RE: ANNUAL MEETING AND 2024 BUDGET HEARING—WELD COUNTY BEEBE DRAW
LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 20,2023,at 9:00 a.m.,with the following present:
Commissioner Mike Freeman,Chair
Commissioner Perry L.Buck,Pro-Tem

Also present:

The following business was transacted:
• I hereby certify that pursuant to a notice dated December 6,2023,and duly published
December 8,2023,in the Greeley Tribune,the Annual Meeting of the Weld County Beebe Draw
Law Enforcement District Authority Board was held,and a public hearing was conducted to
consider the proposed 2024 Budget for the Weld County Beebe Draw Law Enforcement Authority
District.Jennifer Oftelie,Budget Manager,explained the purpose of this district is to provide
extraordinary patrol services by the Sheriff's Office,since the area is not annexed into another
governmental entity. The district is supported by 7.000 mills in property tax, and she
recommended approval of the budget,in the total revenue amount of$59,799.00,along with a
specific ownership tax revenue of$2,450.00,for a total of$62,249.00,which is up$15,737.00,
over the previous year for law enforcement services.
• No public testimony was offered concerning this matter.
• Commissioner James moved to approve the Resolution to Adopt the Budget,in the amount
of$62,249.00.The motion was seconded by Commissioner Ross,and it carried unanimously.
• Ms.Oftelie requested approval of the Resolution to appropriate receipt and expenditure of
the budgeted funds,in the amount of$62,249.00.Commissioner Ross moved to approve said
Resolution to Appropriate Sums of Money.The motion was seconded by Commissioner James,
and it carried unanimously.

El Ms.Oftelie requested approval to set the Mill Levy at 7.000 mills,for a total assessed value
of$8,542,670.00,as certified by the Weld County Assessor,which is up$2.2 Million over last
year,and will collect$59,799.00.Commissioner Ross moved to approve the Resolution to Set
the Mill Levy at 7.000 mills.The motion was seconded by Commissioner Buck,and it carried
unanimously.
El Ms.Oftelie requested approval of the Intergovernmental Agreement with the Sheriff's Office
to provide law enforcement services to the district area.Commissioner James moved to approve
said agreement and authorize the Chair to sign.The motion was seconded by Commissioner
Buck,and it carried unanimously.
There being no further discussion,the hearing was completed at 10:42 a.m.
This Certification was approved on the 3rd day of January,2024,by the newly nominated and
approved Board of Commissioners for 2024.
