(CCI) WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Off -System Bridge Program Application for the Bridge 60.5/49A Replacement Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Colorado Counties, Inc. (CCI) are due October 27, 2023. Public Works would like to submit a grant application for Bridge 60.5/49A. What options exist for the Board? 1. Approve staff to move forward with the grant application. 2. Change the amount of grant funding being requested. 3. Deny staff submitting for these grant funds. Consequences: Approval of the grant application could result in the County receiving $2,000,000.00 towards the completion of this bridge replacement project. Impacts: Approval of the grant application would help assure the current schedule for this bridge replacement could be followed. Costs (Current Fiscal Year I Ongoing or Subsequent Fiscal Years): The total estimated cost of this bridge replacement is $9,550,000 and this amount is included in our 5 -year CIP. Recommendation: Public Works recommends authorization to submit this grant application to CCI prior to the application deadline. BOX 758 GREELEY, COLORADO 80632 PHONE: 970-400-3706 October 6, 2023 RE: Narrative for Bridge WEL060.5-049.0A (Fiscal Years 2024-2026 Funding) Bridge WEL060.5-049.0A is on Weld County Road 60.5 and spans Lone Tree Creek. The bridge is located 0.7 miles east of WCR 49. WCR 60.5 is classified as a Collector Road and is a vital paved link for the County and the nearby communities of Greeley, Kersey, and Gill. Traffic counts taken in 2021 show an ADT of 3,082 vehicles per day, with 27% being trucks. This high percentage of trucks is likely accelerating the poor condition of this bridge. Replacement of this bridge is our number one priority for this bridge funds application period. The existing bridge is 34 feet wide, 165 feet long (three spans), and was built in 1967. It is structurally deficient and has been defined as "poor" on the Off -System Structure Eligibility List. The bridge has issues with rusted steel and spalling concrete on the substructure and superstructure. The bridge rail and approach guardrails are constructed improperly, in poor condition and do not meet current AASHTO/CDOT standards. Rehabilitation instead of replacement is not a viable option, nor cost effective, because of the concrete deck extensive degradation, rusted steel substructure elements, and age of the overall structure. The new structure may need to be elevated above its current configuration to allow for adequate freeboard to prevent debris collection and scour in future flood events. Weld County is proposing to provide most of the funding for this project due to the importance of this vital link for the area. Instead of the typical 20% funding match, Weld County is proposing that CDOT partner with Weld County on this project by providing a $2,000,000 grant from the available bridge replacement funds. We estimate the replacement cost at $9,550,000 with the Weld County portion being $7,550,000 (79%). Weld County currently has the necessary funds to cover our portion of this project. Weld County would hire a qualified design consultant with extensive knowledge of the CDOT standards. Some new right-of-way acquisition would likely be required. Some utilities relocations would likely be required. Weld County would bid out the construction to a qualified general contractor. Weld County would only use the grant funds for the construction phase.
