This certification is being submitted to the Atomic Energy Commission in accordance with the requirements of Section 401 (a) (1) of the Federal Water Pollution Control Act Amend- ments of 1972. St. Vrain Nuclear Power Plant, Colorado Department of Health's letter of July 30, 1973. Gentlemen: This letter will supplement my letter of July 30, 1973, which was basically confined to possible liquid radio-active discharges from the Ft, St. Vrain Power Plant. You are advised that with respect to all known liquid discharges from said Plant, the State of Colorado hereby certifies that any such discharges will comply with all applicable state water quality standards and state effluent limitations, and with any applicable provisions of the Federal Water Pollu- tion Control Act of 1972 Amendments. The State of Colorado further certifies that, to its knowledge, there are no applicable effluent limitations or other limitations under Sections 301 and 302, and that there are no applicable standards under Sections 306 and 307 of the Federal Water Pollution Control Act of 1972 Amendments. You are further :advised that it is the understanding of this Department that the conditions with respect to radio-active discharges set forth in my pre- vious letter of July 30, 1973, were based upon the voluntary agreement of Public Service Company of Colorado to comply with the limitations set forth therein.
