Facility: Frye North Production Facility Oil Et Gas Well Production Facility SESW Sec 29, T7N, R67W Weld County The proposed project or activity is as follows: The applicant proposes the permitting of new equipment and processes at a well production facility. Equipment and processes include: condensate storage tanks, hydrocarbon liquid loacout, produced water storage tanks, venting of natural gas from low pressure separators, and venting of natural gas from VRT separators. This facility has been covered under general permit GP10 since March 2021. An extension request was requested on August 8, 2020 and was approved, bringing the GP10 construction expiration date to March 8, 2024. Therefore, the change in emissions associated with this project is calculated with respect to the permitted limits granted to the GP10 registration. The change in emissions is less than 25 tpy, therefore this project doesn't qualify as a major modification. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and a draft of Construction Permit 22WE0163 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices The Division hereby solicits submission of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission. The Division will receive and consider written public comments for thirty calendar days after the date of this Notice.
