BOX 449 GREELEY, COLORADO 80631 May 5, 1970 Weld County Planning Commission Old Elks Club Building Greeley, Colorado 80631 Re : Town of Eaton Master Road Plan Gentlemen: To :make clear the objections raised before you May 4, 1970, when the Town of Eaton Master Road Plan was presented for your approval, it n17ht be of assistance to your consideration of tne matter to set forth the following points : 1. The plan does not comply with the law (.^ec . 139-59-7) requiring s careful and comprehensive plan. The proposed plan is neither carefulnor comprehensive. It ignores the natural terrain and ownership boundaries, omits any descriptions of the several bridges which would be rewired over various waterways and irrigation canals, disree,,ards any overall plannina with existing utility supply lines , and was prepared without consul- tation with the County 1 ngineer or state : is hway Department for their suggestions. It is no more than what a child could do divldin;f up uections with dotted lines, and unnecessarily dupli- cates the eventual road requirements of the existin? general County-wide policy . 2. The plan 18 overly ambitious for the Town of Eaton. A Master Road Plan limited £o the near proximi€y of the Town limits of Eaton would definitely be in order, but most be restricted to the area of immediate influence of the Town and its potential municipal services . Per a town with only a supply of very hard water, and with all the surrounding area served by soft water, it is difficult to envision with the utmost of optimism the municipal services to be extended to the broad area covered by the plan. Throughout its history the Town has not seen fit to furnish muni- cipal services to its adjoining rather densely populated area just on the northeast edge of the Town. KM. geld County Planning Commission -2- May 5, 1970 3. The plan duplicates the County-wide operations of the County Planning ommtssion. Reviews of all subdivisions, land use chank=es, and other advance planning of all areas outside municipal limits is oracle by the County Planning Cora- mission, which has developed over the years broad policies and experience in land use nlannin', then to further review and pass on such matters by the Town of Eaton with its inter- est and experience limited to only a small area is unnecessary and burdensome. what happens when there is a conflict of one aerency approving a land use and another disappravinc such use? Conflicts should be kept to a minimum, and municipal 'faster Road Plans should be limited to the smallest area reasonably within the municipal sphere of influence . The point raised here to limit the Town Master Poad Plan to only the reasonably foreeeable area of the Town' s municipal services is the view expressed by a substantisl number of the outlyir,e landowners , including the writer.
