A public hearing was conducted on June 12, 2023, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated May 24, 2023, and duly published May 26, 2024,
in the Greeley Tribune, a public hearing was conducted to review the needs to be addressed in
the 2023-2024 Annual Action Plan, which are to be submitted to the U.S. Department of Housing
and Urban Development (HUD) in order to receive Community Development Block Grant (CDBG)
Entitlement funds, and said plan will identity the needs of the community and develop a strategy
to address the needs of the County.
El Elizabeth Relford, CDBG Program Manager, alongside Cynthia Martin, CDBG Analyst,
presented a brief summary of the annual plan for grant allocations from Housing and Urban
Development (HUD). She stated the purpose of today's hearing is to solicit public input and
comments for the Annual Action Plan to develop and outline strategies to address the three (3)
national objectives that benefit low- and moderate -income persons, prevention or obliteration of
slums in blighted areas, and address urgent needs within the communities. Ms. Relford stated
the Weld County program has received $1,177,685.00, for 2023, with a minimum of 70% of those
funds are for the benefit to low -and -moderate income persons. She indicated on July 19, 2023,
will be the second hearing to have the Board approve the 2023 Annual Action Plan. She
referenced two items of written public comment which were submitted and made part of the
record.
I In response to Steve Teets, Greeley resident, Ms. Relford reiterated the purpose of the
hearing, and stated Weld County is an Entitlement Program, which receives direct distribution
from the U.S. Department of Housing and Urban Development (HUD). Mr. Teets expressed his
opinion on the low- and moderate -income classifications of people into categories, versus general
needs.
There being no further discussion, the hearing was completed at 10:06 a.m.

OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
2023 ANNUAL ACTION PLAN

Weld County plans to submit an Annual Action Plan to the U.S. Department of Housing and Urban
Development (HUD) in order receive Community Development Block Grant (CDBG) Entitlement
funds. The public is invited to comment about the needs of the County to help develop the 2023
Annual Action Plan. The Plan is a 1 -year plan that identifies needs of the community and develops
a strategy to address the needs of the County.
The U.S. Department of Housing and Urban Development (HUD) has outlined three (3) clear
national objectives to be addressed by the CDBG program. Projects funded with CDBG funds
must address one of the following national objectives: principally benefit low- and moderate -
income persons; prevent and/or eliminate slums and blight; and address an urgent need. The
County has received $1,177,685 for 2023. At least 70% of the CDBG grant funds received by Weld
County must principally benefit low- and moderate -income persons.
CDBG funds are intended to provide decent housing, suitable living environments, and economic
opportunities, principally for low- and moderate -income persons through public facilities and
infrastructure improvements, housing preservation, and economic/job development.
A public hearing will be held at 9:00 a.m. on June 12, 2023, at the Weld County Administration
Building, 1150 O Street, Greeley, Colorado 80631, to obtain citizen views and to respond to
proposals and questions related to:
Community development and housing needs, including the needs of low and moderate -
income persons, as well as other needs in the community that might be addressed in the
2023-24 Annual Action Plan through the CDBG program.
Written comments are also welcome and must be received by 5:00 p.m., on June 11, 2023, in the
Office of the Clerk to the Board, located at 1150 O Street, Greeley, Colorado 80631. Oral and
written comments will be considered and added to the plan document prior to submittal to HUD.

ensure inclusion of your e-mail correspondence into the case file, please send a copy to
