HomeMy WebLinkAbout20233421.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY,COLORADO MONDAY,NOVEMBER 27,2023 The Board of County Commissioners of Weld County,Colorado,met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building,Greeley,Colorado,November 27,2023,at the hour of 9:00 a.m. VI ROLL CALL:The meeting was called to order by the Chair and on roll call the following members were present,constituting a quorum of the members thereof: Commissioner Mike Freeman,Chair Commissioner Perry L.Buck,Pro-Tem Commissioner Scott K.James Commissioner Kevin D.Ross Commissioner Lori Saine Also present: Deputy County Attorney,Karin McDougal Acting Clerk to the Board,Houstan Aragon Chief Financial Officer,Cheryl Pattelli ft MINUTES:There being no corrections to the Minutes of the Board of County Commissioners meeting of November 13,2023,as printed,Commissioner Ross moved to approve.Commissioner Buck seconded the motion, and upon a roll call vote of four (4) to one (1), the motion carried, with Commissioner Saine opposed. ft AMENDMENTS TO AGENDA:There were no amendments to the agenda. En PRESENTATIONS: 1)LIFE SAVING AWARD,SHERIFF'S OFFICE-JAMES WOOD:Lieutenant Marcie,Sherriff's Office, introduced Sergeant Dan Black,who thanked the Commissioners for allowing Deputy James Wood to be honored with a Life Saving Award.Sergeant Black stated on October 23,2023,Deputy Wood was conducting a business check at the QuikTrip gas station located near Interstate 25(1-25)and State Highway(SH)119,where an individual attempted to cause self-harm due to an apparent mental health crisis,and the quick action of Deputy Wood to stop the individual from walking into on-coming traffic saved their life and allowed an opportunity for this person to receive the medical treatment needed. Deputy Wood stated he listened to his intuition and was able to act quickly to save a life. Each Commissioner,in turn,thanked Deputy Wood for listening to his instincts and taking immediate action to intervene in a mental health crisis.They further acknowledged that law enforcement and first responders are on the frontlines of the mental and behavioral health epidemic in this state and all over the United States.(Clerk's Note:The group gathered for a photo opportunity.) • CONSENT AGENDA:Commissioner James moved to approve the Consent Agenda,as printed. Commissioner Ross seconded the motion and it carried unanimously. Minutes,Monday,November 27,2023 2023-3421 1211% Page 1 BC0016 • BIDS: 1)PRESENT BID#B2300207,CUSTODIAL SERVICES FOR DEPARTMENT OF HUMAN SERVICES (BUILDINGS A,B,AND C)-FACILITIES DEPARTMENT:Toby Taylor,Purchasing Department,stated ten(10)bids were received and staff will make a recommendation on December 11,2023. • NEW BUSINESS: 1)CONSIDER CONTRACT ID#7636 AGREEMENT FOR TRANSITION DATA SHARING FOR CASE MANAGEMENT AGENCY(CMA) FUNCTIONS AND AUTHORIZE CHAIR TO SIGN: Jamie Ulrich, Director of the Department of Human Services,stated the agreement will allow for the transfer of data from the existing Case Management Agency to the Department of Human Services,who will assume the functions of the Case Management Agency beginning on March 1,2024.Commissioner Buck moved to approve said agreement and authorize Chair to sign.The motion was seconded by Commissioner Saine, and it carried unanimously. • 2)CONSIDER CONTRACT ID#7610 AMENDMENT#1 TO TASK ORDER CONTRACT FOR IMMUNIZATION CORE SERVICES PROGRAM AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY:Jason Chessher,Director of the Department of Public Health and Environment, stated this amendment is one-time funding to provide access to Covid-19 vaccines for individuals who are underinsured,or uninsured,in Weld County.Mr.Chessher stated the overall funding for this contract is in the amount of$108,000.00,with$96,012.00 specific to the amendment with the term of October 1, 2023,through September 30,2024.In response to Commissioner Saine,Mr.Chessher confirmed this amendment is additional funding to provide the stated services.Commissioner Saine moved to approve said amendment.The motion was seconded by Commissioner Buck,and it carried unanimously. • 3) CONSIDER CONTRACT ID #7579 CHANGE ORDER #3 TO AGREEMENT FOR BRIDGE 54/13A REPLACEMENT PROJECT(BID#B1900113)AND AUTHORIZE CHAIR TO SIGN- J-U-B ENGINEERS,INC.:Michael Bedell and Don Dunker,Department of Public Works,stated this change order is for the cost of additional design engineer services for the Bridge 54/13A replacement,to accommodate unforeseen changes that have occurred since the beginning of the design process. Commissioner Ross moved to approve said change order and authorize the Chair to sign.Seconded by Commissioner James,the motion carried unanimously. • 4)CONSIDER PROPOSAL SUBRECIPIENT COMMITMENT FORM FOR GRANT FUNDS FROM ARNOLD VENTURES,LLC,FOR PRETRIAL RELEASE DECISIONS,CONDITIONS,AND SERVICES RESEARCH PROJECT, AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF NORTHERN COLORADO(UNC):Doug Erler,Director of the Department of Justice Services,stated the University of Northern Colorado(UNC)and the Department of Justice Services are collaborating to apply for grant funding for pre-trial release decisions,supervision conditions,and services in Colorado.He explained the Subrecipient Commitment Form is an internal document sent by UNC to ensure Weld County as a sub-award entity.Mr.Erler indicated,should the proposal submission from UNC be accepted,Weld County will be compensated, in the amount of$15,500.00, for the department's time and efforts collaborating on the study, and would be paid in installments over the course of three(3)years. Commissioner Ross moved to approve said form and authorize Chair to sign. Seconded by Commissioner Buck,the motion carried unanimously. Minutes,Monday,November 27,2023 2023-3421 Page 2 BC0016 5)SECOND READING OF CODE ORDINANCE#2023-22,IN THE MATTER OF REPEALING AND REENACTING,WITH AMENDMENTS,CHAPTER 5 REVENUE AND FINANCE,AND CHAPTER 21 AREAS AND ACTIVITIES OF STATE INTEREST,OF THE WELD COUNTY CODE(ANNUAL FEES): Commissioner James moved to read Code Ordinance#2023-22 by title only.The motion was seconded by Commissioner Buck,and it carried unanimously.Karin McDougal,Deputy County Attorney,read the title for the record.Jennifer Oftelie,Budget Manager,stated the County reviews the departmental fees annually to ensure coverage of expenditures,and stated there is one(1)minor change to Appendix 5-J, which are fees for the Department of Planning Services to add Solar Facility back into the schedule.She clarified this is not a new fee,but was inadvertently left out from the First Reading.No public testimony was offered concerning this matter.Commissioner Ross moved to approve Code Ordinance#2023-22 on Second Reading,as amended.The motion was seconded by Commissioner Buck,and upon a roll call vote of four(4)to one(1),the motion carried,with Commissioner Saine opposed. PUBLIC COMMENT:No public comment offered. RESOLUTIONS AND ORDINANCES:The Resolutions were presented and signed as listed on the Consent Agenda.Code Ordinance#2023-22 was approved on Second Reading.
