WEDNESDAY, MARCH 15, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 15, 2023, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County
Commissioners meeting of March 1, 2023, as printed. Commissioner Buck seconded the motion, and it
carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of
Hearings conducted on March 1, 2023, as follows: 1) Change in Boundary Lines of Commissioner
Districts in Weld County, 2) PCSC22-0010 — Paul Page, 3) PCSC22-0013 - Scott and Kristen Fisher,
4) ZPSF22-0004 — Janssen Farms, LLC, do SunShare, LLC, dba Grizzly Solar, LLC, 5) USR22-0031 -
Brenda Hart, and 6) COZ22-0013 - Sasaki Family Holdings, LLC, c/o NGL Water Solutions DJ, LLC.
Commissioner James seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Ross seconded the motion and it carried unanimously.
• WARRANTS:
1) GENERAL WARRANTS - MARCH 14, 2023: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner James seconded the motion and it carried unanimously.

• BIDS:
1) APPROVE BID #2300041, SENIOR NUTRITION PROGRAM MEAL DELIVERY - DEPARTMENT OF
HUMAN SERVICES: Carolyn Geisert, Purchasing Department, stated staff and the Area Agency on
Aging Advisory Board (AAA) recommends selecting the sole bidder who met specifications, Commission
Now, LLC, dba The Greeley Gopher. Commissioner Saine moved to approve said bid. The motion was
seconded by Commissioner Buck, and it carried unanimously.
• 2) APPROVE BID #2300042, OLDER AMERICANS ACT (OAA) PROVIDER GRANT
APPLICATION FUNDS - DEPARTMENT OF HUMAN SERVICES: Ms. Geisert reviewed the responses
received through the Request for Proposal (RFP) process, reciting each of the vendors for the record,
and stated staff recommends selecting all five (5) vendors, as they each met specifications, and all had
been awarded contracts in 2019 and performed satisfactorily. Commissioner Saine moved to approve
said bid, per staff's recommendation. The motion was seconded by Commissioner Buck, and it carried
unanimously.
3) APPROVE BID #B2300003, WALK BEHIND COMPACTOR VIBRATORY TRENCH ROLLER
(QTY 1) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Rose Everett, Purchasing
Department, alongside David Springer, Director of Fleet Services, stated staff recommends selecting the
lowest bidder who met specifications, Riverbend Equipment, for a total amount of $34,680.00.
Commissioner Saine moved to approve said bid. The motion was seconded by Commissioner Ross, and
it carried unanimously.
El 4) APPROVE BID #B2300004, ARTICULATING WHEEL LOADER (QTY 1) - DEPARTMENTS OF
PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the lowest
bidder who met specifications, Power Equipment Company, for a total amount of $268,438.00.
Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and
it carried unanimously.
• 5) APPROVE BID #B2300005, 20 -TON SINGLE DRUM VIBRATORY ROLLER (QTY 1) -
DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends
selecting the lowest bidder who met specifications, Southwest JCB, for a total amount of $210,730.00.
Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and
it carried unanimously.
El 6) APPROVE BID #B2300006, 29 -TON PNEUMATIC TIRE ROLLER COMPACTOR (QTY 1) -
DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends
selecting the lowest bidder who met specifications, Southwest JCB, for a total amount of $199,966.00.
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James,
and it carried unanimously.
7) APPROVE BID #B2300007, MOTORGRADERS (QTY 5) - DEPARTMENTS OF PUBLIC
WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the second lowest
bidder who met specifications, 4 Rivers Equipment, LLC, for five (5) 2023 John Deere 722GP at
$382,981.75 each, for a total amount of $1,914,908.75. Commissioner James moved to approve said
bid. The motion was seconded by Commissioner Ross, and it carried unanimously.
• 8) APPROVE BID #B2300008, 80 -FOOT FOLDING CONVEYOR (QTY 1) - DEPARTMENTS OF
PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the lowest
bidder who met specifications, Wagner Equipment Company, for a total amount of $108,299.00.

Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and
it carried unanimously.
• 9) APPROVE BID #62300009, ROAD BROOM SWEEPER (QTY 1) - DEPARTMENTS OF PUBLIC
WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends rejecting this bid, as there was
only one (1) response, which did not meet specifications, and staff will re -bid this item in the future.
Commissioner Buck moved to reject said bid, per staff's recommendation. The motion was seconded by
Commissioner James, and it carried unanimously.
• 10) APPROVE BID #62300010, ARTICULATING WHEEL LOADER (QTY 1) - DEPARTMENTS
OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends selecting the lowest
bidder who met specifications, Power Equipment Company, for a total amount of $414,098.00.
Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner Buck, and
it carried unanimously.
• 11) APPROVE BID #B2300011, TOWABLE PORTABLE AIR COMPRESSOR (QTY 1) -
DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated staff recommends
selecting the lowest bidder who met specifications, Southwest JCB, for a total amount of $28,750.00.
Commissioner Ross commended staff for working diligently to capture and review bid specifications, and
further moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried
unanimously.
• 12) APPROVE BID #62300071, DIGITAL SIGN PRINTER, PLOTTER AND LAMINATOR -
DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated staff recommends selecting the lowest bidder
who met specifications, Grimco, Inc., for a total amount of $34,663.05, which is below the budgeted
amount of $78,000.00. Commissioner Buck moved to approve said bid. The motion was seconded by
Commissioner Ross, and it carried unanimously.
• 13) APPROVE BID #B2300072, 2023 TREE TRIMMING AND TREE REMOVAL MAINTENANCE
CONTRACT - DEPARTMENT OF PUBLIC WORKS: Ms. Everett stated staff recommends selecting the
lowest bidder who met specifications, American Arborist, for a total budgeted amount of $240,750.00.
She further stated this is a one-year contract with the possibility of two (2) additional one-year extensions.
Commissioner Ross moved to approve said bid. The motion was seconded by Commissioner James,
and it carried unanimously.
14) PRESENT BID #B2300013, TANDEM AXEL TRUCK TRACTOR - WET KIT (QTY 3) -
DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated two (2) bids were
received and staff will make a recommendation on March 29, 2023.
• 15) PRESENT BID #B2300014, TANDEM AXEL 8 -TON FULL TILT TRAILER (QTY 1) -
DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated seven (7) bids were
received and staff will make a recommendation on March 29, 2023. (Clerk's Note: The audio reflects
incorrect bid information. What was stated on record is for item #16.)
El 16) PRESENT BID #B2300015, TANDEM AXEL TRUCK TRACTOR - WET KIT (QTY 1) -
DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Ms. Everett stated two (2) bids were
received and staff will make a recommendation on March 29, 2023. (Clerk's Note: The audio reflects
incorrect bid information. What was stated on record is for item #17.)

El 17) PRESENT BID #B2300016, BELLY DUMP TRAILERS (QTY 9) - DEPARTMENTS OF PUBLIC
WORKS AND FLEET SERVICES: Ms. Everett stated nine (9) bids were received and staff will make a
recommendation on March 29, 2023.
El NEW BUSINESS:
1) CONSIDER CONTRACT ID #6734 STANDARD MEMBERSHIP AGREEMENT TEMPLATE AND
AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO SIGN ANY AGREEMENT CONSISTENT
WITH SAID TEMPLATE — NORTHERN COLORADO CONTINUUM OF CARE: Jamie Ulrich, Director of
the Department of Human Services, stated this membership agreement is with Northern Colorado
Continuum of Care, and their request is to delegate authority to herself to sign future agreements that
allow her to assign voting membership to Karin Krandal. Commissioner Buck moved to approve said
agreement template and authorize the Director of the Department of Human Services to sign any
agreement consistent with said agreement template. The motion was seconded by Commissioner James,
and it carried unanimously.
2) CONSIDER CONTRACT ID #6737 FOUR-YEAR PLAN FOR AREA AGENCY ON AGING
(TITLE III AND VII) FOR FEDERAL FISCAL YEARS 2024-2027 AND AUTHORIZE DEPARTMENT OF
HUMAN SERVICES TO SUBMIT ELECTRONICALLY: Ms. Ulrich stated this is a plan that is submitted
every four (4) years to identify priorities and objectives within the AAA division. In response to
Commissioner Buck, Ms. Ulrich confirmed the federal funding is about the same as years prior.
Commissioner Buck moved to approve said four-year plan and authorize the Department of Human
Services to submit electronically. Seconded by Commissioner James, the motion carried unanimously.
3) CONSIDER CONTRACT ID #6739 ADDENDUM TO CONTRACT FOR YOUTH AT -RISK OF
HOMELESSNESS (YARH) SUMMATIVE EVALUATION AND PARTICIPATION COMPARISON OF
PATHWAYS TO SUCCESS GRANT PROJECT AND AUTHORIZE CHAIR TO SIGN - CENTER FOR
POLICY RESEARCH: Ms. Ulrich stated this allows for the current CHAFEE Program for foster youth
ages 14-24, to be a site comparable to the Pathways for Success Program, and provides funding for
evaluation. Commissioner James moved to approve said addendum and authorize the Chair to sign. The
motion, which was seconded by Commissioner Buck, carried unanimously.
4) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 72 BETWEEN CRS 47 AND 49:
Amy Mutchie, Department of Public Works, stated this closure will need to be extended for an additional
two (2) weeks until April 14, 2023, due to the inclement weather that was experienced, which delayed
the project. Commissioner Ross moved to approve said extension of temporary closure. The motion was
seconded by Commissioner Buck, and it carried unanimously.
El 5) SECOND READING OF CODE ORDINANCE #2023-04, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 2 ADMINISTRATION AND CHAPTER 5 REVENUE
AND FINANCE OF THE WELD COUNTY CODE (MISCELLANEOUS PURCHASING POLICY):
Commissioner Ross moved to read Code Ordinance #2023-04, by title only. The motion was seconded
by Commissioner Buck, and it carried unanimously. Bruce Barker, County Attorney, read the title for the
record. Cheryl Pattelli, Chief Financial Officer, stated there have been no changes since First Reading,
and reviewed the proposed changes for the record. No public testimony was offered concerning this
matter. Commissioner James moved to approve Code Ordinance #2023-04 on Second Reading. The
motion was seconded by Commissioner Ross, and it carried unanimously.

PUBLIC COMMENT: There was no public comment offered.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2023-04 was approved on Second Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:20 a.m.
