Ashley, Billings, and Moser: SUBJECT: Stepparent Review: Weld County Department of Social Services The Department has completed its intense review of Stepparent, Aid to Dependent Children cases, and herewith provides a report. Under the Federal-State rules of the Aid to Dependent Children, stepparents are not legally required to provide financial support for their stepchildren. Assuming the natural father is not supporting, the mother may claim ADC bene- fits for the children of the prior marriage. (She is not eligible for any benefits for herself.) Medicaid coverage is alsoprovided for the children receiving ADC benefits. This Department's review covered three-months ' time. Mr. Huffman, Resource Investigator, and Public Assistance staff reviewed every stepparent case. Parents were interviewed wherever possible. Some did not respond to the re- quest for interview. In order to give the family every opportunity to do so, the Department mailed four separate letters and notices to some families in an effort to discuss the situation. A recent ruling by the State Board of Social Services and their approval of a Stepparent support form has assisted the county in requiring more step- parent involvement. The purpose of this effort is simply to make sure that the Stepparent, or natural father if we can find him, is providing financial support, if pos— sible, and to clarify and review the financial situation in the family as it affects the ADC children. Ashley, Billings, anc Moser STEPPARENT REVIEW July 15, 1974 April, 1974 - Stepparent Caseload (families) 207 Of the 207 reviewed: Family situation remained as before (Stepfather unable or unwilling to provide more support) 125 Stepfathers agreeing to provide more support after contacts 42 Families withdrawing from the program after contacts 27 Families discontinued from the program - refused to discuss with Department 13 • TOTAL 207 Stepparent Families Remaining after Review 167 • If the Stepparent financial support, as agreed upon, is consistent, the Department can expect savings of approximately $5,500.00 per month or about $66,000.00 per year.
