Dear Mayor Mills:
As you know, your municipality is NOT included in our Urban County designation in accordance with the
U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program. In
accordance with our re -qualification process for fiscal years 2024-2026, HUD requires us to also contact our
existing entitlement municipalities within Weld County to see ifyou wish to dissolve or merge your program
with Weld County's CDBG Program?
The purpose of this letter is to determine if Brighton wants to continue with its current CDBG designation?
Weld County has no expectation of Brighton to dissolve its program, we just need awritten response, email is
satisfactory, that you wish to continue operating your CDBG program and do not want to dissolve to be
included in Weld County's CDBG program.
Of course, if Brighton wishes to be included in the Urban County designation, HUD requires an
intergovernmental agreement (IGA), called a Cooperation Agreement, to be made with Weld County. We can
further discuss this option at your convenience, should the need arise.
If you could respond, by email, to Elizabeth Relford no later than Friday, August 11th, I would greatly
appreciate it. You can reach her at erelford@weld.gov ifyou wish to continue with your current designation
