TO THE BOARD OF COMMISSIONERS OF THE COUNTY OF WELD, STATE OF
COLORADO:
The Petitioners and Proponents of the proposed WESTERN HILLS
FIRE PROTECTION DISTRICT, Weld County, Colorado, by their
attorneys , HOUGH & CURRENT and KENNETH T. COLWELL, pursuant to
the provisions of the "Special District Control Act" , Colorado
Revised Statutes 1963 , 89-18 , as amended, respectfully petition
the Board of Commissioners of the County of Weld, State of
Colorado, for a Resolution of Approval and certain other pre-
liminary actions relating thereto, for said proposed District.
In support of said Petition your petitioners state:
1 . That on the .,17 f day of Dpc-e/w eR 1973,
there was filed with the Board of Commissioners of Weld County,
a Service Plan for said proposed District, with additional copies
for consideration by the County Planning Commission.
2 . That such Service Plan fully complies with the
provisions of the "Special District Control Act" , as to all of
the information required to be therein contained.
3 . That petitioners have also accompanied said Service
Plan with a processing fee as provided by law in the amount of
$200 . 00 .
4 . That petitioners have also submitted to the
Board of Commissioners , a copy of the proposed form of Petition
to the District Court for the organization of said proposed
District.
WHEREFORE , Petitioners pray that this Honorable Board
will enter such orders as may be necessary or proper preliminary

PROPOSED SERVICE PLAN
WESTERN HILLS FIRE DISTRICT
It is intended that the proposed fire district will provide fire
protection to its citizens through a negotiated contract with the City of
Greeley. The district would levy only that tax levy that is necessary
to cover the cost of the negotiated contract.
It is not intended that the proposed fire district issue any capital
improvement bonds unless they are unable to arrive at a negotiated cost
that can be supported within the statutory eight mill levy for operations.
Should a capital improvement program be required, a specific construction
and equipment schedule would be developed for presentation to the voters.
It would be necessary for the voters of the district to approve in a
special election any capital improvement tax levy.
It is planned that an operational budget of six mills or less would
be adopted by the Board of Directors so that the remaining two mill allowed
by law would be available for use only as a contingency fund. Except for
the actual expenses of the Board of Directors and the cost of preparing
budgets, audits, and legal actions , there will be no cash reserves or
operating funds over that required to satisfy the service contract of the
City of Greeley.
In the event a satisfactory service contract cannot be negotiated,
the Board of Directors will review all alternate methods for providing fire
protection to the citizens of the district and will develop a specific
program for consideration of the district 's voters .

Among the alternatives which will be considered are:
1 . Contracts for services with other adjoining fire districts.
2. Participation with other municipal and quasi-municipal agencies
in a regional fire protection program.
3. De-annexation of segments of this district and annexation to
other adjacent fire districts.
4. Development of a volunteer fire department staffed by residents
of the district.
5. A no-change alternate at this time and until such time as the
assessed valuation or financing capabilities of the district
are improved.
