RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING TEMPORARY
CLOSURE OF COUNTY ROADS 66 AND 41 INTERSECTION FOR APPROXIMATELY
FIVE (5) MONTHS, FOR NEW CULVERT INSTALLATION AND ROAD
CONSTRUCTION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, pursuant to said statute and upon the basis of traffic and personnel
investigations, the Board has determined that conditions exist which make it necessary to
temporarily close the Intersection of County Roads 66 and 41, to through traffic and to regulate,
warn and guide vehicular traffic by posting signs thereon, with said closure being effective
February 1, 2023, for approximately five (5) months for a new culvert installation and road
construction.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the Intersection of County Roads 66 and 41, be
temporarily closed, with said closure being effective February 1, 2023, for approximately five (5)
months for a new culvert installation and road construction, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.

Additionally, the contractor and Public Works wd oaordinale 002 the school district and emergency services to make sure
they are aware of the detour routes during the dc®ure:
The road closure wt red dt in the residents, school bus, and emergency services to take ahemate detour routes to get into
and out of the area. Once the road closure is to pea. there w0 be areas constructed for the traveling public and our
snowplows to turn around. Ad detours wg ha on paved roads in the area.
People west chi the intersection ail bs able to use CR 66 west to CR 39 then north to Hwy 392. At Hwy 392, they 00 be
able to go east or west. The out of d*edion travel for this detour is approximately 1.5 miles. There is one residence
within the project area that. be imparted.
People north the kftenection will be able to use CR 41 to haver north to Hwy 302. At Hwy 392, they will be able to go
east or west These Is one residence within the project area that will be impacted.
People east of the intersection will be able to use CR 66 to travel east to CR 43. At CR 43, they will be able to go north or
south. There are. residences wihin the project area that will be.
People south of the Intersection s0 be able to use CR 41 to travel south to CR 64. At CR 64, they may continue south to
Hwy 65, go east to CR 43, or go west to the Weld County Way. There are no residences within the project area.
Accommodations oO be made for residents to enter and exit Melt homes. Aocommoda9ons have also been made to
allow access totted.. and largos facia8ea within the project area. See the attached MHT far the detour routes.

Option 1: Allow the road closure b be placed on the 80CC agenda during the week of January 16, 2023.
