HomeMy WebLinkAbout20230886.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, MARCH 29, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 29, 2023, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James - EXCUSED Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County Commissioners meeting of March 15, 2023, as printed. Commissioner Buck seconded the motion, and it carried unanimously. IE AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried unanimously. WARRANTS: 1) GENERAL WARRANTS - MARCH 28, 2023: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion and it carried unanimously. IE BIDS: 1) APPROVE BID #B2300013, TANDEM AXEL TRUCK TRACTOR - WET KIT (QTY 3) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Rose Everett, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, Transwest Truck Trailer RV, at $149,888.00 each, for a total amount of $449,664.00. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. Minutes, Wednesday, March 29, 2023 Page 1 2023-0886 BC0016 2) APPROVE BID #62300014, TANDEM AXEL 8 -TON FULL TILT TRAILER (QTY 1) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the lowest bidder who met specifications, Power Equipment Company, for a total amount of $25,959.00. In response to Commissioner Saine, David Springer, Director of Fleet Services, explained why the options lower in cost did not fit the specifications. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) APPROVE BID #B2300015, TANDEM AXEL TRUCK TRACTOR - WET KIT (QTY 1) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the lowest bidder who met specifications, Transwest Truck Trailer RV, for a total amount of $177,927.00. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried unanimously. El 4) APPROVE BID #B2300016, BELLY DUMP TRAILERS (QTY 9) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the lowest bidder who met specifications, Transwest Trailer, for $49,849.00 each, for a total $448,641.00. Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck. Commissioner Saine stated she would like to see bid specifications when it comes to the selection process to offer clarity. After discussion, a roll call vote of three (3) to one (1), the motion carried with Commissioner Saine opposed. El 5) PRESENT BID #B2300058, SURFACE GRAVEL SUPPLY - DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated one (1) bid was received and staff will make a recommendation on April 12, 2023. 6) PRESENT BID #B2300080, PLAZA WEST, DEPARTMENT OF PUBLIC WORKS BUILDING, AND SOUTHWEST SERVICE CENTER (DEL CAMINO) INTERMEDIATE DISTRIBUTION FRAME (IDF) AIR CONDITIONING (AC) PROJECT - FACILITIES DEPARTMENT: Carolyn Geisert, Purchasing Department, stated two (2) bids were received and staff will make a recommendation on April 12, 2023. e NEW BUSINESS: 1) CONSIDER TEMPORARY CLOSURE OF CR 41 BETWEEN CRS 76 AND 78: Amy Mutchie, Department of Public Works, stated this closure will begin on April 3, 2023, and go through April 7, 2023, for the replacement and upgrade of an irrigation culvert. She further stated the detour route has both paved and gravel sections, with water used for dust control. Commissioner Ross moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) FINAL READING OF CODE ORDINANCE #2023-04, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 2 ADMINISTRATION AND CHAPTER 5 REVENUE AND FINANCE OF THE WELD COUNTY CODE (MISCELLANEOUS PURCHASING POLICY): Commissioner Ross moved to read Code Ordinance #2023-04, by title only. The motion was seconded by Commissioner Saine, and it carried unanimously. Bruce Barker, County Attorney, read the title for the record. Cheryl Pattelli, Chief Financial Officer, stated there have been no changes since Second Reading. No public testimony was offered concerning this matter. Commissioner Ross moved to approve Code Ordinance #2023-04 on Final Reading. The motion was seconded by Commissioner Buck, and it carried unanimously. Ei PUBLIC COMMENT: There was no public comment offered. Code Ordinance #2023-04 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:12 a.m. These Minutes were approved on the 12th day of April, 2023.
