HomeMy WebLinkAbout20231032.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, APRIL 12, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 12, 2023, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross — EXCUSED Commissioner Lori Saine — EXCUSED Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of March 29, 2023, as printed. Commissioner James seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of Hearings conducted on March 29, 2023, as follows: 1) PCSC22-0013 - Scott and Kristen Fisher, 2) USR22-0030 - HS Land and Cattle, LLC, c/o Monarch Mountain Minerals and Aggregates, LLC, and 3) USR22-0034 — Clarke and Kristine Stoesz. Commissioner James seconded the motion, which carried unanimously. Fi AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion and it carried unanimously. PROCLAMATIONS: 1) BRIGGSDALE FALCONS DAY, CLASS 1A GIRLS BASKETBALL STATE CHAMPIONSHIP - APRIL 12, 2023: Chair Freeman read the proclamation for the record. Payton Nicklas and Macy Clem, Co -Captains, thanked the Board for having the team and the constant support from the Commissioners and community. Colin Nicklas, Head Coach and Athletic Director thanked the Board for the recognition, and honoring the team for winning their first state championship. He expressed pride for the team who overcame many obstacles, their perseverance, and teamwork. Commissioner James read a statement from Commissioner Ross, for the record. Commissioner James further encouraged the team to Minutes, Wednesday, April 12, 2023 Page 1 2023-1032 BC0016 remember the feeling of being champions, and stated the same dedication, determination, and frame of mind will help them to achieve anything successfully as young adults. Commissioner Buck stated she is honored to recognize their teamwork, and thanked the parents and families who have also supported and sacrificed alongside the team. Chair Freeman offered the team words of encouragement as they continue their leadership in their community, and stated sports teach life skills to accomplish tremendous goals. (Clerk's Note: The group gathered for a photo opportunity.) El WARRANTS: 1) GENERAL WARRANTS - APRIL 11, 2023: Commissioner James moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. El BIDS: 1) APPROVE BID #62300058, SURFACE GRAVEL SUPPLY - DEPARTMENT OF PUBLIC WORKS: Rose Everett, Purchasing Department, stated staff recommends selecting the sole bidder for the central location, who met specifications, Connell Resources, Inc. She further stated the Department of Public Works will accept the maximum quantity of material to maximize the coverage in the County while utilizing the balance of budgeted dollars. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. 2) APPROVE BID #62300080, PLAZA WEST, DEPARTMENT OF PUBLIC WORKS BUILDING, AND SOUTHWEST SERVICE CENTER (DEL CAMINO) INTERMEDIATE DISTRIBUTION FRAME (IDF) AIR CONDITIONING (AC) PROJECT - FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, MTECH Mechanical, for a total amount of $60,692.00. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. • 3) PRESENT BID #62300018, 3/4 -TON 4X4 FULL SIZE EXTENDED CAB LONG BED PICKUP WITH LIFTGATE (QTY 3) - FLEET SERVICES, FACILITIES DEPARTMENT AND CSU EXTENSION OFFICE OF WELD COUNTY: Ms. Geisert stated two (2) bids were received and staff will make a recommendation on April 26, 2023. 4) PRESENT BID #B2300019, 1/2 -TON 4X4 FULL SIZE EXTENDED CAB LONG BED PICKUP (QTY 1)- FLEET SERVICES AND FACILITIES DEPARTMENT: Ms. Geisert stated one (1) bid was received and staff will make a recommendation on April 26, 2023. • 5) PRESENT BID #B2300020, 1 -TON 4X4 FULL SIZE EXTENDED CAB LONG BED PICKUP WITH UTILITY BOX AND LIFTGATE (QTY 1) - FLEET SERVICES AND FACILITIES DEPARTMENT: Ms. Geisert stated two (2) bids were received and staff will make a recommendation on April 26, 2023. • 6) PRESENT BID #62300021, 4X4 MIDSIZE SUPER/DOUBLE CAB PICKUP (QTY 2) - FLEET SERVICES AND FACILITIES DEPARTMENT: Ms. Geisert stated two (2) bids were received and staff will make a recommendation on April 26, 2023. El 18) PRESENT BID #B2300033, 1 -TON 4X4 FULL SIZE CREW CAB PICKUP WITH UTILITY BOX (QTY 1) - FLEET SERVICES AND DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated two (2) bids were received and staff will make a recommendation on April 26, 2023. • 19) PRESENT BID #B2300034, ROAD BROOM SWEEPER CONSTRUCTION CAST OFF BROOM (QTY 1) - FLEET SERVICES AND DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated two (2) bids were received and staff will make a recommendation on April 26, 2023. In response to Chair Freeman, David Springer, Director of Fleet Services, explained this is a construction broom used on roads to push debris aside. Minutes, Wednesday, April 12, 2023 2023-1032 Page 3 BC0016 El NEW BUSINESS: 1) CONSIDER CONTRACT ID #6817 AMENDMENT #1 TO AGREEMENT FOR BRIGHT FUTURES PROGRAM AND AUTHORIZE CHAIR TO SIGN - THE WELD TRUST AND THE WELD LEGACY FOUNDATION: Cheryl Pattelli, Chief Financial Officer, stated a work session was held on April 4, 2023, to discuss two (2) changes to the Bright Futures Program. She elaborated this first change is to expand the scope and scale of the program, and the second change enables The Weld Trust to obtain the accounting treatment they need for the program. Commissioner James moved to approve said amendment. The motion was seconded by Commissioner Buck. Commissioner James commented the Board for Bright Futures presented the changes, and explained the program is unique in the nation that benefits youth with workforce development to better the economy by utilizing monies in higher education trainings. Commissioner Buck agreed with Commissioner James' statement. Chair Freeman stated this program began in 2015, made possible with a change in legislation, and thanked those who are sitting on the Bright Futures Board and continuing to move this program forward. There being no further discussion, the motion carried unanimously. PUBLIC COMMENT: 1) Steve Teets, Greeley Resident, offered his comments to the Board. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:28 a.m. These Minutes were approved on the 26th day of April, 2023.
