Following up from the EJ work session on 2/13, Public Works recommends submitting a Tier 1 application for development of a countywide Environmental Justice Plan. The project estimate is approximately $200,000, so the grant request would be $100,000. DOLA requires a 50/50 match on plan applications. For the Tier II application, we recommend applying for $1,000,000 for the materials cost to reconstruct Weld County Road (WCR) 77 from SH 14 to CR 100. The total construction budget is estimated to be $3,198,660. WCR 77 reconstruction is anticipated to begin in July with completion before the end of 2023. Options for the board: 1. Put the DOLA applications on the BOCC agenda before April 1. 2. Recommend other projects. 3. Submit either a Tier I or Tier II application only. Planning applications require a 50/50 match, so Weld County would commit $100,000 for a $200,000 total project cost. The intent being to contract through a competitive bid process this planning effort. The second application is a Tier 2 - $1,000,000 application for the materials to reconstruct Weld County Road (WCR) 77 from SH 14 to CR 100. The total construction budget is estimated to be $3,198,660. Construction is anticipated to begin in July with completion before the end of 2023. Due to the limited amount of available transportation options, this roads sees the majority of heavy truck traffic between Wyoming and Denver and therefore is in need of repair due to the rapid level of deterioration. f. (1,000 character limit) Weld County requests energy, mineral, and impact funding to assist with the full depth reconstruction (FDR) of approximately five (5) miles of Weld County Road 77 from CO 14 north to WCR 100. Weld County Public Works crews will mill of the existing asphalt to a depth suitable for mixing cement treated base (CTB) into the subgrade. The CTB will reinforce the substructure to strengthen the foundation for the asphalt to sustain the heavy duty truck traffic. Last, Public Works will pave the roadway with 6" of polymer asphalt. (500 character limit) Weld County is the #1 oil and gas producing county in the State of Colorado and therefore by default is the most impacted county. The majority of the county's traffic impacts directly result from heavy truck traffic related to the oil and gas industry. For this arterial corridor, the annual average daily traffic is 726 vehicles per day with 40% being trucks. The average speed of traffic is 71 miles per hour, which speaks to the importance of this remote north/south road. a J. RESILIENCY CRITERIA The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. By bringing resiliency considerations into project planning and implementation, projects should be better poised to benefit a number of sectors (economy, health, infrastructure, etc.), minimize long-term risks, and anticipate or be better prepared to respond to changing conditions faced by Colorado communities. For clarification or further guidance on how the Resiliency Criteria can be incorporated into projects, visit the Resiliency Prioritization Criteria section of the Colorado Resiliency Playbook. The Colorado Resiliency Framework site can also be used to develop a focused approach to incorporate these measures into all, or most projects. (500 character limit) As long as O&tG drilling occurs in Weld County, we envision an energy impact program partnership with the State. We are the 3rd largest county at 4.000 sq. miles with one of the highest amounts of lane miles to maintain. As the #1 energy impacted county, we are always evaluating how our HRP program can be adapted to address both current and future climate, social, r economic priorities to ensure the most holistically responsible projects possible. e.
