HomeMy WebLinkAbout20253184 C un-hvaCk It I 0 LOO BOARD OF COUNTY COMMISSIONERS PASS-AROUND REVIEW PASS-AROUND TITLE: Colorado School of Public Health at UNC Academic Health Department MOU DEPARTMENT: Public Health & Environment DATE: November 13, 2025 PERSON REQUESTING: Jason Chessher Brief description of the problem/issue: For the Board's review and approval is a memorandum of understanding(MOU) between the Colorado School of Public Health at UNC (CSPH at UNC) and the Board of County Commissioners of Weld County for the use and benefit of the Weld County Department of Public Health and Environment (WCDPHE). The Board approved a similar MOU in 2024 to cover all three Colorado School of Public Health campuses, but CSPH at UNC has requested an MOU specifically for the UNC campus. The attached MOU is identical to the one approved in 2024 except for substituting "ColoradoSPH at UNC" for"Colorado SPH". The formal affiliation with the Colorado School of Public Health that began in 2024 has been beneficial for the department and we seek to continue to build the relationship. Benefits of the 2024 MOU include collaboration with public health academia, student internships, staff development, and identifying prospective employees. Activities will be conducted by current staff; no additional FTE is being requested. What options exist for the Board? The Board can approve or decline the MOU. Consequences: Approving the MOU allows the mutually beneficial relationship with the CSPH to continue. Impacts: Benefits to the department will include increased recruitment of future public health practitioners, professional growth and development opportunities for staff, and the ability to inform public health research for the benefit of our community. Costs (Current Fiscal Year/ Ongoing or Subsequent Fiscal Years): There is no increase to the department budget and no increase to County cost associated with this request. Ross W- Weld County Department of Public Health and Environment and the Colorado School of Public Health Affiliation Agreement This AGREEMENT,is made and effective this ( (tday of N(we rnbeiV2025 between the Board of Weld County Commissioners on behalf of the Weld County Department of Public Health And Environment(WCDPHE), located at 1555 N.17`h Ave.,Greeley,CO 80631, and University of Northern Colorado,a body corporate,for and on behalf of the Colorado School of Public Health (ColoradoSPH), (a collaboration of Colorado State University,University of Colorado and the University of Northern Colorado). The fundamental purpose of the Agreement is to establish a framework that will strengthen and enhance an existing,mutually beneficial relationship between WCDPHE and ColoradoSPH at UNC.The ultimate objective will be to enhance the practice of public health by facilitating collaboration on educational programs for students,training for public health workers, fostering collaborative research and creating opportunity for hands on,quality public health experience for students. In addition,given that WCDPHE and ColoradoSPH each represent a unique resource,this Agreement is intended to facilitate technical assistance and consultation that each of these parties can provide the other. I. SCOPE OF ACTIVITIES A. Advisory Committee a. The Advisory Committee will have 6-7 members:The Director of Public Health of WCDPHE and 1-2 selected WCDPHE staff,the ColoradoSPH at UNC Campus Director, and 1-2 selected faculty. b. The Advisory Committee will work to foster a close working relationship between ColoradoSPH and WCDPHE and will monitor activities relative to this Agreement. c. The Advisory Committee will be co-chaired by the ColoradoSPH at UNC Campus Director and WCDPHE Executive Director for the first year and then this position can be passed on to another member of the Advisory Committee. d. A minimum of 2 meetings of The Advisory Committee will be convened annually to review the status of the interactions between the two agencies and to suggest modifications to the Agreement for the upcoming year. B. Sharing Staff a. ColoradoSPH at UNC might invite qualified WCDPHE staff to become adjunct faculty at ColoradoSPH at UNC.Adjunct faculty appointments recognize a substantial and sustained contribution of the WCDPHE staff toward the educational and research missions of ColoradoSPH at UNC.The process for obtaining adjunct appointments at the appropriate faculty rank will be that which is in existence within ColoradoSPH at UNC. b. WCDPHE will have the opportunity to recommend staff be appointed as adjunct faculty as appropriate. 1 Z0ZS-31v c. WCDPHE may invite ColoradoSPH at UNC faculty to serve on WCDPHE committees, advisory boards and other entities as such needs/opportunities arise. d. ColoradoSPH at UNC will survey its faculty each year to identify faculty with an interest in WCDPHE appointments. e. The Advisory Committee will establish a mechanism for matching willing and appropriately qualified faculty with WCDPHE.Terms and responsibilities of such appointments will be determined by the WCDPHE. C. Relationship of Parties a. Nothing in this Agreement will be construed to imply a joint venture, partnership or principal-agent relationship between the parties, and no party will have the right, power, or authority to obligate or bind the other party in any manner whatsoever, except as otherwise agreed to in writing. b. The employees of one party will not be considered employees of the other party, and vice versa,within the meaning of any applicable federal, state,or local laws or regulations. Specifically, ColoradoSPH at UNC must cover students under the agency's workers compensation and professional liability insurance even if performing tasks at a WCDPHE site ur under WCDPHE staff oversight. WCDPHE staff is covered under the County workers compensation insurance when acting or working on behalf of the WCDPHE. D. Guest Lecturing a. ColoradoSPH at UNC may request WCDPHE staff participate as guest lecturers. Faculty from ColoradoSPH at UNC shall provide WCDPHE staff with written descriptions of the qualifications and expectations required for this request. b. The AdvisoryCommittee will facilitate the identification of guest lecturing opportunities and needs,and the WCDPHE staff best qualified for guest lecturing on the specific topic. c. The Advisory Committee will solicit feedback from ColoradoSPH at UNC faculty and WCDPHE staff on the success of these opportunities. E. Staff Training a. WCDPHE may request ColoradoSPH at UNCfaculty provide continuing education(CE)for staff. b. The Advisory Committee will facilitate the identification of CE needs, the appropriate faculty to deliver the training, and the resources needed/available for the training. c. ColoradoSPH at UNC may survey staff to ensure quality of educational experience or for academic research. F. Student Activities a. Applied practice experience(internships/practicums): Applied practice experiences are essential for student learning and required by the MPH, MS, and BS degree programs and the relevant accrediting bodies. These experiential learning opportunities usually 2 last one semester or over a summer. These activities will link the students with specific units within the WCDPHE.The Advisory Committee will facilitate the identification of qualified students and appropriately matched opportunities for applied practice experiences. WCDPHE leadership will commit to creating at least 4 practicum experiences for 4 students a year, lasting one semester or summer. b. Capstone/Master's projects:These projects fulfill the requirement for an MPH or MS student to complete a final project for their degree.The nature and scope of these projects will be tailored to the individual student with input from WCDPHE staff and the student's advisor.These projects should not only fulfill the degree requirements but will also contribute to the mission of the WCDPHE.The Advisory Board will facilitate the connections between students,faculty, and WCDPHE staff. c. Job Placement: The WCDPHE Executive Director will designate an individual responsible for developing a process to ensure that all available employment opportunities at WCDPHE that may be of interest to recent graduates, are promoted to ColoradoSPH at UNC students through established mechanisms per faculty guidance. D. Research Collaboration a. The ColoradoSPH at UNC will encourage its faculty to engage in collaborative research with the WCDPHE areas of mutual interest. Likewise, WCDPHE will encourage its staff to strongly consider involving the ColoradoSPH in research opportunities that may present themselves. b. Research collaborations may require separate agreements between the parties involved and will include the responsibilities of each party. Each agreement should specify the scope of services and deliverables consistent with the purpose and objectives. c. Faculty will be encouraged to seek extramural funding to support research collaborations with WCDPHE staff that align with the missions of both WCDPHE and ColoradoSPH at UNC. d. The Advisory Committee will facilitate the development of the research interests of both parties through an agreed upon mode of communication. E. Technical Assistance and Consultation a. ColoradoSPH at UNC may offer consultation and technical assistance to WCDPHE on a paid, unpaid,or exchange of service basis. Each party will bear their separate costs and expenses for participation in the Advisory Committee activities. b. The Advisory Committee will facilitate the development of these activities and review the balance of resources required and expended to address these activities. F. Duration and General Terms a. In one year,the scope of activities will be reviewed by the Advisory Committee with input from participating faculty and WCDPHE staff. 3 b. Any modifications approved by WCDPHE and ColoradoSPH at UNC will be incorporated into the new Agreement.Business by the Committee will be conducted on a consensus basis. c. The parties hereto understand and agree that liability for any claims for injuries to persons or property arising out of the acts or omissions of either party,its agents or employeesor students will be controlled and limited by the provisions of CRS 24-10-101, et seq. The provisions of this Affiliation Agreement will be controlled, limited, and otherwise modified by the above-cited laws. Nothing herein shall be construed as a waiver or limitation upon governmental and sovereign immunities conferred by law. d. ColoradoSPH at UNC will advise students, faculty,or staff assigned to WCDPHE of their responsibility for complying with the policies, rules and regulations of WCDPHE. e. WCDPHE will advise WCDPHE employees assigned to perform research or education in conjunction with the MOU short of adjunct faculty appointments of their responsibility for complying with the policies, rules, and regulations of ColoradoSPH. f. This MOU shall remain in full force and effect from year to year until terminated by either Party by written notice [given not less than 30 days in advance]. 4 Perry L. B`ck, Chair Attest: G. Notices All notices and other communications given or made pursuant to this Agreement shall be in writing (including electronic mail as permitted in this Agreement) and shall be deemed effectively given upon the earlier of (i) personal delivery to the party to be notified; or (ii) when sent, if sent by electronic mail during the recipient's normal business hours, and if not sent during normal business hours, then on the recipient's next business day. All communications shall be sent to the respective parties at their addresses as set forth below, or in any case to such email address or address as subsequently modified by written notice given in accordance with this Section.
