RE: APPROVE APPLICATION FOR HAZARD MITIGATION GRANT FOR STREAM GAGE
ALERT AND WARNING STATION PROJECT, AND AUTHORIZE OFFICE OF
EMERGENCY MANAGEMENT TO SUBMIT ELECTRONICALLY
WHEREAS,the Board of County Commissioners of Weld County,Colorado,pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County,Colorado,and
WHEREAS,the Board has been presented with an Application for a Hazard Mitigation
Grant for the Stream Gage Alert and Warning Station Project from the County of Weld,State of
Colorado,by and through the Board of County Commissioners of Weld County,on behalf of the
Department of Office of Emergency Management,to the Colorado Department of Homeland
Security,with further terms and conditions being as stated in said application,and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County,Colorado,that the Application for a Hazard Mitigation Grant for the Stream Gage
Alert and Warning Station Project from the County of Weld,State of Colorado,by and through the
Board of County Commissioners of Weld County, on behalf of the Office of Emergency
Management,to the Colorado Department of Homeland Security,be,and hereby is,approved.
BE IT FURTHER RESOLVED by the Board that Roy Rudisill,Director of the Office of
Emergency Management be,and hereby is,authorized to submit said application electronically.

Brief description of the problem/issue:
Commissioners,during the budget process I explained one of our 2024-2025 projects is adding additional
stream gage alert and warning stations to our existing system.Funding support for that project is through the
Hazard Mitigation Grant. I met with the State rep for the Mitigation unit and the deadline for the grant
application is December 22,2023.
I would like authorization to complete the grant application in the amount of$49,380.00.There is a match
requirement of$12,345.00 which is budgeted for 2024. We will need to provide a commitment letter for the
matching funds,we can complete the letter and submit the application after the 2024 budget is approved by
the BOCCC.Once the application is complete via electronic process,I can bring the authorization to the BOCC
for formal approval and submission.
What options exist for the Board?(include consequences,impacts,costs,etc.of options):
Approve request,complete application and approve grant application.
Decline request,the grant funding will cover 75%of the project,grant funding is limited and may not be
available in future years.
Other options would be to complete the project utilizing county funding and add one or two warning stations
per year.

Scope of Work
Description of the Problem: On September 9th,2013,a slow-moving cold front stalled over Colorado,
conflicting with warm humid air from farther south.The result produced heavy
rain and catastrophic flooding along Colorado's Front Range from Colorado
Springs to Fort Collins.The situation intensified over September 11th and 12th
as rain continued and storm runoff began entering rivers causing multiple surges
far beyond typical levels.The National Weather Service's Hydrometeorological
Design Studies Center stated in the Exceedance Probability Analysis for the
Colorado Flood Event Study,"The rarity of this event...shows how the maximum
rainfall amounts compared to corresponding precipitation frequency estimates
for annual exceedance probabilities from 50%to 0.1%for durations from 15
minutes to 7 days."Weld County was heavily impacted by the overflow of the
South Platte River,Big Thompson River,Saint Vrain River,Poudre River,and a
series of minor tributaries during the September flooding event.Flooding in
Weld County affected a total of 7,121 parcels of land.Of this number,2,910
were used as residential properties,355 contained commercial properties,62

parcels had been used as industrial service sites,and the remaining parcels
served as either agricultural properties or natural resources.
Existing third party stream gages currently delay readings by up to one hour and
cannot be relied upon to provide crucial information within an appropriate
timeframe during a potential flood event.In the case of the September 2013
floods,the stream gage information was received just before the rivers began to
reach a dangerously high level of flow and did not allow emergency services
enough time to both properly warn all citizens within close proximity of the
waterways and initiate the established protocol for responding to a flood hazard.
This ultimately led to a large portion of the County population being forced
evacuate in a much shorter amount of time than should have been allowed.

Description of the Proposed The Weld County Office of Emergency Management proposes to install four
Project: additional ALERT(Automated Local Evaluation in Real Time)radio telemetry
stream gages within the County boundaries to serve as early warning systems
for the purpose of notifying citizens of impending flood hazards.The newly
installed stream gages would provide real time stream data allowing for a much
quicker warning response service than those relied upon during the September
14th flooding disaster declared by FEMA as DR-4145.
Current stream gage data is gathered from the Internet utilizing a number of
existing gages operated by the Colorado Division of Water Resources.While
these systems do assist in providing the County with river flow information,the
time steps of each existing station is roughly one hour,meaning that information
is not typically relayed back to the County until one hour after the gage has
performed the reading.This is not sufficient to the citizens of Weld County living
within a flood hazard area because this does not provide a sufficient amount of
time to evacuate to safety in a flood disaster situation.
All mitigation actions performed will provide a level of protection in line with the
goals of the NOAA 2012 National Weather Service Flood Warning Manual.In
order to ensure that the citizens of Weld County will be provided with a higher
level of safety,a total of four additional radio telemetry stream gages will be
installed along the major rivers and confluences in the southwest portion of the
County.This area contains the second highest number of person per square
mile within the County and contains the Carbon Valley area,as well as a
number of the County's local government offices and buildings The early
warning stream gages will assist in providing the National Weather Service with
more accurate and up-to-date data than the current gages being used.The four
stream gages will be placed in new locations identified by Weld County as
'critical access points into the County allowing the local emergency service
officials ample time to evacuate at-risk populations.Weld County will utilize the
current base station to collect and disseminate all of the data collected to
emergency managers,public works employees,the National Weather Service,
and the general public

Benefit Cost Analysis

Subject:Weld County Flood Alert and Warning Gauges
Weld County respectfully seeks funding from the Building Resilient Infrastructure and
Communities(BRIC)Grant Program to help purchase and install flood warning gauges in the event
of a flooding event in Weld County.
As a sub-application being submitted under the 5%initiative funding,it is not required to
demonstrate cost-effectiveness by an analysis using FEMA's BCA Toolkit. However,a narrative
statement which explains how the project could be considered cost-effective is still a general
eligibility requirement.This narrative fulfills this requirement.
By installing warning gauges at these sites,the county will be able to expand on the current ability
to serve the community and remain resilient in the face of potential natural disasters.This project
will preemptively reduce risk with the potential to save many lives.Proactive mitigation will help
reduce the cost of disaster response and recovery to the community and its property owners by
protecting critical community facilities,reducing liability exposure,and minimizing overall
community impacts and disruption.The Weld County planning area has been affected by hazards
in the past and is thus committed to reducing future disaster impacts and maintaining eligibility for
federal funding.Weld County also expects the impacts of flooding to change with the inundation
of additional housing and infrastructure growth.The additional gauges will allow for more warning
to areas that may not have flooded in the past.
The total project cost for materials and installation is estimated at$49,380.
The floodgauges will be installed at several key critical infrastructure locations,including:

The Flood Waming Gauges BCA methodology assumes that the purpose ofthe flood gauges is to keep
River levels monitored and alerts and warning notifications sent to protect lives and property and to
prevent the impact on the lost revenue to communities impacted.
The total population served by these flood gauges is:
Location#1:Population 6873 with 6.6%(453)speaking French and Spanish,7%(481)living below poverty
levels,16%(1009)living with a disability,and 20.5%(1409)above the age of 65.Tracts:20.10&21.05/3.

The primary purpose ofthe flood gauges is for continuity of operations for the emergency operations
center,health department,and most importantly health and safety.The current BCA Tool places are
valuation of prevented casualties as:
• $6.6 million for a fatality
• $5,032,000 fora critical injury
• $1,237,000 fora severe injury
• $379,000 for a serious injury
• $102,000 for a moderate injury
• $13,000 for a treat and release injury
Hypothetically,if 10%of the above affected populations had moderate injuries the cost would
exceed$421M.Two fatalities would result in over$13M.Versus cost of the project$49,380.
Using these values,having flood warning gauges generate enough life safety benefits if it prevented
one serious and one moderate injury over its project useful life,which is 19 years according to the
HMA Guidance.It is reasonable to assume that flood warning gauges shall provide servicing for 30
thousand people which could be used multiple times each year will provide these benefits over a
19-year period.
