions may have primary responsibility for an
activity, there will be continuous consultation among the NCATS participants
to establish common format and procedurq and resolve details.
A. PLANNING PROGRAM ACTIVITIES
1. Agreement and Program Outlines
a. Operations Plan
(1) Purpose: To adopt the Operation Plan. To update the
Operations Plan as the planning program evolves. To
review the Operations Plan for adequacy and appropriate-
ness.
(2) Methodology: The FHWA will approve and the Policy Council
will adopt the Operations Plan. The Operations Plan will
be updated as necessary.
(3) Product: A management tool held valid by the participants
in giving general direction to the transportation plan-
ning process. This formal document is to be published
after each significant update.

b. Annual Work Program
(1) Purpose: To outline the NCATS activities for the 1974-1975
fiscal year. To detail estimated costs and man hours
by activity. To give impetus to the NCATS planning program.
(2) Methodology: The Technical Team will review the work
needed to be accomplished and determine priorities, con-
sidering available resources and their logical and ef-
ficient use.
^ (3) Product: A usable management document which supplements
the Operations Plan. This document is formal, published
each year, and monitored by monthly accomplishment reports.
(4) Work Code: 6

r c. Annual Report
(1) Purpose: To describe work accomplished under the cur-
rent work program as evidence that the process is taking
place and to justify the continual expenditure of public
funds. To modify direction and procedures as considered
necessary. Special projects not provided for in the
work program are reported here.
(2) Methodology: Comprehensive reporting of activities and
results with references to prepared procedural manuals,
technical reports and other reports. The Annual Report
is supplemented by monthly accomplishment reports.
(3) Product: A formal document, published each year and
supplemented by monthly accomplishment reports.
(4) Work Code: 5
d. Monthly Accomplishment Reports
(1) Purpose: To monitor, coordinate, and maintain the schedule
of activities in the Annual Work Program. To incrementally
supplement the Annual Report.
(2) Methodology: Each agency will write a monthly accom-
plishment report reporting its activities by task under
the current work program and transportation related activ-
ities. These individual reports will be aggregated into
one report describing each agencies activities by task.

(3) Product: Reports which will document accomplishments.
(4) Work Code: 6
e. Other Reports
^ (1) Purpose: To verify the general and technical adequacy
of the transportation planning process. To maintain a
continuous planning process. To provide full information.
(2) Methodology: Documentation of activities, input, analysis,
actions and decisions will be a continuous activity. The
Technical Team will cooperatively establish format and
procedures for documentation as a major activity of the
planning process. The agency responsible for a task will
comprehensively document it and provide the product to
90. the Technical Team, the central files, and the Federal
Highway Administration (FHWA).

(3) Product: Part of a records system consisting of Pro-
cedural Manuals, Technical Reports, letters, and memos.
(4) Work Code: 6
2. Policy and Technical Activities
a. Program Administration
(1) Purpose: To effectively carry out the urban transports-
.— tion planning process.
(2) Methodology: The Technical Team will follow the guidance
of the Policy Council. The Technical Team will review
and evaluate all work accomplished and recommend appro-
priate action to the Policy Council. If the scope or
the management of the transportation planning process
is altered significantly appropriate changes will be
made to the agreements and management documents.
(3) Product: Continuing effective management of the trans-
portation planning process leading to achievement of
the transportation and development goals established by
the Policy Council and the citizens of the study area.
(4) Work Code: 6
''" b. Coordination of Individual Agency Activities
(1) Purpose: To coordinate the activities of each partici-
pating agency, in accomplishing the various elements of
the Work Program.
(2) Methodology: The Technical Team will use the Operations

Plan and the current Annual Work Program to determine
