4. Pursuant to the Agreement for Merger & Consolidation of Trusts (Attachment A), dated March 12,
2009, the FLORENCE R. SANDBERG FAMILY TRUST, dated September 7, 2002 has been
merged and consolidated into the GEORGE L. SANDBERG ADMINISTRATIVE TRUST, dated
October 15, 2008.
5. Pursuant to Article Twelve, Section Three, paragraph (0 of the GEORGE L. SANDBERG

PLANNING QUESTIONNAIRE
Answer the following questions per Section 23-2-50 of the Weld County Code. Please type on a separate

1. Describe the purpose of the proposed Change of Zone.
The use of the site will continue the same operations as of the original 1MUSR19-17-0003:
outdoor/indoor RV, boat, trailer, personal/commercial/agricultural vehicles, and equipment
storage; along with Winter Seed plus Mosquito Joe officing and seed warehousing on 6.94 acres.
The requested change of zone is for existing storage on 6.94 acres on Lot A 1057-12-3-00-11 of
LLA22-0004. The Change of Zone also includes expansion of storage onto 3.88 acres on Lot A
1057-12-3-00-012 of LLA22-0004, and expansion onto 38.77 acres of Lot B 1057-12-3-013 of
LLA22-0004. This will yield 49.59 acres for the rezone. Big Bend is requesting 1-2 zoning for the
purpose of adding enclosed portable storage vaults to the items being stored or rented onsite.
Current businesses operating on site will remain unchanged. Big Bend Boat & RV Storage,
Mosquito Joe of Northern Colorado and Winter Seed & Ag Services, LLC.
2. Describe the current and previous use of the land.
Current operations on Lot A of LLA22-0004 is outdoor/indoor RV, boat, trailer, vehicle storage;
along with Mosquito Joe officing and warehousing; along with agricultural seed and support
services. Current use of Lot B of LLA22-0004 is agriculture.
3. Describe the proximity of the proposed use to residences.
One Dairy USR with a residence within 200 Feet of current property line. Other residences are 1/4
to 1/2 mile east of site.
4. Explain how the proposed rezoning will correct what the applicant perceives as faulty zoning, or how
the proposed rezoning will fit with what the applicant perceives as the changing conditions in the area.

5. Explain how the uses allowed by the proposed rezoning will be compatible with the surrounding land
uses. Include a description of existing land uses for all properties adjacent to the subject property.
Current USR 1MUSR19-17-0003 has operated in this location since 2017. The facility is in the
opportunity zone for Weld County. The facility still operates Mosquito Joe and Winter Seed & Ag
Services LLC as agricultural support businesses in this agricultural area. These agricultural support
services are vital for the health and wellbeing of local communities. The storage lot is also a vital support
to growing local municipalities that need the additional space to store residents trailers, RVs, or other
items not allowed in their neighborhoods. Existing land uses surrounding the current property is dryland
farm ground.
6. Does the soil report indicate the existence of moderate or severe soil limitations? If so, detail the
methods to be employed to mitigate the limitations for the uses proposed.
Soil reports do not indicate any limitations.
7. Explain how this proposal is consistent with the Weld County Comprehensive Plan per Chapter 22 of
the Weld County Code.
The current facility houses three businesses. Big Bend Boat & RV Storage is the operator of the
storage lot. With continued growth along the front range, storage is a strong need for that sustained
growth. The presence of the lot is in line with the counties long term objectives and the property is in
the opportunity zone. Mosquito Joe (Mojo) of Northern Colorado also operates out of this facility.
Mosquito Joe is a licensed entity with the department of Ag and provides needed control of disease
carrying mosquitos. This business is essential to the health and safety of residents of all types in
Northern Colorado. The third business operation is Winter Seed & Ag Services, this entity is solely
servicing the local ag industry. Winter Seed & Ag Services is a local company servicing the long-term
needs of agriculture.
8. Explain how this proposal will be compatible with future development of the surrounding area or
adopted master plans of affected municipalities.
No known plans for municipalities in this area. The property is located along Highway 85 and can have
a positive impact on future development along the corridor.
9. Explain how this proposal impacts the protection of the health, safety and welfare of the inhabitants
of
the neighborhood and the County.
Proposed expansion is storage only, the expansion will have no health, safety, or welfare impacts for
surrounding area.
10. Explain how this proposal complies with Article V and Article XI of Chapter 23 if the proposal is
located
within any Overlay Zoning District (Airport, Geologic Hazard, or Historic Townsites Overlay Districts)
or a Special Flood Hazard Area identified by maps officially adopted by the County.

Traffic Narrative:
1. Describe how many roundtrips/day are expected for each vehicle type: Passenger Cars/Pickups,
Tandem
Trucks, Semi-Truck/Trailer/RV (Roundtrip = One (1) trip in and One (1) trip out of site).
Storage lot vehicles will be up to 15 roundtrips per weekday and 30 roundtrips per weekend day.
Mosquito Joe and Winter Seed equipment will be 15 roundtrips per day from April 1 -September 1.
2. Describe the expected travel routes or haul routes for site traffic.
It is anticipated that the intersection of HWY 85 and CR 46 will be closed upon completion of the HWY
85 & CR 44 flyover. It is anticipated that traffic to and from the lot will travel west on CR 46 to CR 35
and south to the HWY 85/CR 44 flyover.
3. Describe the travel distribution along the routes (e.g. 50% of traffic will come from the north, 20%
from the
south, 30% from the east, etc.)
Approximately 5% of the traffic will enter and leave the site from CR 46 to the east. The remaining
95% will enter and leave west of the site on CR 46 to CR 35.
4. Describe the time of day that you expect the highest traffic volumes.
Mosquito Joe, Winter Seed, and storage lot traffic's highest volume will be from 7:00am-9:00am
weekdays and 1:OOpm-5:00pm weekdays. Weekend storage lot traffic will be more random and will
generally not peak.

This report is regarding the Geotechnical Report No. 068-17 dated May 4, 2017, performed by Northern
Colorado Ceotecha The report provides subsurface soils data for the property located at 17215 County
Road 46, LaSalle Colorado.
After review of the report,, the subsurface soils do not contain enough material to be considered for a
lucrative aggregate industry option. °ypically, when a new aggregate source is being explored, it is
desirab9e for the source to contain a minimum of 30% coarse aggregates ranging from 2" to 10" in size
throughout the subsurface soils. The data provided in the Geotechnical Report No. 068-17 states that
materials present in the four 15' core samples, was classified as tan Siity Sand. The size range of the
materla present would not contain the necessary constituents to produce economica-Fy viable
aggregate.
One of the roles as the Regional Quality Control Manager for Croell Inc, is exploration and determination

Northern Colorado Geotech has completed a geotechnical engineering exploration for the proposed
Winter Seed Facility to be located near the intersection of Highway 85 and Weld County road 46
south of LaSalle, Colorado.
The subsurface soils at the site consisted of varying layers of silty clayey sand and silty sand to
depths of 15 feet. The results of our field exploration and laboratory testing indicate that the soils are
non -expansive and have low load bearing capabilities.
Based on the anticipated construction and the results of our engineering exploration, it is our opinion
that the proposed structures may be supported on a spread footing and/or isolated footing
foundations. Slab on grade may be utilized for the interior floor systems provided that care is taken in
the placement and compaction of the subgrade soil.

SCOPE
This report contains the results of our geotechnical engineering exploration for the proposed seed
facility to be located near the intersection of Highway 85 and Weld County Road 46 south of LaSalle,
Colorado. The site is located in the southwest quarter of Section 12, Township 4 North, Range 66
West of the 6th Principal Meridian.
This report includes descriptions of, and geotechnical engineering recommendations relative to:
• subsurface soil conditions
• groundwater conditions
• foundation design and construction
• drainage
• floor slab design and construction
• earthwork
The recommendations contained in this report are based upon the results of field and laboratory
testing, engineering analyses, and experience with similar soil conditions, structures and our
understanding of the proposed project.
SITE CONDITIONS
The site is an agricultural field that is currently not vegetated. Overall surface drainage is poor to the
east. The property is bordered to the north and east by more agricultural ground. Weld County Road
46 is located to the south and railroad tracks and Highway 85 border the site to the west.
PROPOSED CONSTRUCTION
As we understand it, the project will consist of building several post and beam storage buildings as well
as an office. We anticipate that the finished floor elevations of the structures will be slightly above the
existing site grade.

SITE EXPLORATION
A total of four test borings were drilled on April 6, 2017. The borings were drilled to approximate
depths of 15 feet at the locations shown on the Site Plan, Figure 1. All borings were advanced with a
truck -mounted drilling rig, utilizing 4 -inch diameter solid stem augers.
The borings were located in the field by pacing from property lines and/or existing site features.
Relative surface elevations at the boring locations were obtained by measurements with an engineer's
level from a temporary bench mark (TBM) shown on the Site Plan. The accuracy of boring locations
and elevations should only be assumed to the level implied by the methods used to determine each.
Lithologic logs of each boring were recorded by a representative of Northern Colorado Geotech during
the drilling operations. At selected intervals, samples of the subsurface materials were taken by
driving split -spoon and/or ring samplers. Bulk samples of subsurface materials were obtained from
borings in pavement areas. Standard penetration measurements were recorded while driving a split -
spoon and/or ring sampler into the subsurface materials. The standard penetration test is a useful
index in estimating the density of the materials encountered.
Groundwater conditions were evaluated in each boring at the time of subsurface exploration, and six
days after the drilling.
Laboratory Testing
The samples retrieved during the subsurface exploration were returned to our laboratory for
observation by the project manager. The soils were classified in general accordance with the Unified
Soil Classification System. At that time, the field descriptions were confirmed or modified and an
applicable laboratory testing program was formulated. Boring logs were prepared and are attached
with this report.
Laboratory tests were conducted on selected samples and are presented on the boring logs and
attached laboratory test sheets. The test results were used for the geotechnical engineering analyses,
and the development of foundation and earthwork recommendations.
Selected samples were tested for the following engineering properties:
• Water Content
• Dry Density
• Consolidation
• Grain size
• Compressive Strength
• Expansion

SUBSURFACE CONDITIONS
Soil Conditions
Soils at the site generally consisted of varying layers of silty clayey sand and silty sand to a depth of 15
feet. Summary boring logs are attached with this report.
Groundwater Conditions
Groundwater was not observed in any test boring at the time of field exploration, nor when checked six
days after the drilling. These observations represent groundwater conditions at the time of the field
exploration, and may not be indicative of other times, or at other locations. Groundwater conditions
can be expected to fluctuate with varying seasonal and weather conditions, and other factors.
Field and Laboratory Test Results
Field test results indicate that the sand soils vary from loose to medium dense in relative density.
Laboratory test results indicate that the soils are non -expansive and have low load bearing capabilities.
DESIGN RECOMMENDATIONS
Foundation Design
Based on the results of our subsurface exploration and the results of the laboratory testing, it is our
opinion that spread footing and/or isolated footing foundations may be used for support of the
proposed structures. The footings should be placed on undisturbed soils and/or engineered fill
material.
Design and construction recommendations for foundation systems and other earth connected phases
of the project are outlined below.
Footing Foundations
Based on the results of our subsurface exploration and laboratory testing, it is our opinion that a
spread footing and/or isolated footing foundations bearing upon undisturbed soil and/or engineered fill
may be used for support of the proposed structures. The footings may be designed for a maximum
bearing pressure of 1,500 psf. The design bearing pressure applies to dead loads plus design live
load conditions. The design bearing pressure may be increased by one-third when considering total
loads that include wind or seismic conditions.

Exterior footings should be placed a minimum of 30 inches below finished grade for frost protection
and to provide confinement for the bearing soils. Finished grade is the lowest adjacent grade for
perimeter footings.
Footings should be proportioned to reduce differential foundation movement. Proportioning on the
basis of equal total movement is recommended; however, proportioning to relative constant dead -load
pressure will also reduce differential movement between adjacent footings. Total movement resulting
from the assumed structural loads is estimated to be on the order of 3/4 inch or less. Differential
movement should be on the order of 1/2 to 3/4 of the estimated total movement. Additional foundation
movements could occur if water from any source infiltrates the foundation soils; therefore, proper
drainage should be provided in the final design and during construction.
The soil mass providing uplift resistance for the foundation should be calculated as the zone contained
within planes that extend up and out from the edges of the top of the foundation to the ground surface
at an angle of approximately 30 degrees from vertical. The base of the inverted cone may be
assumed to extend from the top of the foundation if the footing sides are vertical. The ultimate uplift
capacity should then be taken as the sum of the weight of soil in this zone plus the weight of the
concrete footings. Effective unit weights of 115 pcf for soil and 145 pcf for reinforced concrete can be
used for these calculations. The ultimate combined uplift capacity should then be divided by a factor
of safety of at least 2.0 to obtain the allowable uplift capacity.
Foundations and masonry walls should be reinforced as necessary to reduce the potential for distress
caused by differential foundation movement. The use of joints at openings or other discontinuities in
masonry walls is recommended.
Foundation excavations should be observed by Northern Colorado Geotech. If the soil conditions
encountered differ significantly from those presented in this report, supplemental recommendations
may be required.
Surface Drainage
Positive drainage should be provided during construction and maintained throughout the life of the
proposed project. Infiltration of water into utility or foundation excavations must be prevented during
construction. Planters and other surface features which could retain water in areas adjacent to the
building or pavements should be sealed or eliminated. In areas where sidewalks or paving do not
immediately adjoin the structure, we recommend that protective slopes be provided with a minimum
grade of approximately 10 percent for at least 10 feet from perimeter walls. Backfill against footings,
exterior walls, and in utility and sprinkler line trenches should be well compacted and free of all
construction debris to reduce the possibility of moisture infiltration.

Downspouts, roof drains or scuppers should discharge into splash blocks or extensions when the
ground surface beneath such features is not protected by exterior slabs or paving. Sprinkler
systems should not be installed within 5 feet of foundation walls. Landscaped irrigation adjacent to
the foundation system should be minimized or eliminated.
Floor Slab Design and Construction
Some differential movement of slab -on -grade floor systems is possible should the subgrade soils
become elevated in moisture content. To reduce potential slab movements, the subgrade soils should
be prepared as outlined in the earthwork section of this report.
For structural design of concrete slabs -on -grade, a modulus of subgrade reaction of 150 pounds per
cubic inch (pci) may be used for floors supported on existing or engineered fill consisting of on -site
soils. A modulus of 200 pci may be used for floors supported on a minimum of two feet of Class 7
structural fill material.
Additional floor slab design and construction recommendations are as follows:
Positive separations and/or isolation joints should be provided between slabs and all
foundations, columns or utility lines to allow independent movement.
• Control joints should be provided in slabs to control the location and extent of
cracking.
• Interior trench backfill placed beneath slabs should be compacted in accordance with
recommended specifications outlined below,
• Floor slabs should not be constructed on frozen subgrade.
• Other design and construction considerations, as outlined in the AI Design Manual,
section 302.1R are recommended.
Exterior slabs -on -grade, exterior architectural features, and utilities founded on, or in backfill may
experience some movement due to the volume change of the backfill. Potential movement could be
reduced by:
• minimizing moisture increases in the backfill
• controlling moisture -density during placement of backfill

• using designs which allow vertical movement between the exterior features and
adjoining structural elements
• placing effective control joints on relatively close centers
General Earthwork
All earthwork on the project should be observed and evaluated by Northern Colorado Geotech.
The evaluation of earthwork should include observation and testing of engineered fill, subgrade
preparation, foundation bearing soils, and other geotechnical conditions exposed during the
construction of the project.
Site Preparation
Strip and remove existing vegetation, debris, and other deleterious materials from proposed
building and pavement areas. All exposed surfaces should be free of mounds and
depressions which could prevent uniform compaction.
Stripped materials consisting of vegetation and organic materials should be wasted from the
site, or used to revegetate landscaped areas or exposed slopes after completion of grading
operations.
If unexpected fills or underground facilities are encountered, such features should be removed
and the excavation thoroughly cleaned prior to backfill placement and/or construction.
It is anticipated that excavations for the proposed construction can be accomplished with
conventional earthmoving equipment.
The individual contractor(s) is responsible for designing and constructing stable, temporary
excavations as required to maintain stability of both the excavation sides and bottom. All
excavations should be sloped or shored in the interest of safety following local, and federal
regulations, including current OSHA excavation and trench safety standards.
Fill Materials and Placement
The site should be graded to create a relatively► level surface to receive fill, and to provide for a
relatively uniform thickness of fill beneath proposed building structures.
All exposed areas which will receive fill should be scarified to a minimum depth of eight inches,
conditioned to near optimum moisture content, and compacted.

The placement of soils on the site should be observed by Northern Colorado Geotech. The fill
should be assessed for suitability of use in the proposed fill and tested for placement including
compaction percentage and moisture content.
Engineered fill should be placed and compacted in horizontal lifts, using equipment and
procedures that will produce recommended moisture contents and densities throughout the lift.
Recommended compaction criteria for engineered fill materials are as follows:

GENERAL COMMENTS
The analysis and recommendations presented in this report are based upon data obtained from
borings performed to obtain representative subsurface conditions at the site. Variations in the soil

between borings will occur. Northern Colorado Geotech should be present during construction to
observe the excavation and construction procedures and confirm or modify our recommendations.
The scope of services for this project does not include either specifically or by implication any
environmental assessment of the site.
This report is intended exclusively for the use by the client. Any use or reuse of the findings and/or
recommendations of this report by parties other than the client without the written consent of Northern
Colorado Geotech is undertaken at said parties' sole risk.
This report has been prepared in accordance with generally accepted geotechnical engineering
practices in this area at this time. No warranties, either express or implied, are intended or made.

Hello. It appears the parcel number listed on the pre -application package is not correct. If I'm reading the map correctly,
the potential project is located north of WCR 46 and east of SH 85. If so, this property is just outside the urban growth
boundary for Evans. See the map inset below. If I'm guessing incorrectly at the location, let me know.
