The Weld County Board of Health met on August 22, 2023, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft Teams.
Those present included:
Board Members: Doug Printz, Anthony Gallardo, Michael Wailes, Bree Lukens, Linda Kautz, and
Jeff Reck.
Others: Katie Sall and Lauren Light from Environmental Health, Jason Chessher, Executive
Director, Weld County Department of Public Health & Environment, Kelly Martinez, Public Health
Communication Manager Health Education and Dr. Annareli Morales, Ph.D., Air Quality Policy
Analyst, Weld County Department of Public Health, and Environment.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Linda Kautz to approve the
agenda. Doug Printz seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the July 25, 2023, meeting. A motion was made to approve by
Linda Kautz and Doug Printz seconded the motion and the motion was carried unanimously.
ADMINISTRATIVE REPORT: Jason Chessher reported the Strategic Planning requested the
access to medical mobile unit to serve our community that is not able to come into the clinic and to be
able to provide our services. In addition, we currently have a small pile of inexpensive antibiotics in
case of any outbreak, antibiotics are about the expire and we are in the process to re -stock them.
Lastly, new RSV vaccine was approved for folds over 60 years old.

public comment or concerns were received. Environmental Health recommends approval.

Kelly Martinez, Public Health Communication Manager, Hearth of Weld County
Coordinator, Weld County Department of Public Health, and Environment - Kelly talked
about the National DPP lifestyle program.
This is a free program offered to Weld County employees only, hoping to expand it to be available to
the general community in different languages.
The National DPP lifestyle change program is an intensive lifestyle change program that helps
participants make healthy lifestyle changes to reduce their risk of type 2 diabetes. This evidence -
based program is delivered by a trained lifestyle coach and includes 16 weekly sessions followed by
monthly maintenance sessions.
The goal for participants is a 5 percent body weight loss and 150 minutes of weekly physical activity.
The CDC provides oversight and quality assurance for all National DPP lifestyle change program.
About 42 employees have signed up. Prediabetes facts: 30+ million Americans have diabetes. One
out of every 3 adults have prediabetes, and 90% do not even know it. Prediabetes occurs when blood
glucose levels are higher than normal but have not reached the levels needed from a diagnosis of
diabetes. If prediabetes is not addressed, it may develop into type 2 diabetes. With this program we
can help control health insurance and workers compensation costs by preventing type 2 diabetes —
People with diabetes have medical expenses that are approximately 2.3 times higher that the
medical expenses of people without diabetes.
In the general population, the average total medical expense incurred by people with diabetes is
$16,750 per year. Lost productivity — Diabetes -related lost productivity costs the US roughly $90
billion per year. Employers experience lost productivity in many forms including: Time Off
employees with diabetes may need to take time off work to deal with health issues.

Higher turnover rates employees with diabetes may need to stop working due to serious health
complications and disability. Reduced morale a sick workforce is not as energized and productive as
a healthy workforce.
Employees are at risk for diabetes if they are 40yrs of age or older, have a BMI that is categorized as
overweight or obese, have a history of gestational diabetes, have family history of type 2 diabetes,
have certain medical conditions like high blood pressure, have a sedentary lifestyle.
Dr. Annareli Morales, Ph.D., Air Quality Policy Analyst, Weld County Department of
Public Health, and Environment - Dr. Annareli Morales talked about Air Quality in a day-
by-day activity.
Public Health & Environment has an air monitoring network to measure ozone and other air
pollutants. These sites add to the State's network by filling in data gaps in rural Weld County.
Outdoor air pollution impacts everyone and everything that breathes. Short-term exposure to air
pollution can cause coughing, wheezing/difficulty breathing, irritation to eyes, nose, and throat,
headache, dizziness, and fatigue. Long-term exposure can cause respiratory diseases (asthma,
emphysema), cardiovascular damage, harm to liver, spleen, and blood, nervous system damage,
cancer, birth defects and death.
We are active in regulatory and policy development, working closely with CDPHE and the Regional
Air Quality Council (RAQC)
Some of the air pollutants monitored by EPA and CDPHE include Air toxics Benzene,
Perchloroethylene, Methylene Chloride, Carbon monoxide - released when something is burned
(recedes oxygen transported in the blood stream to critical organs. Concern for people with some
types of heart disease.), Nitrogen dioxide - burning of fossil fuels (impacts respiratory system &
cardiovascular system specially the elderly those with lung disease and children.) Particulate matter
directly emitted by source, produced through chemical reactions (mixture of solid particles and liquid
droplets. Fine particles pose greatest risk to health) Ozone - produced through chemical reactions
(ozone is "bad" in the lower atmosphere, but "good" in the upper atmosphere)

The Denver Metro/Northern Front Range is not meeting the EPA ozone standards (aka
nonattainment).
AQI color levels:
Green -Good -0 to 50
Yellow -Moderate -51 to 100
Orange -Unhealthy for sensitive groups — 101 to 150
Red -Unhealthy — 151 to 200
Purple -Very Unhealthy -201 to 300
Maroon -Hazardous — 301 and higher
8 ways to stay safe when air quality is poor are: Plan ahead for hazardous air quality, read local air
quality reports, use air cleaners, purifiers, and filters, limit outdoor work and exercise, wear a mask,
understand the effects on "sensitive groups, monitor your health, and minimize personal impact on
air quality.
