RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING EXTENSION OF
TEMPORARY CLOSURE OF TWO RIVERS PARKWAY BETWEEN COUNTY
ROADS 54 AND 378 FOR APPROXIMATELY AN ADDITIONAL THREE (3) WEEKS,
FOR UNANTICIPATED DELAYS DUE TO INCLEMENT WEATHER
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, on the 25th day of January, 2023, pursuant to said statute and upon the basis
of traffic and personnel investigations, the Board determined that conditions exist which made it
necessary to temporarily close Two Rivers Parkway, specifically between County Road 54 and
State Highway 60, to through traffic and to regulate, warn and guide vehicular traffic by posting
signs thereon, with said closure being effective February 21, 2023, for approximately four and a
half months, through July 1, 2023, for a culvert replacement, bridge rehabilitation, and road
construction, and
WHEREAS, on the 28th day of June, 2023, pursuant to said statute and upon the basis
of traffic and personnel investigations, the Board has determined that conditions exist which make
it necessary to extend said temporary closure of Two Rivers Parkway, specifically between
County Roads 54 and 378, with said extended closure being effective July 1, 2023, for
approximately an additional three (3) weeks through July 21, 2023, for unanticipated delays due
to inclement weather, and further, that standard official traffic control devices shall be erected at
said closure giving notice of the restrictions.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the closure of Two Rivers Parkway, specifically
between County Roads 54 and 378, be, and hereby is, extended, with said extended closure
being effective July 1, 2023, for approximately an additional three (3) weeks through July 21,
2023, for unanticipated delays due to inclement weather, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of June, A.D., 2023.

Weld County Public Works is requesting permission to amend and extend the closure of Two Rivers
Parkway through 7/21/23 to complete road construction delayed by weather. The original closure approved
on January 25`h was between Weld County Road 54 and State Highway 60 beginning 2/21/23 thru 7/1/23.
The closure limits will be amended to only include Two Rivers Parkway between CR 378 to CR 54.
