WELD COUNTY, COLORADO
MONDAY, APRIL 3, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 3, 2023, at the hour of 9:00 a.m.
Ei ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Scott K. James
Commissioner Kevin D. Ross
Commissioner Lori Saine - EXCUSED
Also present:
County Attorney, Bruce Barker

El MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of March 20, 2023, as printed. Commissioner Ross seconded the motion, and it
carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed.
Commissioner James seconded the motion, and it carried unanimously.
• COMMISSIONER COORDINATOR REPORTS: There were no reports.
t l PROCLAMATIONS:
1) WEEK OF THE YOUNG CHILD - APRIL 1-7, 2023: Chair Freeman read the proclamation for the
record. In turn, each Commissioner expressed their gratitude for the work that has been accomplished,
and stressed the importance of early education to help children get a head start in life. (Clerk's Note: The
group gathered for a photo opportunity.)
• 2) NATIONAL PUBLIC HEALTH WEEK — APRIL 3-9, 2023: Chair Freeman read the proclamation
for the record. Jason Chessher, Director of the Department of Public Health and Environment, expressed
appreciation for the recognition from the Board. In turn, each Commissioner expressed their gratitude for
the staff who continued to do their jobs during the huge COVID-19 challenges, and commended their
strong leadership team for the value they added to the lives of the citizens of Weld County. (Clerk's Note:
The group gathered for a photo opportunity and staff introduced themselves for the record.)

3) FAIR HOUSING MONTH - APRIL 2023: Chair Freeman read the proclamation for the record.
Cynthia Martin, Community Development Block Grant (CDBG) Analyst, commented the Federal and
State Housing and Urban Development (HUD) programs have been working for many years to inform
people of their rights to obtain fair housing, and thanked the Board for the opportunity to be recognized.

ClWARRANTS:
1) GENERAL WARRANTS - MARCH 31, 2023: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously.
El BIDS:
1) APPROVE BID #B2300017, 4 AXLE HEAVY HAUL TRACTOR TRUCK (QTY 1) - DEPARTMENTS
OF PUBLIC WORKS AND FLEET SERVICES: Rose Everett, Purchasing Department, stated staff
recommends selecting the lowest bidder who met specifications, Transwest Truck Tailer RV, for a total
amount of $209,601.00. Commissioner Ross moved to approve said bid. The motion was seconded by
Commissioner James, and it carried unanimously.
El 2) APPROVE BID #B2300078, JAIL VINYL COMPOSITE (VCT) FLOORING REPLACEMENT -
FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated staff recommends
selecting the lowest bidder who met specifications, Front Range Commercial Flooring, LLC, for a total
amount of $31,711.00. Commissioner James moved to approve said bid. The motion was seconded by
Commissioner Buck, and it carried unanimously.
3) APPROVE BID #B2300083, HEATING, VENTILATION, AND COOLING (HVAC) BELTS -
FACILITIES DEPARTMENT: Ms. Geisert stated staff recommends selecting the lowest bidder who met
specifications, PureMaxx, LLC, for the total amounts listed in their bid response, and noted parts will be
ordered on an as -needed basis throughout the year. Commissioner Buck moved to approve said bid.
The motion was seconded by Commissioner James, and it carried unanimously.
4) APPROVE BID #B2300084, HEATING, VENTILATION, AND COOLING (HVAC) FILTERS -
FACILITIES DEPARTMENT: Ms. Everett stated staff recommends selecting the lowest bidder who met
specifications, Scan Air Filters, Inc., for the total amounts listed in their bid response, and noted parts will
be ordered on an as -needed basis throughout the year. Commissioner James moved to approve said
bid. The motion was seconded by Commissioner Buck, and it carried unanimously.
5) PRESENT BID #B2300085, DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS
EMERGENCY CALL CENTER EXPANSION DESIGN AND ENGINEERING SERVICES - FACILITIES
DEPARTMENT: Ms. Geisert stated five (5) bids were received and staff will make a recommendation on
April 17, 2023.
NEW BUSINESS:
1) CONSIDER DELAY OF TEMPORARY CLOSURE OF CR 94 BETWEEN CRS 39 AND 41:
Amy Mutchie, Department of Public Works, stated this closure was previously approved by the board on
Wednesday, March 22, 2023, for an irrigation culvert replacement that was originally scheduled to begin
on March 27, 2023, and go through March 31, 2023. However, due to inclement weather, the Department
of Public Works was not able to begin on time and is asking for a delay in the closure to begin April 3,
2023, and go through April 7, 2023. Commissioner James moved to approve said temporary closure
delay. The motion was seconded by Commissioner Ross, and it carried unanimously.

2) CONSIDER TEMPORARY CLOSURE OF CRS 74 AND 33 INTERSECTION: Ms. Mutchie stated
this closure will begin on April 17, 2023, and go through August 14, 2023, for the roundabout construction.
She stated the detour route is paved, local access will be accommodated, message boards will be placed
in advance, and press releases will be current throughout the closure. Commissioner Ross asked to
partner with the Colorado Department of Transportation (CDOT), and coordinate with Apple/Google
mapping systems to accommodate the detour. Commissioner Ross moved to approve said temporary
closure. The motion was seconded by Commissioner James, and it carried unanimously.
ti 3) CONSIDER INVOICE AND CONTRACT FOR TENT RENTALS FOR PIG AND CATTLE SHOW
RINGS FOR 2023 WELD COUNTY FAIR AND AUTHORIZE CHAIR TO SIGN - BOULDER TENT AND
EVENT RENTALS: Matthew Conroy, Assistant County Attorney, on behalf of Hannah Swanbom, Director
of the CSU Extension Office of Weld County, stated the total amount for two (2) show rings for this year's
County Fair is a total of $35,000.00. Commissioner James moved to approve said invoice and contract,
and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried
unanimously.
El 4) CONSIDER APPOINTMENT OF JASON CHESSHER AS WELD COUNTY HEALTH OFFICER:
Bruce Barker, County Attorney, stated when Jason Chessher was appointed as the Director of the
Department of Public Health and Environment, the Weld County Health Officer role should have been
included on that Resolution, but was missed. He further stated there are a number of State Statutes that
require this action, as well as a few places in Chapter 14 of the Weld County Code. Commissioner Ross
moved to approve said appointment. The motion was seconded by Commissioner Buck, and it carried
unanimously.
• 5) CONSIDER APPOINTMENTS OF PRIVACY OFFICERS UNDER HEALTH INSURANCE
PORTABILITY AND ACCOUNTABILITY ACT (HIPAA) AND SECTION 3-15 OF THE WELD COUNTY
CODE: Mr. Barker stated this is an annual appointment of privacy officers under HIPAA for personal or
medical information record files covering several departments in the County. Commissioner James
moved to approve said appointments. The motion was seconded by Commissioner Buck, and it carried
unanimously.
• PLANNING:
1) CONSIDER TERMINATION OF ROAD MAINTENANCE IMPROVEMENTS AGREEMENT FOR 1041
WELD OIL AND GAS LOCATION ASSESSMENT PERMIT, 1041 WOGLA20-0070 COMPREHENSIVE
DEVELOPMENT PLAN - HIGHPOINT OPERATING CORPORATION: Jazmyn Trujillo -Martinez,
Department of Planning Services, requested the termination of the Road Maintenance Agreement, as a
result of the expiration of 1041 WOGLA20-0070 Comprehensive Development Plan, dated September
19, 2022. She stated Highpoint Operating Corporation was notified of the expiration on March 7, 2023,
by the Department of Oil and Gas Energy. Commissioner James moved to approve said termination. The
motion was seconded by Commissioner Ross, and it carried unanimously.
• PUBLIC COMMENT: There was no public comment.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:24 a.m.
