SUBMIT ELECTRONICALLY - NORTH FRONT RANGE METROPOLITAN PLANNING
ORGANIZATION (NFRMPO)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Surface Transportation
Block Grant (STBG) Project Funds for the County Roads 13 and 50 Intersection Realignment
Project from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Works, and in partnership
with Larimer County, and the Town of Johnstown, to the North Front Range Metropolitan Planning
Organization (NFRMPO), with further terms and conditions being as stated in said application,
and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Surface Transportation Block Grant (STBG)
Project Funds for the County Roads 13 and 50 Intersection Realignment Project from the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Public Works, and in partnership with Larimer County, and the
Town of Johnstown, to the North Front Range Metropolitan Planning Organization (NFRMPO),
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Evan Pinkham, Department of Public
Works, be, and hereby is, authorized to electronically submit said application.

Brief description of the problem/issue:
North Front Range MPO has released their 2023 call for projects for the FY 2026-2027 funding cycles. Public
Works is requesting that the board approve applications for two projects to be submitted for STBG and CMAQ
funding. Below are the two projects, along with a short description of the improvements.
STBG — Application for realignment of WCR 13 at WCR 50 to move the southern leg of WCR 13 to the west to
match the northern leg of WCR 13. Will include aux. turn lanes on WCR 13 and WCR 50 at the intersection.
We are partnering with Johnstown and Larimer County on this project. Larimer County and Johnstown will
share their portion of the $33,929.36 in local match. Johnstown is looking to provide $1,109,506.82 in local
overmatch. Weld County will provide $1,414,866.82 in local match and overmatch. Our grant funding request is
for $1,632,177.00. Total project cost is estimated at $4,190,480.00.
CMAQ — Application to construct left turn lanes on all four legs of the intersection of SH 392 and WCR 37.
Construct deceleration lane for eastbound traffic that is turning south. Construct deceleration lane for
westbound traffic that is turning north. CDOT will manage the project. The CMAQ grant funding request is for
$2,000,000.00. Weld County will cover the entire local match. Total project cost is estimated at $4,059,220.00.
What options exist for the Board?
1. Allow Public Works to submit both projects for funding.
2. Select one project for Public Works to submit for funding.
3. Select neither of the projects for funding.
Consequences:
Weld County will miss out on grant funding opportunity if no applications are submitted.
Impacts:
Changes to the 2023 CIP will reflect the applications that are submitted for funding.

Recommendation:

This project will allow for better network connectivity, as WCR 13 is a parallel arterial to 1-25. Improvements to the WCR 13 corridor at this intersection
will have an impact on relieving traffic congestion on I-25 especially at peak travel times. Improvements to WCR 13 as a whole will improve its viability
as an alternative route for travelers going north or south in the region. This project will ensure that this alternative route is capable of handling higher
traffic volumes without significant decrease in safety. WCR 50 is parallel to SH 60, so improvements to WCR 50 will help to relieve congestion on SH 60.

include information related to the causes and severity of current and future congestion. To the extent
possible, describe congestion in terms of congestion related performance measures established within the
2050 RTP and the 2023 CMP
This project will address safety concerns at the intersection by adding turn lanes in all four directions. The turn lanes will
help to increase movement through the intersection by segregating turning vehicles from pass through vehicles. This
project will not increase capacity of the road by adding additional lanes of traffic, but will allow for existing lanes of traffic
to function more efficiently by moving traffic. These improvements will reduce delay, and increase safety at the
intersection. Relocating WCR 13 to match at the same location on the north and south side of WCR 50 will help to
improve safety at the intersection greatly. The auxiliary lanes will be designed to CDOT's standard which will allow for
adequate storage of vehicles, which will keep through traffic flowing efficiently. The intersection improvements will
support the performance measures in the 2050 RTP and the 2023 CMP. Specifically, the project will reduce emissions,
reduce peak hour delay, reduce number of fatal crashes, and increase travel time reliability. The project will also slightly
improve drive times for individuals utilizing WCR 13, by making it so that the vehicle does not have to enter on to WCR
50.

This project will implement safety improvements to the WCR 50 corridor by adding a separated turn lane in both
directions of WCR 50 as well as both directions of WCR 13. Included in these improvements will be improved access
management near the intersection, with the relocation or elimination of access points near the intersection. The
relocation of WCR 13 will in itself be a form of access management by removing a point of conflict on WCR 50. Also
included in the improvements are improved signage to warn drivers of the stop condition for north and southbound
traffic. Signage on WCR 50 will be improved by reducing the number of signs necessary by combining the intersection at
one location.
