BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, JUNE 26, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, June 26, 2023, at the hour of 9:00 a.m.
leg ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County
Commissioners meeting of June 12, 2023, as printed. Commissioner James seconded the motion, and
it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of
Hearings conducted on June 12, 2023, as follows: 1) Needs to be Addressed in Community Development
Block Grant (CDBG) 2023-2024 Annual Action Plan. Commissioner James seconded the motion, which
carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Ross seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: Commissioner James reported he and
Chair Pro-Tem Buck attended the Department of Human Services Reunification Party at the Weld County
Courthouse, highlighted stories that were shared, and commended staff who work to reunify families.
Commissioner Ross reported he and Commissioner Freeman attended the Accelerate Colorado National
Association of Counties (NACo) conference in Washington, D.C. He stated there was great dialogue
between business owners/leaders and elected officials concerning various issues impacting the state of
Colorado. Commissioner Saine reported she attended a meeting at the Colorado Department of
Transportation (CDOT), and discussed costs, challenges due to inflation in transportation matters, and
the per mile cost rates, since they have risen from $1,000,000.00, to $1,250,000.00, per mile. She also

attended the Highway 52 Coalition, which was very successful with their scoping meetings with various
communities that are interested in funding for a roundabout project at County Road (CR) 59, and State
Highway (SH) 52, and further stated the design for this project has been completed, and is under the
estimated budget. Commissioner Saine stated the traffic light timing project through CDOT on SH 52,
between CR 13 and Interstate 25 (1-25) has been a success in alleviating traffic back up and accidents
at York Street. She stated she was a participant at the stakeholder meeting on Solar, and the Women in
Agriculture Conference planning sessions with the CSU Extension Office of Weld County. Commissioner
Saine recalled recent conversations concerning the training for administering Narcan (Naloxone), which
segued into the concern that the Weld County Code currently prohibits firearms on County property. She
called for concealed carry permit holders to be able to do so within the County buildings and proposed a
work session to update Chapter 3 for safety concerns, in addition to a work session for best practices for
Colorado Revised Statute (C.R.S.) Section 24-6-42. Chair Pro-Tem Buck reported she attended a
graduation for those who have successfully completed their diversion programs for alcohol abuse through
the Department of Justice Services.
ei WARRANTS:
1) GENERAL WARRANTS - JUNE 23, 2023: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously.
BIDS:
1) APPROVE BID #B2300120, LAW ADMINISTRATION ELEVATOR MODERNIZATION - FACILITIES
DEPARTMENT: Carolyn Geisert, Purchasing Department, stated staff recommends selecting the lowest
bidder who met specifications, Peak Elevator, LLC, for a total amount of $209,175.00. Commissioner
Ross moved to approve said bid. The motion was seconded by Commissioner Saine, and it carried
unanimously.
= 2) APPROVE BID #62300122, NORTH JAIL SECURITY GRID CEILING REPLACEMENT -
FACILITIES DEPARTMENT: Ms. Geisert stated one (1) bid was received, and after review, staff
recommends rejecting this bid as it far exceeds the budgeted amount for this project. Commissioner
Saine moved to reject said bid, per staff recommendation. The motion was seconded by Commissioner
Ross, and it carried unanimously.
Fi 3) PRESENT BID #62300130, 2023 PARKING LOT POTHOLE REPAIRS - FACILITIES
DEPARTMENT: Ms. Geisert stated two (2) bids were received and staff will make a recommendation on
July 10, 2023.
4) PRESENT BID #B2300074, ENGINEERING SERVICES FOR WELD COUNTY TRAIL DESIGN
PROJECT (REQUEST FOR QUOTE/REQUEST FOR PROPOSAL [RFQ/RFP]) - DEPARTMENT OF
PUBLIC WORKS: Ms. Geisert stated three (3) proposals were received and staff will make a
recommendation at a future date to be determined.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #7115 MEMORANDUM OF UNDERSTANDING FOR RAPID HUMAN
IMMUNODEFICIENCY VIRUS (HIV) / HEPATITIS C VIRUS (HCV) / SYPHILIS TESTING
DISTRIBUTION PROGRAM AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Jason Chessher, Director
of the Department of Public Health and Environment, stated this memorandum of understanding (MOU)
is for rapid point of source testing for HIV, HCV, and Syphilis, as there has been a recent increase of
confirmed cases in Weld County. He stated early detection and subsequent treatment is crucial to prevent
rapid spread of these diseases. Commissioner Ross moved to approve said MOU and authorize the
Chair Pro-Tem to sign. The motion was seconded by Commissioner James, and it carried unanimously.

2) CONSIDER CONTRACT ID #7143 TASK ORDER CONTRACT FOR STRENGTHENING U.S.
PUBLIC HEALTH INFRASTRUCTURE, WORKFORCE, AND DATA SYSTEMS GRANT, AND
AUTHORIZE CHAIR PRO-TEM TO SIGN AND SUBMIT ELECTRONICALLY: Mr. Chessher stated this
contract provides pass through funding from the Center for Disease Control and Prevention (CDC) to
advance and strengthen Colorado's public healthcare workforce capacity from July 1, 2023, through
November 30, 2027, in the amount of $452,695.00. He stated the funding can be used for a variety of
programs, with the County's intent to utilize this funding to offset costs. Commissioner James moved to
approve said contract and authorize the Chair Pro-Tem to sign and submit electronically. Seconded by
Commissioner Ross, the motion carried unanimously.
• 3) CONSIDER CONTRACT ID #7144 TASK ORDER CONTRACT FOR RETAIL FOOD, CHILD
CARE, AND SCHOOL INSPECTION PROGRAM, AND AUTHORIZE CHAIR PRO-TEM TO SIGN AND
SUBMIT ELECTRONICALLY: Mr. Chessher stated this contract is for reimbursement for costs related to
regulatory inspection programs, from July 1, 2023, through June 30, 2024, in the amount of $40,000.00,
based on the number of permits in Weld County. Commissioner Ross moved to approve said contract
and authorize the Chair Pro-Tem to sign and submit electronically. Seconded by Commissioner James,
the motion carried unanimously.
4) CONSIDER CONTRACT ID #7149 AMENDMENT #7 FOR NURSE HOME VISITOR PROGRAM
(NHVP) AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Mr. Chessher stated
this program offers highly trained nursing care for new mothers to recieve pregnancy education,
developmental care for children up to two (2) years old, from July 1, 2023, through June 30, 2024. In
response to Commissioner Saine, Mr. Chessher confirmed there is no cost to the County due to grant
funding. Commissioner Ross moved to approve said contract and authorize the Chair Pro-Tem to sign
and submit electronically. Seconded by Commissioner James, the motion carried unanimously.
• 5) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 44 BETWEEN CR 33 AND
U.S. HWY 85: Amy Mutchie, Department of Public Works, presented this request to extend the temporary
closure of County Road (CR) 44, between CR 33 and United States (U.S.) Highway (HWY) 85, on behalf
of Jalisco International, Inc., due to weather delays. She stated this closure is for roadway and
intersection improvements for a flyover project for the Colorado Department of Transportation (CDOT),
through July 10, 2023. In response to Commissioner Ross, Curtis Hall, Director of the Department of
Public Works, gave a brief update to the current status of various County Roads due to weather -related
damages. Commissioner Ross moved to approve said extension of temporary closure. The motion was
seconded by Commissioner James, and it carried unanimously.
• PLANNING:
1) FINAL READING OF CODE ORDINANCE #2023-07, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 17 PUBLIC PLACES OF THE WELD COUNTY
CODE (CAMPING ON PUBLIC PROPERTIES): Bruce Barker, County Attorney, read the title for the
record, and further stated there are no changes since Second Reading. No public testimony was offered
concerning this matter. Commissioner Saine moved to approve Code Ordinance #2023-07 on Final
Reading. The motion was seconded by Commissioner James, and it carried unanimously.
El PUBLIC COMMENT: There was no public comment.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2023-07 was approved on Final Reading.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
