HomeMy WebLinkAbout710547 I. f y C._v a .. RULES OF ASSOCIATION FOR THE LARIMER-WELD REGIONAL PLANNING COMMISSION -- Amended Membership: 1. The Planning Commission shall be comprised of two Boards -- Advisory and Policy. 2. The Advisory Board shall be comprised of fifteen members: eight county Plan- ning Commission members from Weld County and seven county planning Commission members from Larimer County. 3. The Policy Board shall be comprised of twelve members: three County Commissioners from Weld County, three County Commissioners from Larimer County, three elected officials representing the towns of Weld County appointed by the Weld County Commissioners, three elected officials repre- senting the towns of Larimer County appointed by the Larimer County Commis- sioners. The terms of the appointed representatives shall be two from each county appointed for two years, and one from each county appointed for one year. If an elected official is unable to fill out his term as an elected official, new appointments shall be made by the County Commissioners in January to fill out the unexpired term. Members may be reappointed. 4. Members shall serve without compensation, except that reasonable expenses may be allowed. Officers: • 1. The Planning Commission shall organize annually at the first regular meeting in the new year. 2. The Policy Board and Advisory Board shall each elect a chairman and vice- chairman for terms of one year, subject to re-election. The chairman and vice-chairman shall be elected from different counties with the chairmanship alternating between Larimer and Weld Counties. 3. The chairman shall preside at all meetings of each board, shall decide all points of order or procedure, and shall transmit reports and recommendations of each board. 4. The vice-chairman shall assume the duties of the chairman in his absence. 5. A secretary shall be appointed by each board to be responsible for the keep- ing of minutes, sending agendas to the members, carrying out routine corres- pondence, maintaining records and performing such other duties as each board may require. Committees: 1. The Policy Board and/or Advisory Board may establish such committees as it deems advisable and assign each committee specific duties or functions. 2. The chairman of each board shall designate the members of each committee and shall name the chairman of each committee. Executive sessions of each board shall consist of two-thirds of the total membership. 4. A quorum of each board shall consist of two-thirds of the respective member- ship. 5. A simple majority vote shall break a tie vote. Recommendations and Reports: 1. All plans, reports, recommendations, and decisions of each board must be approved by at least two-thirds of the members of each board. 2. Minutes, regional work programs, A-95 items, and other written material which has been voted upon by one board shall be reviewed by the other. Copies of all records shall be kept on file in the Larimer County and Weld County Planning Offices. Program: 1. The Planning Commission shall prepare a comprehensive regional plan for the physical, economic and social development of the region. In the preparation of such comprehensive plan, the Planning Commission shall make careful and comprehensive surveys and studies of existing conditions and of reasonable or anticipated future growth. The comprehensive plan shall be made with the general purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the region, which will in accordance with existing and future needs best promote public health, safety, morals, order, conven- ience and general welfare, as well as efficiency and economy in the process of development. 2. The Planning Commission may adopt the comprehensive regional plan as a whole, or by successive actions it may adopt parts of the plan, amendments, extension, and additions thereto. Before adopting the comprehensive plan or any part, amendment, extension or addition, the Planning Commission shall hold at least one public hearing with at least fifteen days notice of the time and place for such' hearing given in newspapers of general circulation within the region. 3. The adoption of a comprehensive regional plan or any part thereof shall have no legal force or effect nor shall it be binding upon any political subdivision. The comprehensive plan or any part, amendment, extension or addition to the plan may, however, be adopted by reference by any local planning commission and governing body within the region. 4. A-95 requests which are to be reviewed by the Policy Board, must have prior recommendations from the Advisory Board. - q Hello
