Appropoa to questions that arose in our Monday morning meeting regarding the new \
welfare department building, i learned the following:
1. Tenants are asked to be relocated by June 20. However, 30 days would allow
them, if necessary, to remain on the premises until approximately July O. Mr.
Hoc and the county would like to begin preparation of the building site for
the first week of July.
2. A common written notice was provided by Mr. Jim Smith and Mr. Dave Bart to
all tenants on or about June S. Both Mr. Bart and Mr. Smith retain ownership
of the property until closing on or about July S. Since specific ownership
of the property and contents remains with Mr. Smith and Mr. Hart, it is up
to them to determine what can be given to the present tenants.
3. In talks with both gentlemen, they indicated that they will be able, in lost
gases, to give appliances and other types of furniture to the tenants, par-
ticularly to those people who have been tenants with them for long periods
of time. However, they would like to make these judgments themselves oa less
individual basis, so tenants needing to take any furniture or, for that Netter,
to take a. trailer and place it on another site, should clear individually with
Mr. Hart or Mr. Smith. A Mrs. Ramona Soto acts as a manager for Mr. Smith andl
will serve as his representative.
1. Both Mr. Hart and Mr. Smith will provide refunds on the unused portico of rent
to their tenants. ,
They report that the moving plans are coming alcag very well from their palate!
view with most people finding other spots to live. , Millie ttoffler from WINS sew
ports a large,number of requests from residents of this area to find housidg 'elaa
where. (If we haven't done so, ve should coordinate any efforts that we have Mee
thus far in this area with LAIRS.)
S. Jim Smith reports two possible households that may need our assistance: here.
Peres, an Old Age Pensioner who ,lives in Unit Number 10, and Mts. Soto (mot
Ramona Soto) , an Aid to Dependent Children family living in Unit Number 7.
6. Jim Kadlsoek iram Wheeler Realty is acting as the agent for the land owners.
However, Mr. Kadlecek cannot became involved on the salvage or disposal a
items on the property.
7. As this is an unusual situation, as a last resort, General Assistance help
can be considered to help in the relocation of the tenants. Any General As-
sistance request should be forwarded to Mr. Rutherford's attention. Both land-
lords, Mr. Smith and Mr. Hart, have indicated they will assist in other ways,
besides the provision of personal goods, as needed. Staff working on this as-
signment should feel free to contact Mr. Smith at 352-6565 or Mr. Hart at 353-
5973 as resource people.

quired by Omer Wesley Box for purposes of constructing
the County' s Welfare building . The legal description
is as follows :

Enclosed you will find a copy of an aerial map
which indicates the location of these lots. In addi-
tion, Glenn has asked me to mention to you the one
additional item which was discussed Tuesday evening;
namely, that of the City' s vacating of an additional
strip immediately west of the property approximately
as shown on the enclosed map. I believe the Council
agreed to add this strip to the vacation proceedings.

SUBJECT: Weld County Department of Public Welfare Advisory Committee's Recommendations
for the New building

The Advisory Committee, meeting on May 30 to review building plans for the site on
North 11 Avenue, came up with the following recommendations for Board and contractor
consideration:
1. That a door be installed on the rear of the building to provide more adequate
access for people using the building. It was felt that the doors on either end
of the rectangular plan and the main front entrance would not provide enough ac-
cess. This change should be seriously considered as it is possible that the pub-
lic using the building may have to go completely around the building to get to the
front entrance unless other access is provided. (How the building sits on the lot
and the location of parking lots will affect this situation.)
2. That the stairway from the first to the second floor be widened so that more people
can use them at one time. Present design calls for a four foot widtht -
3. That a partial full basement be constructed to provide storage for inactive files
and records that must be kept under present laws. This storage space could bp
used by any or all county departments.
4. That a back-up or emergency utility system be considered for the building so that
in the event of fuel and/or power cut-off that the building could continue to be
used.
5. That there be water fountains for children as well as adults.
6. That building design accommodate handicapped people.
7. That the location of the adoption room be moved across the second floor hall and
combined with a conference room to provide more privacy for the public using this
LOOM.
8. That the application counter in the Public Assistance area be lowered so that ap-
plicants would not have to stand up for long periods of time.
The committee was made aware of cost limitations affecting the building but never-
theless felt that these changes would be important enough to make or consider strongly
and would be worth any additional cost.
The committee generally supported the Commissioners' decision on the location and
design of the proposed building.
In a telephone call to Mr. Box on May 31, I passed on the above-listed recommendations.
He indicated that for the most part he would not be able to accommodate them under the
per square foot limitation of $3.30.
We almost forgot to include the recommendation that carpeting be installed in the lobby
rather than a vinyl tile or flooring. The committee felt that the carpeting would be
quite durable and that it would also be easily cleaned and would provide a non-slip
surface.

He indbated that:
1. A rear entrance door, considering materials and labor, would cost $900 to $1,000
more.
2. A widened rear stairway would cost up to $9,000 more (3 sets x $3,000) .
3. A partial basement for storage (about 6,000 square feet) would cost $100,000
($105,000 with elevator stop) .
4. An auxiliary or back-up system for heat and air conditioning would cost about
$50,000 and one that would cover emergency lights would cost $200,000.
5. In answer to a question as to why the Department had to have so many toilets and
lavatories and why the elevator equipment room had to be so large, Mr. Box re-
plied that laws require that there must be so many fixtures/facilities for so many
staff and public and that laws also cover space size for certain types of equip-
ment, i.e., elevator equipment must be at least 48 inches from any wall.
Mr. Box indicated he would be able to install children-size drinking fountains on
both floors and that restroom and building entry ways would be designed to accommodate
handicapped people. He also indicated he would lower the counter in the Public As-
sistance area so that people could sit down to fill out applications.
Other suggestions would be considered, but cost limitations were very real factors
that weigh heavily in all considerations.
The committee appreciates the Board's consideration of these recommendations. Com-
mittee members are available to discuss them in detail.

T. am requesting social service staff assistance in helping the county and the
people living in the units on North 11 Avenue to relocate and find different
housin. . This relocation assistance will probably be in the form of additional
survey work, personal contacts, and use of housing resources; available. The re-

location assistance should be coordinated with Mr. .Tim Smith:, phone 352-6565, 6

Attached is the report of a survey taken by this Depertment and Mr. Smith in
early May. From this material you will note that apnr.oximaeely 41 per cent
of the people residing in trailers or cabins on this land are present recipients
of public assistance.
Some other considerations not included in the attached survey material are:
1. mz. eesle1 a ox has indicated that he will give the trailers and the contents
therein to their present occupants.
2. Mr. Smith has indicated it is his belief that only a re"ative few of the
present occupants will need tangible assistance in relocation. He feels
that relatives and the occupants themselves will be able to help most of
the people without outside assistance.
3. Contracts with the city indicate that urban renewal cannot help these people
relocate.
4. There are presently 37 living units on these two pieces of property. This
is further broken down into 16 trailers and 21 cabins.
5. The mobile homes could possibly be moved to other trailer parks.
6. Mr. Smith has indicated that he will essist in a tangible way to the extent
that he can. This needs further exploration.
7. Of the 15 welfare family units on these two properties, 9 are in cabins, 6
are in trailers.
8. Thirty days' notice to the people on the property was given approxieately
June 1. They will have to move by July 1.
After reviewing this material and discussin3 it with me, I would seggest that you
aseign sufficient social service staff to this project immediately. Resource
people that will be available to assist are Mr. Chuck Archibegee and Mr. Jim
Sasaki of the city of Greeley. Mr. Archibegue is city housing inspector and
Mr. Sasaki is a city planner. Considerable detail is attached to your copy,
which includes the name and family composition (number in each household) and
some judgment on the part of the landlord as to their ability to take care of
themselves. Let's meet briefly on this es soon es you have had an opportunity
to review it.

Dear Wes :
This is to advise you that we have renegotiated the
option agreement on the Smith and Hart properties, and
we are now in a position to assign them for a total price
of $74 , 500. As you recall, the original price of $77, 500
was quoted, so we have achieved a $3, 000 reduction.
By copy of this letter, I have notified the Chair-
man of the County Commissioners, Glen Billings, of this
cost reduction.
As per our previous conversation, Wheeler Realty Com-
' pany is willing to assign these options and handle the
closing transactions at the face value of the options
($74 , 500) .
Please advise as to the next step.

Dear Mr. Billings:
This letter is to inform you and the members of the
Board regarding the above captioned site.
Wheeler Realty Company holds options to purchase from
four (4) property owners in the above captioned area. En-
closed please find a city plat which indicates the 4 owner-
ships, the prices, square footage, etc. , which have been
negotiated with each of these owners. I believe the enclosed
information is self-explanatory; but if you should have ques-
tions, please do not hesitate to call.
I have conferred with Mr. Wesley Box and given him the
enclosed information. This letter is to advise you that
Wheeler Realty Company is willing to assign to Mr. Box or
the County any or all of these options. Wheeler Realty
Company would not expect any additional remuneration for
such assignment except for the real estate commissions which
are part of each option agreement. The option agreements
themselves can be made available to your Board, the County
attorney, or Mr. Box upon request.
There is a matter of concern regarding the time ele-
ment. One option agreement (Barash, #3 property on the en-
closed map) expires on May 21. Consequently, we will need
a firm indication regarding this site prior to that date.
We are attempting to extend the option with Mr. Barash, but
this may not be agreeable with him.

Subject: PROPOSED WELFARE SERVICE BUILDING
On April 27 an Administrative Staff meeting was held to discuss the proposed
site for the County Welfare Service Building: In attendance were Olin Shaffer,
Keith Eberhardt, Bruce Forbes , and Leon Kuhn.
The following five (5) sites were reviewed by the group.
Site 1) . Site located South of the Poudre River, North of "D" Street
lying between 11th and 12th Avenue. (Contains 5 acres) The site is extremely
limited in water and sewer facilities. The closest sewer line would be located
at 12th Avenue and "D" Street, approximately 500 feet away. Water mains in
11th Avenue are 4" lines. This would not provide volume necessary for fire
protection. Zoning allows proposed use.
Site 2) . Site located West of 16th Avenue Court between "B" and "C"
Street. (Contains 10 acres) Access to property is extremely limited to
dirt roads. Water and sewer services would both have to be extended (about
400 feet) . Site is presently outside City limits ; would have to be annexed
and zoned.
Site 3) . Site located East of 8th Avenue and North of "E" Street (if
existed) . (Contains 6 acres) Access to property is questionable. Presently
it appears that access is achieved through entrance of Miller's Truck Lines.
Sewer is available once Monfort sewage is moved to new lagoons. A 27" line
runs along EAst of property. Water is limited. Service to this area will
not be adequately met, until new transmission line is brought into Monfort' s
packing plant. (Proposed 1974) Location does not appear to be centralized.
Railraod EAst and 8th Avenue on West.
Site 4) . Site located North of 5th Street, and West of U.S. 85 By-pass.
Site is presently outside of the City. Service with water and sewer would
entail crossing Poudre River at 5th Street. Possible cost could be quite
expensive.

Site 5) . Site located on Southeast corner of 18th Street and 1st Avenue.
Site has no water capabilities until major transmission line is completed from
23rd Avenue. Site does not appear to be centrally located to welfare recipients .
U.S. 85 By-pass is a major barrier.
All of the proposed sites have some limitations. From the point of services,
the following sites were recommended:
1) . Site located West of llth Avenue, between "B" and "C"
Streets. Although site is on the small side, services
are readily available.
2) . Block 16, site located on the Southwest corner of "A"
Street and 9th Avenue. Services are available and
site would be centrally located. Again site is small .
3) . Site located between 6th and 7th Street East of 4th Avenue.
Services are available to this site and it is centrally
located.
All of the sites proposed by the staff are zoned appropriately and lie within
existing City limits .
